Even his doctor, amy, showed up for the homecoming. That was something. Wow, that was quite a homecoming. Its important to note that man right there, he is one of more than 73,000 people in the u. S. Who have recovered from this virus. There are more than 780,000 confirmed cases in this country and more than 42,000 people have died from the virus. In the hard hit state of new york, things are heading in the right direction, though. Deaths have been down for the sixth straight day and new cases are the lowest theyve been in a month. The Major Development this morning, several states, south carolina, georgia, tennessee and colorado all moving to reopen businesses and get their economies moving again, george. And a lot of other developments happening overnight as well including that breaking news from President Trump. He announced that hes going to sign an executive order to temporarily suspend immigration into the United States. Cecilia vega is at the white house. And, cecilia, this came in one of those late night tweets so not a lot of details yet beyond that headline. Reporter yeah, george, but we are hearing that this could be signed as early as today. Right now a lot of questions about the logic behind this since the u. S. Already has more confirmed corona cases than any other country in the world but in that overnight tweet, the president made it clear this is not just about keeping people who might have the virus out of the country, he says this is also about the, quote, need to protect the jobs of our Great American citizens. So since the outbreak, the white house has been using the virus to justify increased restrictions on immigration and basically have been working up to this. A move like this, though, would be absolutely unprecedented and would essentially shut down the Legal Immigration system. Listen to this, even during the 1918 flu more than 100,000 immigrants legally came into this country. So its unclear how exactly this would work but it could impact hundreds of thousands of visa and green card holders planning to enter the country legally. Were talking about people who have family here already. And one thing thats certain, this will be challenged in court. Opponents are calling this xenophobic. But, robin, it is worth noting this morning that in new york city alone more than half of the workers on the front lines right now are immigrants. We have to keep that in mind. But as you said, still so much is unclear. Thank you, cecilia. Now to those state governors lifting certain restrictions letting people back into restaurants, gyms, hair salons with social distancing rules in place. Whit johnson is at mt. New yorkers will still have to wait to reopen despite the state reporting its lowest single day death toll in two weeks. But across the country some governors in other states making it clear theyre ready to start lifting restrictions. This morning, despite the widening pandemic, parts of the country are making plans to get back to work. In south carolina, some Retail Businesses now open with social distancing limits. We still encourage people to use Curbside Pickup and delivery and shipping so we can all stay home and get out of this sooner. Were excited about the future. Reporter the states governor announcing hed allow public beaches to open up today but the city of myrtle beach defying that decision. My biggest concerns would be that if we dont do Everything Possible to mitigate this virus now, that we could potentially hurt ourselves later in the summer which is our peak tourism season. Reporter in colorado where protesters faced off with people in scrubs in this viral moment, the governor planning to lift stayathome orders next week. Tennessee announcing the vast majority of businesses will reopen on may 1st. In georgia where there have been nearly 20,000 cases of covid19 reported and nearly 800 deaths, Governor Brian Kemp declaring gyms, hair salons and bowling alleys can reopen friday. He initially resisted calls to shut down. Ive taken this measured action and we will get georgians back to work safely. Reporter overnight the mayor of atlanta blasting the governors decision. I certainly cannot in good conscience say that i agree with his order and i will continue to use my voice as mayor of atlanta to ask people to continue to stay home, follow the science and exercise common sense. Reporter but in california, with more than 30,000 confirmed cases, governor gavin newsom saying theyre not seeing the downward trend needed to reopen. Deaths continue to rise. Hospitalization numbers modestly continue to rise and icu numbers beginning to flatten. Reporter in hard hit new york city, the mayor canceling all nonessential events through june including iconic celebrations like the puerto rican day parade and pride march. We have to be smart about it. We have to also recognize when thousands and thousands of people gather in one place, of course that goes against everything were trying to do. Reporter the numbers dropping but the city still seeing more than a thousand new cases per day. So the volume is down. Reporter for this doctor its an emotional roller coaster. When we met him almost a month ago, he described mt. Sinai queens as a hospital overwhelmed. You can see all the rooms are filled. Usually the halls are neat and empty and now you can see