As you know, that was going to be in tokyo. The u. N. Chief is calling for immediate ceasefire in conflicts arent world to tackle the coronavirus pandemic. And german chancellor Angela Merkels spokesperson says she has tested negative for the new coronavirus. Locally, there are now 819 confirmed cases in the bay area. Alemeda county has the first death. A sheriffs Deputy Public Health officer and two Fire Fighters are among those who tested positive for the coronavirus. A new coronavirus testing site has just opened in the meantime in hayward. But as you can see from our camera, look at the cars. They were overwhelmed. Only one in every five people got to take a test. Mostly because they did not meet the threshold for symptoms. The others were turned away. But hayward officials hope to keep the siteepe f ntod avenu a the morning until 6 00 p. M. San Francisco Mayor wrapped up a News Conference about 30 minutes ago and she was not at all pleased with how people handled the shelter in place order over the weekend. The order keeps parks open and allows people to go outside for brief visits to walk their dog that, kind of thing. The mayor says people missed the point this weekend. Its not a matter of whether or not were going to have more people get sick. They are. And what happens if its your grandmother . What happens if its your uncle . And what happens if dwoent have a bed for them to be in it because they got sick . We dont want to get to that point. And so the reason why im appealing to the public to ask for your support and compliance with this order is because it is a matter of life or death. This is not the time for a party, for a play date, for things that people think that we need to do. This is a get outside, get some fresh air, practice social distancing and be respectful of your neighbors and one another. All right. So the mayor says she does not want to order city parks to close. But she will if she has to to protect public safety. So the stay at home orders from the governor resulted in a lot of questions. Were skyping with a attorney and prosecutor to answer a few of them for you. And through the Facebook Live, of course, you can ask the questions in real time. So we just heard the mayor emphasize from the strong environment terms that people stay home. They must go out, exercise social distancing. But at the same time, they emphasize this is still voluntary and they have made no arrests in San Francisco and as far as we know given no citations. So how should people interpret that . Is it a misdemeanor or crime to go out and hang out too closely with people that are not in your household . Well, it is not even an open question. Right now the shelter in place order issued by the county Health Directors and the seven bay area counties are enforceable under california state law as misdemeanors. And i would say the governors order is also enforceable as a misdemeanor, the larger statewide shelter in place is enforceable as a misdemeanor. They are what called general misdemeanors, punishable by six months in jail or a 1,000 fine. They have the force of law, in fact, you could be cited for a misdemeanor if you were found in violation of the shelter in place order. All right. David, thank you so much. Im getting a question in from joanne. I dont know if im interpreting this correctly. They is asking what should parents do when the child wants someone to spend the night . I assume she means like a friend or a cousin . Well, im not going to be the one to tell folks how they should or shouldnt interpret the shelter in place order. I think the shelter in place order is very specific saying that people are encouraged to shelter in place. There should nobody public gatherings. So i would say that spirit of a sleep away probably very definitely violates the spirit of the law which says no social gatherings. That people are to maintain six foot distance from anybody but members of their own household. And households are defined as residence living in the same household. It doesnt need to be family members. They can be roommate roommates in an apartment. I think having people come from another house to have a sleepover at your house probably violates the order. And its just not the safe thing to do from a Public Health perspective. Not at all. David, debbie lee is asking us for private contractor who sets manufacturered homes, can a customer attempt to sue that contractor for not being able to work on that job because of the shelter in place order . Surprisingly, the shelter in place orders by the state of california and the local county do allow Home Construction to continue to take place. That has been very specific. Theres been specific language in both orders that says Home Construction and construction in general can continue as an essential service in the state while this shelter in it place order takes place. Rehas a question. Are there regulations that would prevent private citizens from wearing appropriate personal protective gear such as suits, rubber boots and full fas mace being to spray public areas with approved chemicals . If not, would it be illegal to form a coalition of volunteers to do this . Theres nothing in the orders prohibiting people from wearing protective gear. So masks, gloves, if you have masks or gloves or rubber boots if you want to put on a full plastic latex suit, i guess you could. There is no law prohibiting that. The order the question of whether or not can you start spraying a public area with disinfectant is a different question. There are laws in place that say you cant spray hurt somebody with chemicals. I would say that is dangerous if you take it upon yourself to go out with, you know, bleach solution and start spraying down park benches. Someone could misinterpret that in this age of terrorist attacks. You are spraying it and my child is sensitive to bleach solutions and by spraying it you caused him to have an adverse reaction. So i would urge people to try to not take things into their own hands. I think you want to practice, you know, common sense if youre going to go to the Grocery Store and you have a bleach solution and spray the hand les of your cart, i that i is okay. In fact, i think we should go with physical distancing but i would add to that lets talk about distance socializing. How we can make sure that were keeping our connections even while were far apart. So you mean lots of zoom, face time calls and things like that . I think its ironic. A lot of us have been talking about the same technologies like ripping apart our social fabric. But right now, they might be our best chance for keeping it intact. Now one thought about sort of zoom and facetime, it is always great to use those technologies to connect with, you know, my kids and their grandparents have been talking constantly. Much more than they usually do. But one thing i want to urge people to do is to lower the bar for facetiming and zooming with people. Right . So think about it this way. We have habits where if were in a Video Conference or a phone call, once you run out of things to say, you hang up. If were hanging out together, if people are spending time together, they have a much lower bar. You watch tv show together and make one snarky comment. In the past 96 hours, fema also received donations of approximately 6. 