Tonight he cant help questioning whether theyve made any progress at all. When protesters shut down 101 in san jose last week over the killing of george floyd, they targeted that blue mustang. The owner had a Blue Lives Matter license plate frame. He later said it was not in support of police but to avoid speeding tickets. When a man with a skateboard smashed out his window, 27yearold Community Activist derrick sanderland stepped in to escort the driver to safety. Tell me what sign youre holding, what it says and your reason for being there. We are worthy of life. I honestly needed a place to express my sorrow, my, like deep, deep sorrow. Sanderland made his way to city hall, sky 7asense confront with police and i was on the ground. Here is the rubber bullet, basically about an inch by an inch. Its hard rubber. This is one of the things they shoot. Just across the street, derrick sanderland saw Police Shooting rubber bullets at protesters, including young women at close range. Theres an officer who has been placed on desk duty facing an internal investigation for his aggressive behavior. I really couldnt watch it anymore. And just kind of made like a parallel walk over, put my hands up and just stood in the line of the fire. And asked them to please not do this. The video shows them training their riot guns on sander land. He made no motions on police, yet they fired on him. One round hit him on the groin. I paused for a moment said maybe this doesnt hurt. Following afterwards, it was like the most painful experience derrick and kayla have been married four years. They both work for charities helping people suffering economically during the pandemic. After his emergency surgery for a rupture, the doctors arent sure theyll be able to have children. The doctor let me know before the operation theres no way of fully telling until you try to have kids. You just started weeping at the thought of that. We do want kids and were very close to having kids. They have retained an attorney who is preparing a claim against the city and the police. Very were aiming for a body part that is prohibited when using those type of riot guns. Youre not meant to aim at the groin or the head. The story is about to take a turn. That officer didnt know the person he shot has connections, that he knows the San Jose Police chief personally. For three years, sanderland helped to train new Police Recruits about implicit bias and procedural justice. He wonders now if that work was in vain. The way theyve treated people out there has over the weekend has been reallytbreg. To d i ing e to chief garcia about what happened. He issued a statement. Derrick has been a real leader in our community to reduce bias and discrimination through dialog. I assured him we will be investigating this incident. The chief has also reevaluated what point in a confrontation his officers can fire those projectiles. Dan noyes, abc 7 news. Dan, thank you. San jose leaders are calling for the Police Department to be more transparent in crowd control tactics. Three City Council Members are introducing a proposal asking police to share their crowd control methods and examine the use of pro yeck tiles. The they want to give the Auditor Authority over use of force sdwliefrnlts new restrictions over use of force including a ban on the carotid holdren terg a person unconscious. Carotid hold, thats literally designed to stop peoples blood from flowing into their brain . That has no place any longer. The governor said the practice should be banned from the state Police Training program and added he will work to ban it in Police Departments statewide. The governor raised concerns about Racial Injustice in california. As governor, i live this every day. Criminal Justice System that treats people that are rich and guilty a hell of a lot better than people who are poor and innocent. You know that and i know that. Dante infamously said the hottest place in hell is reserved for those in a time of moral crisis that maintain their neutrality. This is not a time to be neutral. Its not about picking sides. The governor was joined today by former adviser to president obama, ron johnson and b. A. R. T. Board president latifah simon. Im hoping i bring the spirit of activists and organizers im currently learning from and have been learning from and the mothers that im learning from who are calling for an end of unjust violence by the state. Only two types of protests we should not accept. Thats silence and violence. Silence does no one any good and violence is not acceptable. Governor newsom is promising to work with lawmakers, Community Leaders and Law Enforcement officials on how Police Officers respond to protests and demonstrations. Clergy members, activists and political leaders teamed up to say the News Conference generated such passion that mayor libby schaaf dropped an f bomb during her speech. Eric thomas has more. It was a morning of passionate singing and of passionate speaking. I feel like many black men and black women if someone called the police on me because that may be the end of me or the of me. This crowd gathered to hear local leaders talk about the death of george floyd while in custody of the Minneapolis Police and the protests that followed. But when it was mayor libby schaafs turn, her anger over bad apples boil over. This is not about bad apples. Excuse me, but [ bleep ] the bad apple theory. It was