Joining me, political insider, and nick ballard, served as the communication director when he was mayor of san francisco. Good afternoon to you both. Good afternoon. Hey christine. You know newsom better than anyone. Translate, whats he saying and not saying with right. A situation like this, you have things you need, facts, a plan, and have the credibility to deliver the facts and the plan. So Governor Newsom knows he cant go out there and say well, were going to reopen california in two weeks. Instead, what he did is laid out six criteria that had to be met before we can make the determination. And i think that by doing this, he is not squan credibility, he is finding a way forward without saying he would be held to in two or three weeks. Because he really cant at this point. Lets go to the six indicators. We have a graphic to show you what they are, the ones he will use and be guided by to decide whether it is time to start the reopening process. One, that is to make sure theres good testing, contact tracing. Two, prevent infection in people who are most at risk. Three, handle surges in the hospital and health systems. Four, develop therapeutics to meet demand, thats something that sounds like it will take a long time. Five, ensure businesses, schools, child care facilities can support physical distancing, and six, determine when to reinstitute certain measures such as the stay at home orders. I think all of that is meant to sound hey, this is not willynilly based on my instinct, it will be based on fact and science, whoever wants to jump in here, that sounds perfectly logical, but in this day and age almost sounds political as well. It is. And theres an economic component as well. You go ahead. Due to the issues here because were all on skype, i am going to call on you. What were seeing today, gavin newsom pivot. A week ago he was saying this can go on into june. Havent seen the crest yet. There are questions about his modeling or the state modeling on impact of the virus. There ar hoits be able to handle it. That was the issue a week ago. They appear to be able to handle it. That puts us in a different place, along with governors on the east coast say were going to a different place, and the president , this is a time to talk about the turn, recovery and plan for the epidemic. The governor is saying a little light, a little hope. Thats basically what he offered. We havent really seen a plan. To accomplish what hes talking about, goals that you set out will take a lot of work, a lot more work than shutting businesses down. He has to get something out there that tests that everybody is okay and gets the economy back on track. While he doesnt want peoehatar, okay but they have to patriot tt ren pay the rent. Nate, you can hear me, phil brought up the point people need a glimmer of hope know when the light at the end of the tunnel may come, that theres some political pressure logically from businesses looking at going under, saying we need to make money again, workers, gig economy workers saying i have to bring home money, and parents are home saying my kids need education soon. All of this has to be mounting pressure on him right now very quickly. Absolutely. Everybody can feel the pressure. You know, i have four kids and everybody is studying from home. Really everybody, he is feeling the pressure. He has four kids himself that are now studying at home, and he has ties to the Restaurant Business and the Restaurant Business is struggling, by some estimates, 25 of restaurants around the country will close. He is feeling the heat. However, as leader of the state he cannot overpromise and underdeliver. He has to give us the straight facts, has to give us a clear plan forward, and has to deliver it with credibility. So i think in a situation like this, hes doing everything he can to give us all the information we need, he is doing daily briefings at noon which a lot of people are tuning into and listening to, and i think it is just really he tries to give us good news in little pieces, like right before we went on air here that the dov deadlines will be extended. He is trying to make life easier on constituents. I think most of his constituents appreciate that he is not overpromising anything. I was going to say, nate, from years of working with him, is he someone that tends to air on the side of being overly cautious or overly optimistic . I think that, you know, there are two sides. On one hand, if he is launching an initiative, he can really reach for the stars and talk about and inspire people like he did with marriage equality. Really, really going out there, reaching for the brass ring. But in a situation like this, in a crisis, he comes alive and becomes he immerses himself in all the facts and he gets to know all of the science, all of the prudent facts before he makes a decision. I think right now, we really appreciate a governor who is focusing on the science and the facts rather than going with his gut. Yeah. Phil, i know you were watching the governors News Conference earlier today. He talked about when we do start to reopen and go back if you will, it wont be life as we knew it. When you go to restaurants, it will be a different experience. Maybe they have half the tables, maybe the menus are disposable. Tell me what hit you as you listened to him talk about some of the changes we may have to confront as we start to go back to some semblance of normal life . What hit me was one, like a lot of us, he said big events, forget it for the foreseeable future. Are we talking football, baseball, gay pride is cancelled the celebration which brought a Million People to san francisco, are those days gone and for how long. Are we going to be Wearing Masks whenever we go out in public. You know, some of the things that