People can still be evicted for not paying rent. They wont be evicted right now during the state of emergency but could be evicted after the state of emergency ends. A quick fix and way to delay evictions and not necessarily stop them. But while the crisis is going on, we need to cancel rents and make it so that tenants dont have to pay it back at the end and neither do homeowners or small landlords.
