Some of the best known names in by Area Business have announced deep cuts to their workforce and are looking at structural changes. That may mean a different jobs picture when covid19 cases subside. The San Francisco giants cutting 1200 jobs, and bon appetit restaurant is laying off more than 1500 workers in San Francisco. I think in the shortterm there are going to be some sectors that are going to have trouble coming back, even under the best Public Health response. Uc berkeley and economics professor Jesse Rothstein says that includes restaurants and other small businesses, but he says even powerhouses like uber who thought treating drivers as independent contractors made them less susceptible to layoffs are finding thats not true in this pandemic. A distillery in pacifica is at odds with the San Mateo Health order after claiming it was banned from selling Hand Sanitizer to hospitals and First Responders amid the pandemic. But as of today, that changed. Abc7 news News Reporter stephanie sierra is live, breaking down the details. Stephanie . Well, dan, this is causing some confusion on social media. Some distilleries were initially told they couldnt sell sanitizer to First Responders, but we just learned today Pacifica Police corrected that, given the health order allows production for essential services. Jason tripp and his team at the tripp disindustrialry in pacifica have produced 200 gallons of Hand Sanitizer to sell to hospitals and First Responders across the bay area. I pump it into the port. In the email, Pacifica Police chief dan steidle wrote tripp cant operate his storefront business or sell Hand Sanitizer. Abc7 news reached out to the chief who clarified his response to say in certain instance, products may continue to be delivered to the public or First Responders, health care providers, or sold to essential businesses. But according to the statement, nonessential businesses cannot sell alcohol iic ber iic bevera it does not conform to the San Mateo Health order, despite there is a clause in the order under minimum basic operations that allows businesses to deliver inventory to residences and businesses assuming safe social distancing practices. Every other distillery in the state of california can sell bottles to go. You can show up to the store and buy bottles. They can also have bottles delivered to your house. This comes after the california alcoholic beverage control, the governing body for alcohol licenses in the state announced it would temporarily ease laws surrounding public alcohol sales and to go delivery orders amid pandemic to help businesses like tripps stay alive. But those rules dont apply in pacifica. You know, its frustrating. Ill probably lay off twothirds of our employees today. You know, they dont i dont know how much money they have in the bank. All right, stephanie, thank you so much. The state is making it easier to find a coronavirus test on californias coronavirus website. Just put in your zip code and it will show you the closest location. Coronavirus testing has increased substantially, a point Governor Newsom made in his Daily Briefing today. Weve been able to increase our Testing Capacity substantially over the course of the last number of weeks from 2,000 a day to over 25,000 tests a day. In fact, over the last six or seven days, those numbers have increased roughly 30,000 tests a day. To access the states testing site, look up tool, go to covid19. Ca. Gov. Today napa county announced its making testing raible to anyone who lives and works in the county. And for essential workers even if they dont have symptoms. Today new coronavirus testing sites opened at James Lick High School in East San Jose and Christopher High School in gilroy. Each can run about 130 tests per day, and you do have to have an appointment. You do not have to have symptoms, but were told people who are showing coronavirus symptoms and First Responders with or white house symptoms will be the testing site at fremont Fire Departments Training Center has closed. In the month it was open, nearly 3200 people were tested and 171 turned out to be positive. Thats about 5 . The city of fremont will provide mobile testing for free through the end of this month. Health clubs and gyms around the bay area are making plans to reopen their operations, and as part of that process, theyre making some changes as well. Abc7 News Reporter Leslie Brinkley has that story. What will it be like to walk into your Favorite Club or gym when you reopen . Youre really going to see a reimagined experience as a member. There are 65 24 hour fitness clubs around the bay area. Two out of three cardio machines will be closed to remain social distancing. Theyre planning on touchless checkin systems as members schedule time at the gym on their app. Youll have the ability up to the day to make a reservation. These reservations will be for onehour workout increments. And after every one hour worth of workout increments, well close future a corresponding half an hour so we can clean our facilities. At the bay club in