theres patients everywhere. Reporter still in the fight but now painting a more encouraging picture. Its a big change from last week. No patients in this hall at all. It is a beautiful sight to see. Reporter new York Governor Andrew Cuomo is calling on the federal government to help coordinate the supply chain needed to boost testing. Hell have the opportunity to voice his concerns facetoface with President Trump when they meet at the white house today. Amy . All right, whit johnson, thank you for the latest on that. One key to reopening the country is Antibody Testing. Newly released data from one survey finding the outbreak in Los Angeles County could be up to 55 times worse than previously thought. Kaylee hartung joins us now from l. A. With all of that research. Good morning, kaylee. Reporter good morning, amy. Given the lack of testing, its really no surprise that researchers would find more people to be infected with this virus than the number of confirmed cases we know of. But just how many . That number may shock you and it could change how officials make decisions moving forward. This morning, as antibody tests roll out across the country, los angeles is facing a stark reality. The actual number of people who have been infected with covid19 may be up to 55 times higher than the number of confirmed cases. Researchers at usc tested nearly 900 people for antibodies. Their results estimating as many as 442,000 people in the county have been infected with the virus as of april 9th. But thats less than 6 of the population there. So we have a long way to go. We are still early in the epidemic and more people will likely get infected. Reporter the results informative but also limited. So, again, these tests are good for counting the number of people who have had covid. These tests are not good for telling if someone has immunity against covid. Reporter this as a largescale Antibody Testing trial gets under way in new york. The goal, to test 3,000 people randomly across the state. Any plan that is going to start to reopen the economy has to be based on data and that means it has to be based on testing. Reporter now, as more people try to get their hands on these tests, the fda is issuing a new warning saying some of these antibody tests on the market, they are falsely claiming approval by the fda and users need to be aware of their limitations. Michael . All right, kaylee, thank you. Joining us now from washington is tom bossert, abc news contributor and former white House Homeland Security adviser. Tom, thank you for joining us this morning. If these results are accurate, it means theres a much lower death rate from coronavirus than we expected and that more people unknowingly are infected with it. How can officials interpret these results to make policy . Good morning, michael. So theres two really big fears here and then one big hope counterintuitive to the big number, right . The big fear is that these tests might be looking for antibodies to all sorts of coronavirus, not just this novel one. So we have to make sure that the test is providing the right accurate feedback and then we have to make sure that these things are Peer Reviewed and so the Scientific Community hasnt come together to peer review this and thats important because the case fatality rate, in other words, the percentage of people that die versus the percentage of people that get sick would appear to be very much lower in l. A. Than anywhere else, in any other city or country weve seen or studied. So if this is true its encouraging that the disease isnt as lethal, but that seems a little bit suspicious still. So we have to do more research into it. Still a lot to look into. If these tests do work, how quickly can you ramp up testing . Ramping up testing of these seems to be easier and faster than the tests weve seen that look for the rna of the virus and so im told that we could have hundreds of thousands of these types of tests produced a lot more quickly. Thats encouraging, but, remember, as we all see this today, georgias got more cases, l. A. Has a lot, we have to return in a localized way, michael. Tom, thank you so much for joining us. I want to say last week i signed up for one of those Clinical Trials for recovered Covid Patients to donate blood plasma to see how that could help with treatment going into the future. Martha, its always so difficult to know what to make of these kinds of reports given the extreme secrecy surrounding that regime. Reporter extreme is right, george. U. S. Intelligence agencies are constantly having to bat down rumors and reports from the region but this one does have some mystery surrounding it because kim has not been seen in public since april 11th, ten days ago, and he missed the annual celebration of his deceased grandfathers birthday on april 15th. The rumors of his declining health appear to have begun on a south korean website claiming that kim had undergone Cardiovascular Surgery and then reports that he had suffered complications that left him in grave condition. But south korean officials quickly disputed those reports saying they had seen no confirmation of those reports, nor had they seen any unusual activity in north korea and there have been reports in the past of kims demise, which clearly were not true. But u. S. Intelligence will continue to monitor, especially given his disappearance from the public view. Robin . I know youll keep us updated. Okay, martha, thank you. Now to the impact of the pandemic on the price of oil. Oil prices plunging below zero for the first time in history. Gio benitez has the latest with what this could mean for gas prices. Reporter this morning, the price of oil plunging below zero for the First Time Ever. Too much oil and very few using it sending the price per barrel to negative 37. 