Heres just a portion of that story as told by minceys girlfriend and the officers involved in his death. March 92. Im in a pursuit of a james mincey, jr. The way i heard the story, hes driving to his moms house. One set of cops pulled him over. Hed been stopped by two other officers for a cracked windshield. They gave him a ticket. So he continued go to his moms house. Five minutes later he was driving somewhere. Another set of police there, and so they put the siren on him. So hes thinking were the same cops that had stopped him before. Thought they were arresting him. Its not a fast pursuit, 45, 50 miles an hour. Hes trying to continue to his moms house. They always told us, if you didnt feel safe, drive to where you feel safe. Because of the pursuit, we have to handcuff him. I ran out of the car. He pulled up in the driveway. I dropped my baton to grab him. So he is coming toward me. I spray him with tear gas. And he puts his hands to his face, ow, my eyes. I run up with my partner to grab him. He was trying to struggle to get the mace out of his face. Hes slippery, pulls away from us, runs toward the house. I think mrs. Fowler, his mother, is taking pictures. She was trying to tell them she wanted to help her son. I rush to grab him, he shoves me away real hard, knocks me down. All these people being under the influence and drugs and stuff, ive heard about it, about the pcp, how strong they are. Im thinking, this is my First Encounter with one. And were wrestling out there. Standing up in a rose garden. Trying to get him to put his hands behind his back so we can handcuff him, he wont let us do that. Finally, the backup officers arrive. This is what were going to do, we have to handcuff you behind your back. They cuffed his hand, tried to, he wouldnt let them. He threw both those officers off that were holding him up. He was trying to get the stuff out of his face. So officer cannon gets a carotid choke on him. Lieutenant rubio is on his hands and knees in the street looking at mr. Mincey, whos being has the carotid on him. Hes saying, no, dont let up up, hes not out yet, hes not out yet. And as soon as we get those handcuffs on, i go to the hospital, ive timed it, its under 60 seconds. He was taken in there, and at some point after that, they said he lost consciousness. They was going to keep him on the machine for two weeks just so we could say our goodbyes. But he was pretty much gone already. After awhile i started accepting that he wasnt going to come back. So i just had asked god to bless his soul and take care of him. We didnt know why james mincey jr. Died from a mincey jr. Died from a choke hold. When we get choked out in the Academy Every week, half the class gets choked out. Everybody knew how painful it was to get choked out. We didnt realize that what that could do to somebody under the influence of drugs. We also didnt know how to transport people. So we were having deaths from the choke hold, the bar arm choke hold. And we also had some deaths from transporting people from asphyxia. When we heard that his girlfriend was pregnant, supposedly with his baby, i dont know if it didnt add to any of the guilt. I dont know that there was necessarily guilt, it was just to me, it was, too bad it happened. It was so hard, i kept looking for him for like a year. Every time i see somebody i think, its got to be him. I dont know, i just didnt want to my mind didnt want to give up. I couldnt believe that it happened so fast. He was so young. Hearing those two people there recount the way they recounted it differently and remembered it. That was something. It really was. Im pretty much speechless. I think we all need to watch. Its designed to encourage Police Departments to adopt Higher Standards for use of force and rely on the support of Mental Health professionals for certain calls. There have been three full weeks of protests across the country since george floyd was killed by a Minneapolis Police officer and hundreds of people joined an naacp march in atlanta yesterday demanding urgent action against Police Brutality following Rayshard Brooks death. Brooks, a 27yearold father of four, was shot twice in the back after a scuffle with police. Abcs Steve Osunsami has more from atlanta. Reporter the anger is growing over this video showing the end of another black mans life at the hands of police. And investigators are studying every frame, trying to determine if the shooting death of 27yearold Rayshard Brooks was justified. Yall took my cousin from me, yall took the wrong person. Reporter his Family Planning his funeral says no. The trust that we have with the police force is broken. Reporter just after 10 30 friday night, someone called atlanta police. I think hes intoxicated. Hes in the middle of my drivethru. I tried to wake him up. Reporter brooks was asleep at the wheel in the middle of the drivethru. Hey, sir. Whats up, man . Hey, youre parked in the drivethru right now. Hey, sir. All right, you good . Yeah. Reporter officer Devin Brosnan wakes him up. Brooks then pulls into a parking spot. You say one drink, what kind of drink was it . Reporter officer garret rolfe arrives. He gives brooks a field sobriety test and a breathalyzer. Put your mouth over the mouthpiece reporter . 