5 million masks. Were having millions and millions of masks made as we ant ache nat werseeing an outpouring of creativity and innovative ideas widely shared between the federal health leaders, governors and mayors. The Scientific Community and members of the private sector really working together. Everybodys working together. Pleased to report that Clinical Trials in new york will begin existing for existing drugs that may prove effective against the virus. At my direction, the federal government is working to help obtain large quantities of drugs. And you can look from any standpoint tomorrow in new york. We think tomorrow pretty early, the is looking very, very good and. We have 10,000 units going. And it will be distributed tomorrow. It will be available and they already visit. Theyre going to distribute it tomorrow morning to a lot of people in new york city and new york. Well study it very closely, watching it very closely. You are probably saw a couple of articles today came out where a gentleman they thought he was not going to make it. He said goodbye to his family. They had given him the drug just a little while before. But he thought it was over. His family thought he was going to die. And a number of hours later he woke up, felt good. Then he woke up again and felt really good. And hes in good shape. And hes very happy for this particular drug. That we got approved in record setting time. Theres never been anything even close to it. I want to thank the fda which has been incredible and dr. Hahn, stephen hahn. Respected man. Theyre doing Everything Possible to increase production and available supplies of these drugs, not only this drug but also others that are coming. The one im excited about is the one i just mentioned. There is a real chance. Again, we dont know. But there is a raem chance it could have a tremendous impact. It would be a gift from god frod that worked. But distribution starts tomorrow morning early in new york. I think a lot of people are going to be hopefully theyre going to be very happy with the results. Were all going to be watching closely. Its something we have to try. Its been very, very successful with malaria. Countries with malaria take this drug and its a very powerful drug. There is very little semblance of virus in those countries. There are those that say because this drug is prevalent because of the malaria. So well see what happens. Im also announcing that were postponing the deadline for compliance with real id requirements at a time when were asking americans to maintain social distancing, we do want to require people to go with their local dmv. We will ab announcing the new deadline very soon. Its going to be announced in a very short moment. Overnight we brought home 130 people from brazil on a cruise. Most of those returned were senior citizens. My administration in cooperation with Governor Greg Abbott of texas and the private sector coordinate their safe return to the united. So thank you to governor abbott. Terrific governor, terrific signed an executive order this morning under the defense production act to prohibit the hoarding of vital medical equipment and supplies such as hand sanitizers, facemasks and personal protective equipment. We have a lot of facemasks, a lot of equipment just coming in if. And we have some people hoarding and attorney general barr is speaking about that in a second. We want to prevent price gouging and Critical Health and medical resources are going to be protected in every form under this directive. The secretary of health and Human Services is authorized to designate essential health and medical supplies as scarce. So theyll designate certain supplies and medical elements as scarce. And that means it will be a crime to stockpile these items in excessive quantities which is happening to a relatively small degree, we think, but nevertheless, its happening. We cant let it happen. And we cant let them resell them at excessive prices which some people are doing. Very simply well not allow anyone to exploit the suffering of american citizens for their own profit. So were going to be watching that with our great attorney general very closely. The department of justice will be aggressively prosecuting fraudulent schemes related to the pandemic. Yesterday federal prosecutors took action in their first case shutting down a websit selling a totally fake vaccine, if can you believe that one, as president i will always fight to protect americans from being exploited. There is this extraordinary act o compassion. And there are asks by the hundreds of thousands, manufacturing workers are transforming their assembly lines. Citizens are voluntarily to deliver food and medicine to the elderly. Were truly seeing america at its best. Were seeing things that people never thought even could happen. Frankly, we never thought this could happen. But the way most americans that are working toward getting it solved and just doing what they have to do to make this go away has been incredible. We want to take a moment to thank the every day heroes that are making the vast effort against the virus possible. Thank you to the Health Care Workers and the first responde. These are very brave people. On march 18thheresi issued executive orderin envoe eninvoking the Health Prevention act and the health and resources needed to respond to covid19 including ppe and ventilators. The we have started to see some evidence of potential hoarding and price gouging. And so earlier today the president signed a second executive order providing the authority to address if, it becomes necessary, hoarding that threatens the supply of those Necessary Health and medical resources. Under section 102 of the defense production act, the president is authorized to prohibit the hoarding of needed resources by designating the materials as scarce or as materials whose supply would be threatened by persons accumulating excessive amounts. Once specific materials are so designated, persons are p prohibited from accumulating the items ineaso personal or Business Needs or for the purpose of selling them in excess of prevailing market prices. It is a crime to engage in pro hiblt hibted activity. In todays executive order, the president is delegating to the secretary of hhs this authority to protect against hoarding by designating these critical items. And i know all right.