63, which basically means sellers must pay buyers to take barrels off their hands. This is a once in a hundredyear storm and something that the industry has never seen before. Reporter why is this happening . With planes on the ground, roads empty and businesses closed, the barrels of oil are just piling up with nowhere for Energy Companies to store them. The president looking to use the price drop to build up our oil reserve, saying this monday were looking to put as much as 75 Million Barrels into the reserves themselves. That would top it out. That would be first time in a long time its been topped out. Would get it for the right price. Reporter consumers could also benefit from tumbling gas prices. Heres what we saw in the d. C. Area, 1. 79 a gallon. In houston, 1. 40, thats less than the National Average. Now a prediction from gas buddy. In the next month the National Average could fall below 1. 50 per gallon but the cost to American Workers could be catastrophic. Even before mondays freefall, one estimate said more than a million jobs in americas Oil Field Service industry are likely to be cut this year. Chris williams worked in the oil industry and is now out of work. He and his family have volunteered at a houston food bank. Now he needs the food banks help. This has been the worst downturn ive seen in all of my career. Also right now, a new round of Severe Weather expected in the south after 14 tornadoes touched down in the last two days from texas to florida and the new storm heading to the northeast. We are tracking the very latest on that this morning. No one who signed up for a job as a cashier at a retail store or Grocery Store like the one behind me ever thought theyd ever have to put their lives at risk to do their jobs but here they are making on average 11 an hour in this country still showing up for us in a pandemic but they say now were not heroes. We feel like hostages. Fed up, fired up, frontline workers are speaking out about the conditions theyre facing in this covid19 pandemic. Our lives are worth more than just one paycheck and we need to take this seriously. Reporter target workers unite, an independent group of target employees is calling for a mass sickout protesting what they call, quote, atrocious behavior by shoppers putting them at risk saying they do not respect our space and are occupying our stores out of boredom and for fun. Its not okay that we have to, you know, have elevated risk of exposure because people want to go out and shop around casually. Reporter Grocery Store workers are also facing risks. At least 3,000 are now showing coronavirus symptoms. More than two dozen have died from covid19. New questions now about how to keep these essential workers safe. This past weekend probably 60 of the customers in the stores that i was in didnt have masks on and, in fact, werent necessarily paying attention to social distancing, the six feet. Reporter even with customers wearing masks, oneway aisles, limited hours and plastic shields the Union RepresentingGrocery Store workers says 85 of its members report customers are not social distancing. So now theyre asking Law Enforcement to step in. There needs to be, you know, Law Enforcement and or security in the stores that would enforce people to do what theyre supposed to do. Reporter some stores going so far as to switch to Curbside Pickup only like takoma park Silver Spring coop in maryland. You show up. We have someone stationed out there in the parking lot. Give your name and order number. Someone from our warehouse in the back comes and gets it, brings it out. We have a contactless pickup with a table we leave it on. Reporter this whole foods in manhattan becoming the first in the nation to close its doors to customers and focus entirely on online delivery orders. This as new York Governor Andrew Cuomo proposes hazard pay for those on the front lines saying 41 of them are people of color. Twothirds are women. All those essential workers who had to get up every morning to put food on the shelves, i would say, hazard pay, give them a 50 bonus and i would do that now. Reporter Governor Cuomo asking for the federal government to put that hazard pay in the next stimulus, but robin, no indications that that would make it in there just yet. All right. We got to be respectful of these essential workers. Its good that youre back on the job and no longer at home. Tell people why you have the bandanna and not your mask. What happened . Reporter yes. Ah, see, okay, i only have one mask and sabine drew a smiley face on it and i didnt think that would be appropriate right now. Weve been using these bandannas, these face coverings that are still part of it. We can use these as well so this is what i had to go with, robin. Yep, i know. That was part of sabines art School Homeschooling class. Exactly. Right there. Were going to