an exclamation that resonated with people in the audience. We knew she was coming from a place of being sincere and showing empathy. Sometimes you have to make a point. I totally agree with what she said then. I caught up with schaaf after her speech and sdd her about the statement. The issues. Know if people alway i apologize. It was not appropriate for me to use inappropriate language at a rally that was organized by religious leaders. It was inappropriate. That may be true. But for the people in the audience, the statement was also heartfelt. In oakland, eric thomas, abc 7 news. In oakland today, a couple dozen people took a knee in solidarity with george floyd. The group gathered at lake merire parknoon. Some had signs and raised fists in the air, horns were honking. In vallejo a small crowd gathered. Sky 7 is overhead. Theyre marching along georgia street. This is a peaceful protest as well slowly zoom on in here. Anthatn see it looks to be in this is a protest over the officerinvolved shooting death of a young man earlier this week. California department of justice reforms to the vallejo Police Department may be forthcoming after an officer shot and killed a 22yearold outside of a walgreens who was looting. Looting was going on at the time. The officer mistook a hammer in the mans sweatshirt for a gun. Abc 7 news iteam reporter Melanie Woodrow with the latest. Supporters rallied in the mission district. His family devastated that a Police Officer shot and killed him early Tuesday Morning outside of a walgreens looting. She got the phone call and they said my started crying. And i said what. That call came from shawns girlfriend. Not vallejo police. Shawns sister said the Police Department didnt call her until a couple of hours prior to a News Conference when police chief officially announced an 18year Law Enforcement veteran fired five shots at shawn through his windshield. One bullet hit and killed him who was on his knees at the time. His family believes surrendering. The chief believes shawn had a gun. It turned out to be a hammer. Chief williams, can you tell us what the rules are here for vallejo Police Department as far as firing through a vehicle, through a windshield as you described . The officers that are part of the Crime Reduction team, s. W. A. T. Operators, its a practice that they practice. Its basically the rules of law apply to when youre defending yourself. If there is a threat, a credible threat, you can respond to that. But they do train to shoot that way. Thats allowed within the department that they can shoot through a windshield . Yes. Its a practice that may be scrutinized now. The California Attorney general announced an agreement with the city of vallejo and the Police Department to collaborate on a plan on the policies and practices, as well as increased public trust. When i was in the dark, come to light. I know the Police Department is trying to cover something up. Antibias and Community Policing and accountability. Chief williams was asked but would not give the officers name. They have 30 days to release body worn camera. Melanie woodrow, abc 7 news. Video just released to the iteam shows an unarmed black man unarmed theyre requesting an outside investigation into the officers actions. In an exclusive interview abc 7 News Reporter spoke to the man pinned down by police. Give us a second, please, okay . Let me go. Sir, let me go. This is video of 44yearold Molly Watkins arrested by Alameda Police just before 9 00 a. M. Saturday, may 23rd. I do this every day. Minutes before his arrest, watkins says this was going through doing my workout regimen. Sir, let me go. According to the police report, watkins was reported for dancing in the street. At this point, youre detained, you understand . Sir. Dont reach for anything. My keys. My car. Listen, im trying to be cool. What . Youre dancing in the street . So what . Im dancing in the street . Hold on. Youre not free to go. Neighbors who witnessed the arrest were shocked. Get your hand off of me. The other people told police, hey, hes from around here. He exercises like this every morning. We know his routine. He never did anything. I didnt do anything. Why you coming up on me . Whats going on . Now youre on me . In the video released to the abc 7 eye team. You see two officers handcuffing watkins. Two minutes later, five officers surround him, pinning him face first to the ground. Neighbors kept pleading for police to release him. Let us help you. Let me go. Youre under arrest right now. Youre not going to be why are you making a problem out of nothing . It hurt watching it. Just sucked. I saw him being abused. Watkins was cited for resisting arrest. Officer, im minding my business walking down the street, dancing. Were all kind of like owe why is this happening . This footage that first surfaced on social media has prompted an outside investigation of the alameda Police Department. I want to make sure that everyone regardless of color is treated equally and feels equally treated by us as a city and i want this department to move forward in a way that a year from now becomes a model in the u. S. Let me go. Sir, let me go. A lot of people talk about how this town of alameda has a history of racism going back many, many decades. A lot of people like to say its gone. What i witnessed proved otherwise. Sir, sir i just listened to the call to the alameda Police Departments