108, just above the legal limit. For more than 20 minutes, things stay calm. At one point he asks if hell just take him home. Take me home, im ready to go. Reporter when they try to put him in handcuffs he refuses. It gets seriously physical and while theyre fighting, brooks grabs the stun gun of one of the officers. Youre going to get tased reporter here is the moment of intense debate. As brooks is running away, he is seen reaching back with the stun gun and pointing at officer rolfe, who fires three shots, two of them hit brooks in the back and were enough to kill him. I can never get my husband back, i can never get my best friend, i can never tell my daughter, oh, hes coming to take you skating or swimming lessons. Its just going to be a long time before i heal. Reporter protesters who were already in the streets calling for justice for george floyd were now at this wendys shouting the name of Rayshard Brooks, then someone burned the restaurant to the ground. Police are sharing these photos of a woman in a black mask and offering a 10,000 reward. Officer rolfe has been fired. The other officer put on administrative leave. The police chief resigned. And now the county prosecutor is deciding if there will be criminal charges. So were looking at the instance, the distance between him and the deceased in this case. Reporter atlantas mayor ordering a list of new work rules, including mandatory deescalation techniques for her police officers. Reporter First Responders found him hanging by a rope around 3 30 a. M. On june 10th in the Central Square of palmdale, california. There was nothing else found at the scene other than the rope which was used to hang the victim and the contents of his pocket, as well as a backpack that he was wearing. Reporter firefighters took his body down and then called police. The body was laying right this way. So half on the white brick and half on the floor area. Reporter investigators initially called it apparent suicide. Fullers family rejecting that assessment. Protesters have descended on the Sheriffs Office and city hall, demanding justice. My brother was not suicidal. Reporter now authorities saying theyll reach out to police in nearby victorville where another black man, malcolm harsch, was found hanging from a tree. An investigation is ongoing. We have now learned the California AttorneyGenerals Office will monitor the investigation. Just like the number of cases, concerns are also on the rise in states in major cities like miami which is now delaying its phase three reopening plan. Where are we right now with Contact Tracing . Do we need Contact Tracing to really address the rise in infections . Well, where we are right now is, were still in the first wave. And we are not nearly where we need to be with Contact Tracing. If you look at a lot of predictions, weve failed with Contact Tracing in the start of this pandemic. Right now a lot of states have reopened even though Contact Tracing is not set in place. Now, a reasonable estimate would say we need 100,000 trained contact tracers across the country. Some states like massachusetts and california have built up programs to train people. Johns hopkins has an online course. Theres talk of apps. Right now were not seeing a robust plan and that is something that has to happen Going Forward so that we can predict and prevent these future peaks from happening from large crowds and more outbreaks. The fda has just released a statement saying hydroxychloroquine which was touted by President Trump is unlikely to be effective. Whats your take . My take is, finally, fda. Revoking the emergency authorization after coming out and making a statement that the risks of using these medications outweighed the benefits, which werent proven in a lot of these research papers. The trials will still continue, and thats important, so we can get more information. The fda is now recommending against the use for patients who are not enrolled in a clinical trial. It almost seems like the white house was the large proponent saying theres a game changer and theres no harm. And we know it does cause harm. Its a heart rhythm disorder. Its important the fda came out and made a blanket statement for everyone to see and understand, that we care about safety and we care about good data and these medications should not be used outside of a trial. Looking at travel, Many Airlines still arent enforcing the wearing of masks. But United Airlines is putting people on a sort of do not fly list if a passenger does not wear a mask. Do you think that this will be effective . I do. You know, heres the thing. Im sure there are going to be some people who push against this, as we see with people pushing against wearing a mask in any other business. But United Airlines is almost putting this in the same standard as a seat belt or helmet or not smoking. It is of that caliber of a Public Health safety measure.