turn to the mystery covid19 symptoms that doctors are sounding the alarm about as they see a growing number of patients with skin problems. Theyre calling it covid toes, and dr. Jen ashton joins us with more on this. Doc, were seeing several man tess manifestations of coronavirus that are surprising doctors, what theyre calling covid toes. What is that about . Well, michael this, is under the dermatologic or skin manifestations category and some early reports in the medical literature suggesting that it could be as high as 20 . Thats based on reports out of italy. But take a look at these images for an idea of the range or spectrum that we could possibly see in patients with covid on their skin. You can see everything from bruising to discoloration, ulceration, rashes, hives. The list goes on and on and you can see a net like pattern that typically affects the trunk and the toes or fingers, you can see things that almost look like frostbite. Sometimes there is a change in the skin texture. Sometimes this is associated with discomfort or pain. There are theories about this, guys, which is that dermatologists have long since known that when people get viral infections they can have skin manifestations, but these are definitely atypical and theyre getting a lot of attention from our dermatology colleagues. If somebody sees this rash on their body how concerned should they be . Well, i think in the absence of any other symptom they should follow it. You know, everyone has a phone with a camera feature on it. So thats a great use for that. You want to take daily pictures. If its a rash, what we do in the hospitals, we literally take a pen and mark the border so we can see if its progressing. Dermatologists now are doing more telemedicine consults than ever. There are apps where you can get a dermatologists opinion on things but certainly if you get any other symptom of covid, a fever, anything else, you definitely want to seek some medical attention. Dr. Jen, were aslo hearing about abnormal blood clotting, specifically or at least most notably in the case of that broadway star nick cordero who had his right leg amputated as a result of covid19. What can you tell us about that . Well, amy, actually the abnormal clotting pattern that were seeing in some critically ill patients with covid may actually be related to these skin manifestations. But were seeing these microscopic blood clots in arteries, veins that definitely affects blood flow and oxygen delivery to all parts of the body and thats what we saw with that tragic case. Certainly so sad, but doctors are learning more and more every day. Dr. Jen, thank you. We got to say thank you to dr. Jen. Lets get more on this from our chief legal analyst dan abrams. Dan, those words from the judge pretty startling right there. What does that mean for the chances of either a mistrial or even dismissal . You never want to hear the words disturbing referring to anything coming from the prosecution or the investigators but thats what the judge is saying here. Look, i think it is very unlikely the judge is going to dismiss the charges and that the judge has already made that pretty clear. Option two would be to say were going to exclude any of the recordings that singer made with parents. That too is probably unlikely, but even if they dont get that sort of thing before the trial, theyll still be able to use this during the trial and this goes to the very heart of the issue in this case, which is what was the parents intent . Did they know that they were paying bribes versus just a donation, for example, to the university . So what does it mean for other parents facing trial . This is not just about Lori Loughlin, right . I mean this is a number of the parents here, all saying these recordings that singer was making are effectively should be null and void. So theyre all in this together at this point. We dont know exactly which parents he was talking to or about when he made these comments that the fbi was pressuring him, but no question that this has been a glimmer of hope. This morning, stokes is joining us from his apartment. Hes going to serenade us all in a minute but first lets catch up with stokes. First of all, we should mention you did test positive for coronavirus a few weeks ago. How are you doing now . I am doing great. It is so nice to be with you, especially nice to be with you because of getting through that. Its been two weeks now, more than two weeks actually that ive had symptoms but i was hit pretty hard with it like most people. I lost my sense of taste and smell but then i also felt like i got hit by a truck, a terrible headache. My fever went up to 104. 