nonemergency line that triggered this incident on may 23rd. Heres just a little bit of that audio. Theres a person in the middle of the street. Theyre walking into theyre dancing and turning all around. Theres something very wrong. Do you think they have a Mental Illness or theyre undero the influence or just not sure . Eitherolly watkins just about an hour ago. None of this is over for him. Although he was never arrested. Police did issue watkins a citation for resisting arrest, which arrived in the mail today. We have requested the complaint history of each officer shown in that video you just saw. Abc 7 news the fbi is asking for the publics help in the case of a Security Guard killed at the Federal Building in oakland a week ago. The bureau is hoping someone can identify a white van that you see right here that may have been used during the shooting. There were several protests today, including this one over the death of a man in vallejo. Officers mistook a hammer for a gun when they shot shawn mont rosa. And this rally at city hall is the largest gathering in san jose since last fridays george floyd protest through downtown, which started peacefully and became violent. At least 1,000 people gathered for a peaceful protest today in pleasanton. It was a unity march in hopes to bring people together after the death of george floyd. Even the police chief was invited to speak. The city of pleasanton and the policeepartmen cons in minneapolis. [ applause ] the young people who organized this event nt the focus to be squarely on the message, which is unity. Protesters marched peacefully through Downtown Los Angeles earlier today. The first of several events calling attention to Racial Injustice throughout southern california. Hundreds of protesters chanted George Floyds name and held signs demanding reforms. Curfews in the bay area put into place after nights of violence and vandalism have been lifted. Vallejo and walnut creek were the first to lift curfews after late this afternoon. Lets bring in chronicle insider phil matier. This has been an incredible week. Its changed over the course of the week. Give us your thoughts about what weve witnessed in the last seven days. Think about it. It was seven days ago on friday that this started we started to have the first protests in san jose. From the getgo, it was something we had never seen before. If for no other reason than we havent seen protests of that size. Protests against Police Violence against San Francisco, berkeley, walnut creek or individual incidents around the bay area. If a city has been affected. This was like wildfire, spread around. It culminated in oakland in nights of violence, nights of protests and demonstrations and nights of wholesale looting that spread up and down the interstate 80 corridor, as tvs hauled out of Big Box Stores far away from the demonstrators and yet tying up police and leading to more dangerous situations. Something interesting happened. Something we hadnt seen before. Usually at this time in past civil disobediences and simple disorders like this, what weve had is a small group that continues to protest becoming more vocal and at times even more violent. Instead we saw a complete reversal. In the last couple of days weve seen tens of thousands of mostly young people, all races gathering in huge mass this is San Francisco, in berkeley. In oakland as well. Huge groups, all peaceful. All ending peaceful. Even the demonstration the other night in oakland against a curfew that challenged the police to stay out after the curfew wound up more as a dance party than a violent demonstration. It was an incredible dee escalation of the violence but outpouring of support on all sides. Its something weve never seen before. Hopefully that last chapter is something weve never seen. The reaction to some of the scenes weve witnessed, you hear a movement to defund Police Departments, minneapolis is trying to do that we heard london breed talk about it. One, do you think it will happen . Two, you have the consequence of that. What do you do when you really need the police, you have rampant looting going on . Im not sure well see defunding of police. Were seeing calls for maybe, rather than funding the police more, using that money to go into affected communities and try to make life in general better so the chances of incidents happening drop. Larry, im not sure where thats going to go. After some of the reactions, you see Different Things proposed. Whether they go through or not remains to be seen. The governor asked for a statewide ban on the carotid artery choke. Exactly. Okay. A lot the fact is, a lot of the bay area Police Departments have used that very rarely if ever. Theres questions about it doesnt look good or sound good. As eddie garcia, the police chief of san jose said, it is effective. We do use it when we have to. We need options between doing nothing and using a gun. Weve still got to have the options. They may include tear gas, which is another element that some cities are saying. Maybe we should stop using tear gas or rubber bullets. They say look, we have to keep it in balance. Larry, i say were here to hear political reactions. Whether they implement it is another thing. Phil, how do we police the police, though . We have seen so many videos of Police Officers crossing the line the past 11 days. I can only imagine how often this was happening before we started