Any chance of some real wet weather over the next hour or so. The rest of us dealing with mostly cloudy conditions and patchy fog and some patchy misses especially at our Higher Elevations through the morning commute and chance of showers through the north bay and by 7 00 this event is unwinding. The Cal State University system is preparing to continue online classes for the fall semester. A major announcement. Abc7 News Reporter Julian Glover is live with what the chancellor said about it this morning on gma. Julian . Good morning, reggie. This was a really big announcement when it came out this week. Timothy white said the main reason the university is continuing with only online is because of that potential second wave of the coronavirus outbreak in the fall that would stop inperson instruction. Moments agose ash you mentioned the chancellor appeared on gma and discussed what the university is doing to ensure the health and safety of its half a Million Students across 23 campuses. Most instruction online and clinical classes in the nursing program, but ensured rigorous health and safety in place. There will be variability across our 23 campuses, but were planning because we want our students to have as many options as possible come fall. We thought it most prudent, wise to plan for 100 and then be able to pull back from that if the circumstances on a given campus prevail. Now, cal state was the first major University System across the country to make the announcement that they would continue with Online Education only in the fall. Unclear what the impact would be on the universitys bottom line and if some of those students would decide to maybe cancel their fall semester plans and hang out for the spring and hope things get better there. Theyre now over 10,000 confirmed cases in the bay area and in santa cruz county. This morning, police and firefighters will thank Health Care Workers during a shift change at kaiser hold a Committee Hearing meeting to discuss coronavirus testing and their goal is to test 4,000 people a day. Today, governor gavin newsom will release his revised state Budget Proposal to balance a shortfall caused by this pandemic. San francisco is expected to have a 1. 7 billion budget deficit over the next two years caused by the impacts of the coronavirus impacts. Mayor london breed announced yesterday that the city will have to make budget cuts and reduce spending across all departments. For 2020, the city must close a 250 million shortfall. If economic recovery from the pandemic is delayed because of Community Exposure that projected deficit could grow even higher. Now an abc7 news live desk update. At the live desk, although many of us have known this, a new study is confirming that people of color are disproportionately working front line essential jobs across the bay area during the pandemic. What were also seeing here in the study done by the bay area equity atlas is essential jobs like Grocery Store employees, farm workers, and Public Transit drivers are being done disproportionately by latinos as well as immigrants. The report says 58 of bay area workers are people of color, but account for 66 of essential workforce. Latinos account for 31 while black workers represent 6 of essential jobs. They account for 23 of the Public Transit workers. The reports authors want employers to do more to protect our essential workers. Reggie . Jobina, thank you. A San Francisco church is now suing zoom after a zoom bombing incident during a video bible study class. A st. Paul luneern church said zoom was the the hacker disabled the computer screen and when the student tried to terminate the session and restart the class the hacker attacked again and they had to stop the class. Parts of the bay area will start moving into phase two of reopening from the states shelterinplace order. San Francisco Mayor london breed announced yesterday the city will formally enter phase two on monday. That will allow for all streetside businesses to reopen for deallivery and curbside pickup. Manufacturing and warehouses will also be able to reopen with some modifications. And when you add it all up, that means 95 of businesses will now be able to reopen, even if it is just partially. Im sure that since your kids are probably at home driving you crazy now toy stores are available for pickup. Here is an Incredible Opportunity to get a distraction for them. San mateo county announced they are moving into phase two on monday. Alameda county said they would enter phase two next week. Marin and santa clara counties have not announced a date. 1 counties in Northern California will be allowed to more fully reoepen for phase two. You can see the counties selected here on the map. Mostly rural. Customers will be allowed in stores and in restaurants. Churches, hair and nail salons, gyms and concert venues are still closed for now. In Southern California, Los Angeles County has reopened its famous beaches but do not count on hanging out and soaking up the sun. The purple line that youll see on your screen indicates a full closure. All lanes of southbound 85 past cottle road are closed due to a deadly crash. The chp confirmed four people died in this crash. Three men died at the scene and one woman at the hospital and another passenger was taken to the hospital. Six people in total were in the suv. The driver was arrested by police on the scene. They believe he was under the influence of alcohol. Again, since this is a deadly crash, a lot that needs to be done as far as the investigation, so you should expect all lanes of southbound 85 to be closed until 8 00 this morning. Reporter between march 1st and may 2nd lived in a family in which someone lost a job. A new Kaiser Family Foundation Analysis showed that 61 of those people rely on employersponsored insurance. No coverage at all. Im extremely stressed out and i want to get my asthma inhaler as soon as possible. Reporter rebecca lost her job at a restaurant along with her Health Insurance in march. I have a 5yearold and its just, he doesnt have any medical either. Thats a really scary situation. Reporter an estimated 27 million newly unemployed workers and their dependents could lose Health Insurance. Nearly half those workers are eligible for medicaid and 31 qualify. Cover california, which can enroll people in private plans and medical. 2. 