8 but thanks to my wife alison and my son ellington and their good care i got through it. Were so happy that you are on the mend and that youre well now but youve been trying to pay it forward a little bit by singing out of your window every night. What made you decide to do that . Well, you know, every night at 7 00, of course, new york erupts in applause and noise and horns and whoops and cheers for the Health Care Workers and ive been a part of that as well. Even when i wasnt feeling so well i would go to the window and got to the point because it had got in my lungs as well i felt it was cleared from my lungs because i was kind of vocalizing every day to kind of help clear it out and one day when i was applauding, once the applause died down i thought i think i can sing, so i decided to sing and it came out and everybody responded really well to it and seems like the right song. I wanted to talk about it. Its one of my absolute favorites. Tell us why chose it and whats the response been . Interesting. Most people know it as the impossible dream. It is actual called the quest. The reason i chose it is because its not actually a song about trying to do the impossible, its a song about trying, period. And thats what everybody is trying to do right now, to get through this, especially our Health Care Workers and our essential workers. All right, well, lets get to your performance because i know we want to hear the song youve been singing out of your window every night, the impossible dream from man of la mancha. So, we asked some of these quaranteens to make video diaries. Becky worley joins us from San Francisco with their stories and how you can reach out to them. Good morning, becky. Always good to see you. Uhhuh. Good morning, robin. One assessment of teens is that at this point in their development they are biologically driven to break from their families and connect with their peers so 24 7 at home with parents, limited access to friends, a lot of uncertainty and all the fun stuff taken away, oh, boy. These are the towels, a family of five we met in San Francisco, california. With older sister anu, 15 and cole, 14. Quarantine for these two have been challenging. We dont know when its going to be over. I dont know if ill ever be able to see my friends again. Reporter theyre trying to find the good times. Right now im on a zoom call with my friends and playing scrabble. Reporter living so cooped up is not easy. For teens its the opposite of what experts say they should be doing. Everything about social distancing at some level arrests what is is totally developmentally appropriate for teenagers. So were asking them to just kind of go against their instincts, sequester themselves with parents and try to enjoy themselves and thats a really tough pivot for a lot of adolescents. Reporter we asked teens to record video diaries about their experiences and theyre struggling. 1 00 p. M. , i just woke up and im bored out of my mind. I really wish i could hang out with some friends but thats illegal now so there has been like plenty of days where i also like havent been able to get out of bed. Reporter the uncertainty is unnerving. Im just worried about whats going to happen in the coming months and seeing how else my life is going to be impacted. What scares me the most is my grandparents getting it. Reporter she media also asked quaranteens to document life now, especially distance learning. Although you would expect it to be less stressful because youd have more time to do homework, somehow i feel like teachers are being compensating by giving us more work. For me homeschooling has been really difficult. Ive had a really hard time focusing. Reporter they also miss the fun stuff, especially sports. Youre not only taking away just the exercise and the sports but also a lot of those critical, you know, kind of developmental milestones that teenagers are trying to hit. Because the whole pandemic situation, all of it has been canceled. Ive been working out at this home gym we have shooting around with this old basket. I really miss my teammates. Im really bummed the season got canceled. Reporter as these teens struggle to find a path forward their parents, struggling too, wonder how to best support them. Its so important to hear what theyre thinking and feeling right now. This is bigger than any of us. Its about listening and as my son said just two nights ago, just listen, mom, i need to vent. Good advice, right, robin . I know. I know. These videos, they really open up. But you asked this, what can parents do to help their kids through this difficult time . Its tough, but the experts at Child Mind Institute we talked to had some really good ideas. First acknowledge that you know its frustrating for them to be cut off from friends, listen to what theyre feeling and validate those feelings. Another piece of advice, give them autonomy in small ways. One of the girls said i just stay up late and i really find my own time from 12 30 to 1 30 in the morning. Give them a sleep schedule they want and let them exercise outside alone as long as theyre being safe. Thats another piece of autonomy. And about exercise, its absolutely critical for your whole family right now and not just the physicality of it, just, you know, youre an athlete, robin, finding ways to play, its the release that our minds and bodies need. Yeah, yeah, thats true. So how did you answer your son when he said that to you . Youre right, youre right. Zip it. Imperfect parenting. No, not at all. Not at all. Hey, were all doing the best that we can. But thank you for that invaluable, invaluable insight. Very helpful there, becky. Thank you. Michael and amy. Yeah, im going to try that at home. I got three teenagers in the house so i feel you, becky. I feel you. Hang in there. And now well go to someone who has not teenagers but a few kids with her. Ginger zee, shes our do it all chief meteorologist. Shes also a mom of two and the New York Times bestselling author and now