It came as he unveiled an outline for what it will take to lift coronavirus restrictions here in california. Good evening. Thanks for joining us. Today, Governor Newsom released a framework for reopening the economy. That framework includes things like expanded testing and the ability to protect vulnerable populations and the ability for hospitals to handle surgesnsist loosen the states mandatory stayathome order until hospitalizations, particularly those in intensive care units, flatten and in fact start to decline. He bluntly stated californians should not expect to see a return to large event anytime soon. The prospect of Mass Gatherings is negligible at best until we get to herd immunity and we get to a vaccine. Newsom cautioned that when things do reopen, they wont be the same. Restaurants will have fewer tables and waiters will wear gloves and masks. Schools will likely be impacted as well. We can conceivably stagger the individual students to come in as cohorts, morning, some in the afternoon. Newsom says he may be able to provide some exact reopening that any decision will be guided by science and public health, not politics. And Governor Newsom also talked about schools and the essential changes that could come when they do reopen. No date has been set. The owner of the restaurant longer he can remain open. Still, he agreed with Governor Newsom in that restrictions at restaurants are needed, even months after they reopen. If we reopen, yeah, we might get a lot of business, but we may have to shut down again if it doesnt, you know, if theres no restrictions in place. John constant of johns grill says theyre ready to follow any guidelines imposed by the governor. Well conduct business and make sure that our team is safe and were safe first. Business comes second. One city in the bay area is bracing for a brutal financial hit. Because of the pandemic. Richmonds mayor says it will impact that city harder than others because richmond doesnt have a level of reserves that a lot of cities have. He said richmond will be left with about 30 less revenue they they anticipated. I am thinking it would be about two years before we really recover and get back to normal. The mayor says he had a lot of Great Projects and plans he wanted to pursue to move the city of richmond forward. He has two years left on his term and now he expects to spend them helping the city recover from the impact of this pandemic. Meanwhile, the bay areas reputation as a Biotech Research hub is proving to be a valuable asset to ramping up covid19 testing. An east bay laboratory has stepped in to help. David louie shows us how robots were enlisted improve test accuracy, and he joins us live working from home. David. Kristen, robots, as you probably know are being used for surgery guided by human hands. Theyre also very adept at doing repetitive chores. Thats how one company is using them to develop a better covid19 test kit. The company, a Biotech Company that normally focused on some of the worlds biggest problems such as breaking down plastic for reuse or developing new repellents to ward our insects. A few weeks ago, it was enlisted into the campaign to develop reliable covid19 test kits. They were tapped by the chanz Zuckerberg Initiative to make a buffer used to collect and analyze swab samples taken from a persons nose to determine if a person is infected. A robot was used due to the precision required. Robots dont get hungry and bored. So for these small tasks, its better than a person. Robotics were able to do the evaluation over and over 24 hours a day. They hope their contribution to a next generation testing kit will help not only to save lives but to address concerns that the results are not always accurate. Small variations in the process can lead to unalcceptaby high false negatives or you can tell them they hadont have it when they do. This is high confidence that the results will be accurate. Yes. The fact that the bay area is a center of Biotech Research is an asset in the fight against covid19. And this is one example of how its facilities and expertise are helping. This is the very first time she has addressed the media since the appointment, and youll want to stick around for this as she talks about policing one of the bay areas biggest cities next. Plus, the man passing the time during the outbreak by making something that everyone seems to want. It is a surprising bright spot in thi helm of the Oakland Police department. Last month, the citys mayor offered Susan Manheimer the top job as interim police chief. As she previously served as chief of the San Mateo Police department for nearly 20 years. Thats right. Shell face a unique set of challenges as oaklands 8th police chief since 2009. Chief Susan Manheimer joins us for her very first media interview since her appointment. Thank you so much for this opportunity to chat, chief. Thank you. Its great to be with you. We do appreciate it. You have just retired, i mean four months ago. What motivated you to come out of retirement, say yes to this challenge, and e. That in San Francisco, why did you say yes . Exactly. You know, i really devoted my life to service. I just gravitate to and love this profession. I have known oakland and the pd for a really long time. And i really thought that i have always wanted to give back to the community and make a difference. And right now, to me, oakland pd is that exactly. To make a difference and to really have some impact on the community and the department. But did it not give you pause that oakland has had 11 chiefs in the past ten years . Well, you know, theres an old saying, where there is great challenge, theres great opportunity. And i want to say that i have known a lot of those chiefs. I have known the department for a long time. Each of them laid a foundation and has left positive aspects when they were with the department. I will say that i know that this combination i have bringing right now in terms of working with the media, the messaging, working with the community, having the leadership and the experience that i have had, i feel that its a really good fit at this time to bring that combination here to bring stability and strength to both the department and to the leadership as we get through this transition. Chief, theres another old saying, where theres smoke theres fire. By any measure, the city of oakland and the Police Department has had a number of issues over the years. Internally and externally. Obviously, the coronavirus pandemic is your first concern in a lot of ways at this moment in time. Once this passes, what is your top priority . Gun violence has been an issue, Violent Crime has been an issue in oakland, and of course, internal strife within the department. What do you plan to do first after the pandemic . Well, you know, theres an old saying in policing that every priority is a top priority. And i think i have one i said is there is a lot of change and a lot of transition, to bring a seamless transition to provide service and stability both to the internal group here within the department but also to the city, to the stakeholders. Very many people care a lot about this department and about the policing out in the community. So were challenged with the covid19 pandemic, for sure. We need to keep an eye on those changes and impacts fiscally within the community. So service, safety, stability. And i think that the third one that you touched on a little bit is really reconciling the relationship and bridging the community with some of the oversight and the other leaders who have input and a real passion for what were doing here in the Police Department. We want to get to the core of these different stakeholder groups, find the interests, build respect, build those relationships, and really make sure that we move the department forward in this time with the nsa agreement as well as with the various stakeholders. You know, chief, you come to this job with really a sterling reputation after years in the San Francisco Police Department and nearly 20 years in san mateo. Everyone described your leadership as being very even handed and very effective. Coming to oakland, as kristen mentioned, which had so Many Police Chiefs over the past years. Many also came to the job with a sterling reputation and left scarred by this. So theres some risk to you. Are you, a, concerned about that . Then what are you going to do to build bridges with the Police Officers association and Police Commission and that friction caused a lot of chiefs not to last very long. Right. You know, i think the hallmark of my leadership and what has built that reputation over time is that im passionate, compassionate. I have the experience. I the leadership, the guidance, direction, and mostly, im authentic, and i insure that each of these relationships gets to the interest behind them, the police and the department know that i have been a cop for a really long time. I love policing. I support my troops. I also hold them accountable as they should hold us accountable, and as a Community Holds us accountable. I really do believe that this skill set that i bring has been built over the 35 years. I am not worried about my reputation as much as im worried about really truly making a difference here. I think at the end of the day that comes through to people and that we build those relationships with common interests, everyone, wherever you stand, whatever you think about opd, there is a tremendous amount of Community Engagement that is not a spectator sport here, and that its one that i hope to mold for where we go forward and Everyone Wants a committed constitutional, fair, driven department. Chief, this is not the question i want to end on, but i would be remiss if i didnt end on it. That would be the officer report ci siding with the firing of the five officers in the shooting death. So given that report, where do you stand on that . Right. I mean, its very clear that the Police Commission has purview to take that over and to do an investigation. They did that. And so it is within their hands, and that discipline process continues with them. I think its time to move forward and learn some lessons. And really insure that both the Police Commission and the monitor that we are dialed in to building that trust and relationship, learning our lessons, and moving forward.