walnut creek, staff zoom training sessions are under way on new sanitizing protocols. Theyve moved a lot of their equipment for cycling and rowing outdoors into zones by the pool. Inside all of the machines have been spaced between six to eight feet apart. Youll see taping off of pods for people that are 10 by 10 spaces. And the other piece of it is a reservation system. Capacity limits may start at 25 at the 14 clubs in the bay area. Spas and saunas will remain closed. Eventually lockers and showers will be limited to use of every third one. Gyms and sport courts have been repurposed with cardio equipment and with room for limited child recreation activities. For Group Classes like yoga, there are taped boxes on the floor. And you would no longer be able to bring your own mat. You would have to use a clubissued sanitized one. So gyms and clubs right now are working county by county to reopen a phased approach, and some even hope that by memorial day, things like lap pools and outdoor rec areas could get a green light. The companys total contribution is 100 million. Gap says its planning to reopen as soon as possible. Its 800 stores include its namesake brand as well as old navy, Banana Republic and athleta stores. According to the new york times, gaps ceo says the goal is to be responsibly aggressive, adding that theyre looking to open where theyre legally allowed as soon as possible. A lot more to come here. According to a legal firing, kirkpatrick claims she was fired in retaliation for blowing the whistle about alleged misconduct by police commissioners. The filing names mayor schaaf and the Oakland Police commission. Kirkpatrick was fired in february after three years on the job. Her lawyers say if the city rejects their claim, a lawsuit will be filed. Weve reached out to the city for comment and are waiting to hear back. All right. We have surface wind speeds up to 25 Miles Per Hour in San Francisco. And its pretty breezy in other locations as well. But the big story of course is the warmup, which is already under way. Check out the 24hour temperature change. It is 14 degrees warmer right now in fairfield and santa rosa than at in time yesterday. 15 degrees warmer in livermore. 10 degrees warmer in concord. Turning much cooler mothers day weekend and chance of showers early next week. We have three distinctly different weather patterns coming our way in a period of about five or six days. Low temperatures tonight under clear skies will be mainly in the low to mid50s. It will be pretty mild overnight. Maybe a little cooler at the coast where lows will drop into the upper 40s. A full moon tonight. With the clear skies, youll get a full view. On we go to our 12hour planner for tomorrow. At the start of the day, early tomorrow morning, well have clear skies. Mainly sunny in the absence of coastal fog. And it will be pretty mild, even at 7 00 in the morning with temperatures already in the mid 50s in many locations. It will be warm up quickly by noon well see upper 70s around the bay and mid80s inland. By mid afternoon, well see temperatures in the mid90s inland. Mid80s around the bay, and 70 degrees or higher on the coast. And then temperatures will gradually moderate as we go into the evening hours. Fremont, 86. 88 san jose, and 90 at morgan hill. Looking ahead to friday, you can see the inland areas will be each hotter with mid to upper 90s, although there may be some minor cooling near the coast on friday. And then everyone cools down a bit on saturday, as you can see. Temperatures will be in a mild and moderate range on saturday. And sunday, mothers day, looks pretty good as well. Cooler than saturday, but skies will be bright. And even with the cooldown, it will be relatively mild. Here is a look at the accuweather sevenday forecast. Shelters, they just arent the option they once were. Thats so true. To help keep some homeless addicts off the streets and in quarantine, theyre getting deliveries of cigarettes and alcohol. Melanie woodrow has that story. Areas in San Francisco like the tenderloin have been hit particularly hard by the coronavirus pandemic. City leaders and Health Officials say in order to increase the number of guests who stay in isolation and quarantine, they are meeting Homeless People where they are. In some cases that includes the distribution of some alcohol and tobacco to those in quarantine. The San Francisco department of Public Health tells abc7 news the alcohol and tobacco is funded by private donations. Also, that dph staff store and administer the substances under the guidance of licensed physicians. Our Behavioral Health experts are Offering Services every day. Medicationassisted treatment including nicotine and opiate replacement, Behavioral Health counsel ling, and in cases where people decide that they are going to continue to use, our focus is using the best evidence to help people manage their addictions. Dph tells abc7 news that in a few cases dph staff have helped patients buy their own medical cannabis, but they do not onal cannishesf also, t abe do to