ginger has a new book, chasing helicity through the storm. Its the third and final installment in her middle grade fiction series. Thats right. Ginger joining us at home with her special guests there, young scientists adrian and miles will show us experiments to do at home. I know you fell in love with science when you were a little girl since you started writing this trilogy. It seems like i know that youve heard back from other young girls and boys, their interest in science has peaked as well with your books. I think the interest has always been there but how incredible is it that people have something called s. T. E. M. Class, s. T. E. M. Clubs and i want to keep that going, the science, technology, engineering and math. I would have loved that. Miles is already getting into the experiments but these books chasing helicity, the series really helps the kids not only get into the science without knowing it but theres a lot of adventure and fun too so i am pumped to keep the s. T. E. M. Going. This will go well, i have a feeling. We learned that from the series helicity is not just your characters name, its also your favorite tornado variable. So are we going to learn some new vocab from these books . You know you are. Helicity running into haboob. Adrian, whats a haboob . I dont know. Its a big dust storm. You will learn haboob and a lot of the science im about to do. Hold on. Everybody, put your goggles on. Are you ready . Well get to the science, ginger, because youll make a mini hot air balloon. One second. One second. The goggles fell. Sounded like a hot air balloon right there. Okay. Heres the first experiment. Because we talk about hot air balloons and helicity is in one, take a tea bag at home and take the tea out. I have a lot of expired, especially like the nursing support. I dont need that anymore. Take that bag, empty it out, stand it up. What you can do is take a lighter. I have a little deals steals electric one, reusable, and that will start to make its own thermal whoa. So all of the heat is concentrating and its going to make its own little lift. You ready . Wow. Right up into the sky. Super easy for everybody to do and i want to do one more because whoa. Okay, guys, lets get down. The classic mentos in the soda. Are you ready . Were going to run outside. Yeah, the guys are i think this is important to get kids excited and interested. You have to get things exploding. You take the mentos that have incredible little crevices on them. There goes the mentos. Dont eat it, brando. Youll drop it in. It will make co2, carbon dioxide, in all of these. Ill drop a bunch. Back up. Ready, miles . Whoo whoa was that cool . Hes stunned. He is stunned. Should we do one more . Yeah. And Harvey Guillen plays the human who helps them adapt to modern life and this morning hes joining us live from his home. Harvey, good morning. Thank you for joining us and how are you doing, my friend . Im doing okay. Im here with you fine people so im doing great. How are you spending your time at home . How are you filling the time . Im writing more. Ive realized that i can really dive into writing when given the opportunity or when, you know, quarantined so ive dived that that and its with my writing partner over zoom and weve had a lot of sessions so hopefully a lot of creations will be coming out from this whole time. Well, one thing that is out there, what we do in the shadows, second season. You play guillermo who is a human who served to help the vampires in hopes of one day becoming one himself but this role requires a lot of stunt work. So what was that like for you . Yeah, well, that was a surprise to me because in the first season he doesnt do a lot of stunt work so in season two, table read i showed up and we were reading it and i was like, oh, seems like hes doing whats going on . You got a personal trainer. Youre going to the gym three times a week. Youll get bulky and build up and get upper body strength. I was like, wait, guillermo is what . So it was kind of one of those moments but it was actually really nice because i got to show that action star guillermo is in the works hopefully. Very cool. I know at the end of last season your character discovered he was actually the descendant of a famous Vampire Slayer and now hes trying to hide that. I havent slept in 72 hours. I eat these espresso beans that give you enough pep to keep going, going, going. Someones in here please dont open the door. Did you make a messy toilet again . I did. I had an accident. Whoopsie. No, dont open oh, guillermo. You have great stars this season including Luke Skywalker himself, mark hamill, so what was it like working with him . Oh, my gosh, he is the nicest. When he showed up to set we were so excited we lightened up like it was the opening scene of Downton Abbey like waiting for him to arrive and when he got there he was just so kind and nice and walked over and looked over and goes, harvey and gave me this hug. I was like, this is happening. This is happening right now, and all the guys and everyone in the cast were so excited to have him and his daughter is there. Shes super great as well. It was so nice to have such support from such an icon, you know. Very cool, indeed. And we know that a lot of people are watching including Linmanuel Miranda so you got a lot of fans out there.
