Amy . Not as easy as just flinging open the doors. As we found this Benicia Health and fitness club could reopen today but theyre not quite ready yet. They still need to do some more work to meet all the states requirements. Solano county are saying some businesses can start reopening today as long as they meet state requirements. Wineries, bars and breweries and Family Entertainment centers, zoos and museums and hotels. They actually said go ahead and open yesterday if youre ready. Some confusion on the date. The state said these businesses can open this friday and Solano County originally said that but now the county said, hey, if these businesses are ready to go and meet the requirements, go ahead and reopen. Now, be sure to call a business before you show up because places like this gym, theyre not ready yet. Youll want to check in. This gym says theyre ready to open on monday. Thats what theyre aiming for. Some businesses like nail salons, tattoo parlors, Movie Theaters and those are on the list of businesses that still need to remain closed. Reporting in benicia, amy hollyfield. California nail salon owners want to get back to work and just filed a second lawsuit against he state. The first suit came after ad cas cero som said the first aailsteee by phone with industr representatives about that claim. It was understood from the call that the first case of covid19 did not, in fact, come from a nail salon. Were angry and frustrated and suffering and need our nail salons to be open. No projected date or timeline has been released on when nail salons can reopen. Coronavirus cases, though, continue to spike in at least 20 states including california. Abc News Reporter has that and more information that goes against what was first thought. Reporter this morning coronavirus cases on the rise in 20 states, plus puerto rico and arizona. The states Largest Health system has reached capacity for patients who need external lung phoenix and arizona is dire . Yes, it is. This is the time when we need to be speaking out. Reporter the state seen a record 1,500 new cases in a single day, two weeks after reopening. Texas now opened for more than a month also seen as steep increase in patient admissions with nearly 2,000 hospitalized. South carolina reported nearly 550 new cases monday, the highest since the pandemic began. And North Carolina is seeing its highest number of hospitalizations so far. More than 700. This upward trend prompting doctors to urge people to wear a Face Covering in public. There are a lot of nurses. The icu is very busy. Contrary to earlier thinking, the World Health Organization now saying that spreading the virus when youre asymptomatic is very rare, but some doctors are questioning that data. We do know that there is a very small percentage of patients that testing and testing positive theyre without symptoms. So, although the risk is very low, its not zero. So, what we still recommend is appropriate social distancing. Oakland Police Department will provide an update on an officerinvolved shooting. They skikilled a man and shot h pregnant girlfriend. Reporter after walking away, the man seen here in a surveillance image came back a second time. He came back and he said, if you ill shoot you. Im really upset that the kids were exposed to that and the effect it will have on them after this. Arlo didnt want to leave the house today because he thinks the guy is going to come back and bring his gun. Reporter amanda and madeline were also dining outside and they witnessed the incident and saw the man eating and drinking with a large group at the restaurant before he confronted the family. The older gentleman was very aggressive and shoved the father. I heard him say les for you i heard the word shoot. Looked like he had an agenda to come to that father or family. Might have been because the kids had the black lives matter shirt. Reporter they called the police who took a report at the restaurant. He had so much anger in his face and his eyes and i hope that he gets arrested and we press charges against him and i hope we get justice from t burl investigating and have a suspect in mind. A woman in oakland has come up with an artistic way to protest inequality and that is through a hiphop dance class. These dance moves are part of a movement. Several adults and kids get together in the richmond, ridgemont neighborhood to dance in support of black lives matter. Signs reading white silenc equal white consent and black lives matter. A dance instructor came up with the concept. When i came across the slogan, white silence equals white consent that really struck a chord with me and i wanted to do something in protest of inequality and it occurred to me what i do is dance. So, we organized a hiphop class out here on the culdesac. For a great cause and hopefully next time people out and involved to show their support. New way for me to protest and im all for it. It is amazing. Thats great. More support dance classes are in the works possibly one this weekend at lake merritt. Thats pretty cool. Yeah, i like that. Peaceful frotest fuful protestd exercise. At the same time the San Jose Police chief has announced some serious changes coming to the department. Julian glover is live with those changes and what to expect today. Good morning, julian. Ahead of todays meeting the san jose Police Department announced changes to the policing policy mainly in response to the reactions and in response to the action that we saw taken by those officers killing george floyd there in minneapolis. Just last night, chief eddie garcia announcing the department is banning the use of kneeling on someones neck to subdue a suspect. Officers are also now required to intervene and report when they witness Excessive Force used by another officer and rubber bullets are no longer allowed to be used for crowd control. In todays meeting the San Jose City council will consider if those changes are substantial enough as calls grow louder for cities to consider Defunding Police budgets and allocating to other social services that will try to address the route causes. San jose mayor sam liccardo made it clear that he is against the idea of defunding the weve got to recognize that the path forward is to reform, not to defund the police. What i hear is the overwhelming call in every neighborhood meeting im in for more Police Patrol and not less. Mayor sam liccardo said police force is already lean compared to other large Police Forces across the country. Other large cities of Police Forces across the country. Hes proposing expanded authority of an independent Police Auditor to help fix the problem. The City Council Meets at 11 00 this morning. Reporting live, im julian glover, abc7 news. Julian, thank you. Happening today San Francisco leaders will call on the city to ban police using things like rubber bullets and pepper spray. Introduce the right to protest safely act. It would ban certain crowd control methods used by Law Enforcement in response to recent black lives matter protests. The legislation would ban any c the killing of a sheriff deputy. Damon gutzwiller was killed in what was called an ambush. Praising a suspect who tackled the suspect. Theyre asking for the publics help in their investigation. Very important for damons memory that we get this case right and we encourage anybody who saw something, who knows something or who may have been a victim of this guy to contact the district attorneys tip line. Starting friday, some people in california will be able to go back to the Movie Theater. Theaters can open on june 12th with county approval. Theaters limited to a quarter capacity or a maximum of 100 movie goers. Theaters are encouraged to take reservations. State officials also suggest they use disposable or washable keep guests at least six feet apart. Officials recommend theaters require people wear face masks when they enter and leave the theater and at the concession stand. They wouldnt be required while watching a movie. Hair salons and barbershops in Contra Costa County will reopen next wednesday. The county says indoor dining, bars, churches, gyms, museums and hotels can reopen july 1st San Francisco bar owners are pleading with the city to let them open earlier than scheduled. Were asking the mayor to open the same Time Restaurants do because it seems only fair. Our Economic Future is in the balance here and we need help. The San Francisco Bar Owner Alliance wants the city to let bars reopen on july 13th at the same time as restaurants. Right now they say bars who dont serve food cant have people inside until mid august. 350 bars in San Francisco did not serve food and, quote, teetering on the edge of personal and professional financial collapse. The death of george floyd has fueled growing calls for defunding the police. Not just in san jose as we were talking about but around the country. What exactly do people mean by defunding. Something were all hearing a lot about right now autions for police brutality. Defunding the police. Not a new idea, but new to a lot of people just learning about it. So, what does it mean . The answer really depends on who you cask. Some say def means stripping away funding and debanding altogether. An organization in minneapolis, for instance, is looking to move to a policefree future. That is one end of the spectrum. For many defunding the police is not about abolishing but devesting from Police Departments and investing into other community services.