werent there is california he likes to think of as a nation state, but it is still hooked up to the rest of the united states. And all of t at might not happen here mightt. Happen somewhere else, so the question i didnt hear anything about opening up more airports, travel, things like that. He has laid out a very difficult task in the next two weeks to put together the team to try to get us to that point where life isnt going to be the same, but its go t oflcy that he has talked about, and it is not going to be easy, getting the testing done, getting people that need to be protected protected, getting making calls on schools and such like that, this is the tougher part of the equation. That is a big part that remains to be seen. It is one thing to give a road map, another thing to get in the car and drive it. Absolutely. I want to explore more on californias relationship with other states, his relationship with the other governors. Time for a short break on the air, then the conversation cont im alex trebek here to tell you about the Colonial Penn program. All right, we are back on abc7 news with phil and nate, Governor Newsoms former Communications Director and friend of the governor to lend perspective after the governors big News Conference today, talking about how we would go about the process of reopening without giving us a firm date. I would like to put up the graphic of the four goals that the governor said until we have immunity, these are the four goals we will abide biy as we we decide what to do. Ensure ability to care for the sick within our hospitals. So far were doing okay with that thanks to flattening the curve. Prevent infection in people who are at high risk for severe disease. Build capacity to protect health and wellbeing of public, reduce social, emotional, and economic disruptions, and no time line to modify stay at home order. He didnt give a firm date but said those goals will need to be met first. It sounds like an awfully long process. If you talk about a vaccine, guys, talking 12 to 18 months is what dr. Fauci last said. Realistically, how long can a governor even easing of some restrictions, still having partial restrictions ensure that the economy doesnt tank, that your immigrants that come here to work dont go back home, that you dont have unemployment rolls that swell. What does he need to do here . Nate . Okay. There are no quick fixes. Esque straight with us, honest with us. Each one of these six criteria is laid out, none of these are easy goals to be met. He knows, he is making it clear that this is going to be a long haul, and that he has our best interests in mind, and that he is balancing the economic reopening with the health and safety of californians. And theres no doubt about it, this is going to be a long haul. I think his constituents appreciate that hes being honest with us about it. I thought the toughest goal that he has is preventing infection f the elderly, the vulnerable. Thats the tough one. We can stock up the hospitals. We kept the surge from coming. We have determined when to institute certain measures, that comes after it. Ensure businesses, child care facilities can support physical distancing, that can be accomplished. Develop therapeutics to meet demand, we can do that. Handle surges at the hospital, thats right. It is preventing infections. Eventually you come to a point you have to live with certain infection rate, certain amount of people going insion dying, but there has to be something along that line as there is with any sort of disease. That question is when do you reach that point, say were going to start opening it up. Also requires a lot of testing, dont have the mechanism for that yet. Those are two physical things that have to be done, and the economy will follow that. Absolutely. Number one, containing the virus, how many get sick. Number two, though, the recovery, right, the economy. He will be judged on that, he wants to be judged well by that. We all think he is headed for bigger things, perhaps one day running for the white house. I want to ask you how important right now is what he does with this pandemic, with him being in the spotlight, being the governor of california in relationship to anything he might pursue in the future . It is very important. I think at this point you have two governors that stand out, andrew cuomo, gavin newsom. Theyre obviously white house contenders in the future. I think no matter what their next steps are, theyre going to be judged by how they conduct themselves during this crisis. And i think both of them, cuomo and newsom, are doing quite well, as are other governors, theyre moving forward with steps to protect their constituents without waiting for guidance from the federal level because the federal government is more chaotic at this point than state governments, and i think if you see the recent polling from nate silver, governors are scoring higher with constituents and have higher Approval Ratings with constituents than does the president of the united states. In fact, the president is hovering around 40 approval rating, and Governor Newsom in contrast is 83 approval rating. Phil, what do you think. Do you think this will forever change the relationship and the balance of power between the federal, the state and the local officials . It is interesting, we have a sort of tug of war for donald trump, is the president saying when we reopen for business, then you have democratic gocountrsayi no, were to do it ttomli, hh care people that decide, local Health Care Doctors that decide what we do and when we do it. Politics are local, so is health. It is your county, your situation, your community. Thats where well see the final answer in a low temperatut of q it was the local that started it, in particular, santa