5 times as many people compared to last year. Every day were getting thousands of californians coming in and getting insurance right away. Reporter it shows states like texas, georgia and florida that did not expand medicaid will have major gaps in coverage. California expanded subsidies to help families. We dont have gaps in california. Areou lost their job and private insurance can findgd ceptn. Undocumented immigrant, you might not be eligible for financial support. They closed the plant for five days after an employee that got infected. One sector in our economy that is affected is the avocado industry. It seems vehicle gatherings at graduation ceremonies wont be happening after all for students in the San Mateo High School district. The district sent families a letter yesterday because of the size of the graduating it just wont work. Graduations will be celebrated in person whenever its actually allowed. Showers will have some best chances across the north bay and lesser extent over the Santa Cruz Mountains and little cooler tomorrow and fog up in our north bay valleys and little along the coast and healthy rain likely sunday. Heres a look at what is going on and our best chance of wet weather along lake mendocino and more showersoastnd will move across the north bay and that will mix in with some of the fog up there this morning. Ittic loo ilooks like our comm challenging because of that. As we head into the afternoon hours a few green blips i s wor their way to the other parts of the bay and they kind of go away and watch the gray fade away. Those are the clouds clealeavin and well wake up to cooler conditions tomorrow. Look at all that sunshine to late in the afternoon when high clouds come in and make for a very colorful sunset friday. Rainfall amounts not much today, but look at what happens saturday. Or i should say sunday, monday and tuesday. Sunday will be our healthiest, steadiest rain and monday thunderstorms and then some scattered showers will remain in tuesdays forecast. So, we have a one for today. A one for sunday. Monday and tuesday on our storm impact scale. And in between friday, tomorrow and our brightest and warmest day and then a warming trend begin again next wednesday. Have a good one. One scientist says that its reflected in californias rate of covid19 patients needing hospital treatment. I think that the low smoking that we have here in california because of the states antismoking program is probably contributing to the fact that california is doing pretty well compared to a lot of other places in managing covid. The study didnt include ecigarette use but they expect it creates the same risk. A new study also finds that coronavirus could linger in the air, get this, for at least eight minutes after somebody is talking. Researchers say they found that talking loudly for one minute in a confined space could generate at least 1,000 speech droplets. They say that if somebody were to inhale those droplets, it could potentially trigger new infections. Pretty eye opening. Heres some good news. The first San Mateo County firefighter that contracted coronavirus has recovered and returned to work and saving lives in a different way. He went into quarantine after noticing symptoms. Night sweats and 104 degree temperature and none of the other firefighters contracted coronavirus and he provided p plasma for a Clinical Trial for coronavirus. Maybe this is why i got corona early. The california Highway Patrol said the driver of this suv was driving over the speed limit and possibly under the influence when he lost control and crashed into the central divide. This morning, three bay area counties are preparing to ease stayathome orders. Marin, San Francisco and san mateo will move into stage two starting on monday. Amy hollyfield is live in San Francisco with more on this. Good morning, amy. Hi, good morning, kumasi. We are expecting rules for retailers here in San Francisco to be released today. But what we do know is that you wont be able to go strolling and shopping through your favorite store but have your purchases delivered to you here at quucurbside. Starting on monday, San Francisco and sanat awill move into phase two. 95 of retailers will be eligible to reopen for curbside sales. Officials in the bay area decided to take a slower, more cautious approach. Everyone thinks that they have answers and solutions. Were learning. So, lets contrast what were doing to the state of georgia or other states. Some of them are just opening. And, so, were trying to take a responsible approach. Authorities say they will be watching infection rates closely to see if this has an impact. Theres no word from contra conc costa. The conditions have not changed and there still is not a vaccine. Alameda county has allowed retail to start opening back up midmay so their announcement could be coming soon. Social distancing is still a priority. And we do know the stores that are allowed to offer Curbside Service can only have ten employees or less, but no more than ten employees on site each day or at the ti. Reporting live in San Francisco, Amy Hollyfield, abc7 news. Amy, thank you. Happening today, Governor Newsom will release his proposal to balance a shortfall caused by this pandemic. Now, the governor said his revised budget plan will include more than 200 million to increase the states firefighting efforts. That money will be used to manage a surge in wildfires as well as hire new seasonal firefighters. The governor will decide what will get cut. Some state lawmakers are warning against cuts to education. Others are suggesting we need a statewide tax increase. California does have at least 16 billion in its rainy day fund. You can watch the governors briefing, as always, at noon right here on abc7. Your health, your childrens education, the changing workplace and the economy are all areas abc7 news is committed to covering in our effort to build a better bay area. As we see progress in reopening the bay area, we now have to adapt to a much different world and part of that is the school year. There is one district saying that perhaps kids will own lanl to school two days a week. Many School Districts are cosidering this rotating schedule with day and afternoon shifts to keep classes small. That district im talking about is palo alto. Heres the blue print. Officials looking at having 12 to 15 students per classroom. Students come for two days and the other half come for two days and day five in our model is going to be teacher preparation day. Were trying to create things that honor the social distancing requirements, whatever those may be, but dont create a system thats scary for kids. Schools should not be scary. I can already hear parents at home screaming about this. Well, maybe this will help a bit. The superintendent says that Elementary School kids would not be included in his districts possible twoday week. Lets take a look at some of our other neighborhoods and a lot of 50s out there and fog and visibility about a mile up around santa rosa right now. For the south bay, weve got partly sunny conditions today. The best chance of any showers in the Santa Cruz Mountains to your west a lesser likelihood of showers on mt. Hamilton. Half of oaklands 50,000 Public School students dont have their own computer or access. The 25 million plan hopes to get a computer and access to a student who needs one. The plan will do the same for each student who joins a district every school year. The state veterinary board will meet for vets to do telemedicine. The only way that vets can connect virtually with their clients if they already made a specific diagnosis for a pet in the last year.