having videos and social media and everything getting out to the public so quickly. How do we keep them in check . Well, there are a number of ways. We have police commissions, we have investigations, we have district attorneys that are supposed to be watching as well. Theres been allegations or discussions that maybe everybody is too cozy, we need outside looks. We have that as well. Up until under president obama we had the feds would come in and help Police Departments and come up with new rules. The attorney geneva cera is coming in and look at san leandro. Those departments. The thing we need to remember, one, is that we have an incredible amount of video out there and we dont necessarily see the whole picture. We see parts of it. We see tend to see the worst parts of it and capture those moments, not necessarily about the whole context. Thats the nature of media and cell phone video. The second thing is ultimately, policing is people. Its people on both sides. Yes, we can watch the police and we need to hire Better Police possibly and screen them better. But its a tough job. So it comes down to the Police Officers themselves. But on the other hand, theres also this. Theres the publics responsibility as well in these demonstrations. What i mean is, if youre in a demonstration and you start seeing it go from being a demonstration to a protest to a confrontation, then each step, the odds of something bad happening increase exponentially. What everybody should remember, you are an innocent by stander until a stern point they say leave and you dont leave, youre not so innocent anymore and the danger for everybody increases. Hopefully what we do if we have demonstrations, they stay peaceful and everybody gets the message. We can all agree that after a week, its felt like a year. Yes. Thank you, phil. Speaking to the crowd of protesters earlier in the week, its a sharp indicator. When addressing the inequalities within the African American community. They want to cut the Police Departments budget and redirect those funds to areas of need in the African American community. Who is living in poverty as we look at individuals who are suffering from the biggest gaps in achievement in our schools. This level of investment that were looking at has to be big and large and bold. And it will be. This week the Los Angeles City council announced a proposal to redirect 150 million from its police force to be put into communities of color. The mayor of los angeles then increased that amount to 250 million in possible cuts to lapd and other city departments. Eric garcetti wanted to invest in jobs, health and education. Both los angeles and San Francisco seemed to be responding to demands from protesters to divert funding from Police Departments. Today the San FranciscoPolice Officers association reacted. Right now it might be the thing to do. But lets take into account and put the brakes on and everybody take a breath and say, okay, we still need our Police Officers because at the end of the day, crime is still happening. When the 1996 charter was enacted, it said the police force in San Francisco shall at all times consist of not fewer9. So what other areas within the Police Department could be cut . I dont want to jump the gun and say this area, that area. Im going to really take a deep look and deep dive. The plan to redirect funds from the Police Department will require the input of San Francisco communities and the human rights commission. Lyian me len diz, abc 7 news. Riding a horse through a downtown oakland protest says its about finding a new platform to drive home your message. She rode her horse, dapper dan. Its been shared around the world. She wanted to stand out to draw attention to the black lives matter movement. She sees inequality everywhere, especially in the equestrian world. Its hard as a black woman because theres not a lot of us. Any barn or facility that i walk into, anyplace i go, its like being a single white flower in a field of red roses. Her story gets more interesting. Her sister is a San FranciscoPolice Officer. They see eye to eye on recent events. We had a lot to talk about. The amazing thing about it, were not really on opposite sides of this issue. Im so proud of my sister. Noble respects the fact her sister has found her own platform to motivate change and that is being a Police Officer. Cooler and windy weather today. Starting monday, Alameda County will lift some restrictions put into place to curb coronavirus. It will allow for Library Curbside pickup, pet grooming services and small outdoor gatherings among other things. Alameda county is stepping up rules on face coverings. Masks must be worn outdoors, including when exercising, within 30 feet of another person. Today contra cost a county opened up outdoor dining. Outdoor swimming pools, dog parks, picnic tables, barbecues and campsites can reopen and you can hold religious Services Outdoors with up to 100 people and services indoors with a maximum of 12 people. In santa clara county, outdoor dining, instore shopping, and child care and summer camps up to 12 kids, outdoor religious gatherings, Outdoor Recreation activities, outdoor swimming pools and pet grooming businesses are all now allowed. Tomorrow, San Mateo County will let restaurants offer outdoor sitdown dining. Theyre allowing charter boats to operate. Charter boats are an important part of the coastal economy.