clara county. It wasnt the governor that started this, it was the locals. Phil matear, nate thank you. You can read his columns every wednesday in the chronicle every wednesday and every sunday. Gentlemen, when we come back, we have an expert to talk about the state of the job market, who is hiring now, who is not, and what is going to happen i welcome back. Now lets get to the next expert of the day, founlder of work stream, they work with hundreds of businesses, work with hiring and on boarding process. Joining us the founder, desmond limb. How are you . I am well, how are you . Doing well. We have jobs, were thankful for that. All were hearing about now is people losing their jobs, especially the hourly workers. So you have the big picture, right . Tell us how does the job board look right now . Is it way down, and which industries are down more than other industries . We see a mix, so theres surely Many Companies that are not hiring as there are no restaurants, hotels, cafes, all closed. For those job postings, theyre way down. But there are some trying to hire. Which ones . Those that are trying to hire, theyre trying to hire more. Some of them, Senior Living homes, super markets, companies that are trying to hire drivers. In those sectors, we see a trend. For example, i would say in terms of job posting for drivers, we see a trend of almost 3 x growth for and are the wages going up in those industries in which you say theyre ramping up right now . Yeah, in terms of wages it has state flat based on what we see, i think theres much more job openings for some of those roles. I think overall, pay stayed flat in certain roles like nurses where theres high risk being at this front line, for those we are seeing the wage go up slightly. Okay. If Certain Industries are contracting and others are expanding, so to speak, if youre a job seeker, you think god, i need to make money right now, there are certain regions in the state you would send people to where those regions are doing more hiring . Yeah. I would say so. I think mostly, this generally down, about new york and bay area, i would say midwest, theyre going strong. I would say in terms of trends, and maybe the south, only half the Restaurants Hotels are closed, maybe half are still open. Those areas, you should be trying for jobs. We see trend of for those jobs that are open, you see more people try those jobs. We have a client, gas station chain, have 50 open. Past seven days, seen 7,000 people try for those. Eventually well come out of this, in a post covid9 world do you see any changes in the way people look for jobs or interview applicants . Yeah, yeah, i think so. I do see a few trends on that front. So we have had several clients come to us say you want to talk about this contact screening, trying to meet with people by video, via texting. We have software to be able to do it. We help clients to be able to screen people, source them. Talk to them by zoom or video or texting on the phone. We see a trend to move towards that. People want to first meet you when youre home and want to see your face and talk to you prior to bringing you where theyre at. Got it. Based on all these changes that are starting to happen and will accelerate even in a post covid19 world, based on what you see in terms of what jobs will be, what can a job seeker do to put themselves in the best position to get one of those jobs once companies try to hire again . Thats a great question. In terms of how they should prep, this is a great time to go back to school, right . We have classes now online. Theres surely something we are telling folks. Hey, take this time, if you cant find work, stay home, try to take some online courses that can be helpful. I think thats a trend we see. Second trend is tell people try to be open for job changes. We see a trend whereby more people are going to work from home, right, so restaurant, cafe, hotels, theyre going to pivot to cater, so tell people be open to job changes. Be open to job training, it will be helpful for you. All right. Desmond lynn, we are out of time. I will spend five seconds, ask you how long do you think before the economy is back. Five seconds. I think it will be back in three to six months from what i see. I hope it will be sooner. All right. Well check back with you. Thank you so much for your time and insight today. Thank you so much for the time. Take care. When we come back, well take a short break. When we com how about poor fred wilson . What a shame. So soon after retiring. Lets talk about it on todays doctors note. Everyone in the medical Community Wants to see a treatment available for covid19, and both chloroquine and hydroxy chloroquine are being looked at for potential. Recent study in brazil underscores that we need to be careful about the approach with chloroquine. Researchers gave hospitalized covid covid19 patients a low or high dose and found the higher dose was associated with a deadly heart heart arit me a. It was stopped after several patients died. This echoes what doctors around the world are saying, even in the pandemic, potential treatments need to be closely studied to determine efficacy, right dose, safety profile, which patients should get them. Hydroxy chloroquine, generally considered to be a safer version of chloroquine, the one the president called a game changer can still have toxic side effects. These are used in studies in various hospitals, but this is under close monitoring, expert guidance. People should definitely not be hoarding or taking it at home. It can be lifethreatening, and worsen the drug shortage. General rule, please do not take any Prescription Medications without doctors guidance, no matter what you may hear or read online, there are no treatments or ways to prevent covid19 with a pill.