dtrut substances to guests may opt out of doing so. No safe injection or supervised consumption is part of the isolation and quarantine sites. San Francisco Police chief William Scott says police are enforcing drug laws in the tenderloin, where he says some have been taking advantage of those who are vulnerable. Weve made arrests in encampments. Weve seen people go in with bags of drugs and distribute them to others to sell in these encampments. And weve arrested those people. Weve confiscated their money. Weve confiscated their drugs, and le could continue to do that. Dph says the distribution of alcohol and tobacco to those in quarantine is not unique to San Francisco. Melanie woodrow, abc7 news. Since the beginning of the covid19 pandemic, San Franciscos tenderloin neighborhood has seen a significant increase in homelessness. Mayor london breed today released a comprehensive report on conditions there and a block by block plan to improve the area. This is going to be a targeted plan. Its going to be a challenging one. And we are set to be as aggressive as we can with implementing it so that the people of that community can notice and see a difference. The plan includes regular cleaning, trash pickup, food service and rest room facilities the most troubled blocks. Starting monday, some People Living on the streets and in tents in the tenderloin will be moved to a safe sleeping village encampment at the fulton street mall encampment. According to a report, the number of homeless tents in the tenderloin has exploded by 285 since january. Thats remarkable. Today on abc7 news at 4 00, San Francisco chronicle insider phil matier talked about what the mayor is planning to do about it. Today the mayor unveiled plan. She says theyre going go into the tenderloin and get the tents out and put them into safe tent campgrounds that have washing machines and showers. It will be interesting to see how long it takes them to get the tents out, where they go to and they say they have a plan for keeping new tents from coming in. But people are handing out tents at a rate of about a thousand already to people coming in saying they need a place to stay, and those tents are going to go up somewhere. Whether its in the tenderloin or next to asian art museum, it will be interesting to see how they plans it out. It has gotten into epidemic proportions. Uc hastings is joining neighbors in suing the city in federal court over this crisis. The lawsuit alleges that the lawsuit is dangerous for both homeless residents and for people who live and work in that area. Phil matiers column appears in the San Francisco chronicle on wednesdays and sundays. In the north bay, santa rosa is making social distancing possible for its homeless population. Its using a cityowned parking lot on College Avenue at the Finley Community center. The city is providing 70 tent, each spaced 12 feet apart. Those who stay there will have access to portable toilet, hand washing stations, Meal Delivery and overnight security. There has been a huge response to our 7 on your side report yesterday saying that the irs sent stimulus payments to millions of deceased americans. Well, today the Treasury Department made it official. It wants that money back. But how . 7 on your sides Michael Finney is live with some answers. Thats easy to say. Tougher to actually do, michael. Absolutely. This is not an easy thing. Look, the federal government started by say thanksgiving didnt know or it didnt know if the checks had been sent out. Then it didnt know if it wanted the checks back. Now it wanted you to get going. The irs has sent these Economic Impact payments to nearly 100 million americans. But it turns out many of them are deceased and grieving loved ones were left to wonder what to do with them. Like robert lynch of San Francisco whose wife received a check two years after she died. Its one of those things that you dont like to just come out of nowhere. At first the irs said there were no rules about what to do with these extra payments. Then officials realized it wasnt just a few. The checks went out apparently to millions of dead people. And originally it was thought that we would just cost benefit analysis, not worth trying to collect it. But now it appears its become so prevalent, it appears they are going to take action. Today they did take action. The. Issued a rule saying the families should return payments immediately. The irs also gave instructions, and its a bit of a hassle. If your loved one receives a paper check you should write void on the check and mail to it the Irs Service Center near you. For us its the office in fresno. If you received the payment by direct deposit or you cashed the check already, you must write a personal check for the amount and mail to it the irs. In both cases, you should include a note explaining why youre returning the money. Ive posted a link with all the information you need to know in order to return the stimulus checks, but there are still some Unanswered Questions like is there a deadline . We still dont know that.
