The big headline this morning the coronavirus has now spread to every state in the country, at least 110 people have died. New york city is facing a surge in the number of cases. The mayor says a shelter in place order may be needed soon, but the governor of new york says thats not the answer. The conflicting information hospitals dont have nearly enough beds or ventilators to confront this crisis. Were learning about a government plan to send every american 1,000 check to keep the economy running. We begin our live coverage from washington. Alex, good morning. Reporter good morning to you. The president made a war analogy calling covid19, the invisible enemy. His administration is laying out drastic plans to help curb its damage to the economy. This as their new questions about unemployment. President trump is urging congress to inject up to 1 trillion into the economy to fight novel coronavirus. Were going big. Reporter one big piece of this plan under negotiation, direct Cash Payments to most americans. Unclear how much, senator mitt romney has proposed 1,000 per american. Americans need cash now. I mean now in the next two weeks. Reporter the plan would also include 500 billion in payroll tax cut. 50 blt for the airline industry. 250 billion for Small Business loans. Treasury secretary nuch yib saying that the u. S. Could see 20 unemployment. Without government intervention. The plan coming as many states and cities opt to shutter bars and restaurants. What were asking the young people to help us with this Mitigation Strategy by staying out of the bars. Staying out of the restaurants. Reporter cities and states navigating how to cut off the virus has spread. Governor andrew cuomo saying new york city wont go the way of San Franciscos bay area. I have no interest whatsoever and no plan whatsoever to quarantine any city. Reporter healthcare workers now bracing for a surge in patients and a shortage of medical supplies. The navy is readying two hospital ships for possible deployment to assist with patients who dont have the virus freeing up valuable hospital beds. As for those direct paychecks, that could be going out to americans, sources tell abc news its looking that wouldnt happen until late april with a second paycheck round being able to go out two months after that if necessary. Lot of americans keeping watch on that. Alex, thank you. And u. S. Officials are warning about a series of cyberattacks. Officials say foreign actors are spreading disinformation about the coronavirus and have even tried to slow down computers at the department of health and human services. The attorney general is promising swift action against those in involved. Some swift action by the faa they had to close air Traffic Control tower at chicagos Midway Airport after some employees there tested positive for the coronavirus. Operations are limited. In florida, one day after video of a crowded beach caused outrage, Officials Say theyre starting to enforce social distancing guidelines. The federal government has recommended no gatherings bigger than ten people. Now the rush of testing. People are waiting hours at drivethrough sites, but it seems professional athletes are getting tested right away, raising questions if theyve been allowed to cut the line. Its been a constant stream of cars. Reporter as long lines form at testing sites across the country it seems professional athletes are having no trouble getting their tests. Brooklyn nets has announced four players have tested positive. Including kevin durant. Who recently signed 164 million contract. The nets say every player was tested after returning from San Francisco last week. Espn reports the team used a private company and paid for the tests out of pocket. The lakers also reportedly have plans to test all of their players. New York Governor Andrew Cuomo was asked why nba players have been able to get tested amid strict guidelines and widespread shortages. I know we have a Health Care System with those in means enjoy better care than those without, but this seems really obscene. If you fit the protocol you can get the test. You dont want to fit the protocol. Fever, been to a country that had an outbreak, been in the company of someone who tested positive. You fit the protocol. You can get the test. Reporter new york city mayor bill de blasio wishing the nets players a quick recovery, but adding with all due respect, an entire nba team should not get tested for covid19 while there are critically ill patients waiting to be tested. Is it harder for veterans to get tested than nba players . No, i dont think so. We just havent had the surge that the rest of the country has had. Now that may be an anomaly. So well be continuing to ramp up our supplies in the event that we do get that surge. Reporter the white house plans to set up 47 drivethrough Testing Facilities in 12 states. Officials havent said when those sites will be up and running. At this dallas location, they need a flu or contact with a confirmed coronavirus case in order to get a test. At two testing sites in ohio, doctors had to turn cars away after reaching capacity in just hours. There were 400 cars in line yesterday when we had to stop taking new patients. A similar scene in alabama where a doctor had to direct traffic at one testing site and in maryland, car inspections are on hold because emissions stations are being converted into testing sites. Right now, hospitals have about 26,000 ventilators and theres another 20,000 in a federal stock pile. Experts say, though, thats not nearly enough if the crisis does get worse. We have a Strategic National stockpile, which is loaded with equipment to try and provide support to states and to hospitals. But if this comes on like a tsunami theres not going to be enough equipment, theres not going to be enough personnel or enough beds to take care of people. If we can slow this down the hope is we can provide care to those who need it. Having enough hospital staff is another concern, up to 15 people are needed to operate one ventilator. One company that makes ventilators says wealthy people have been reaching out trying to buy them. Theyre not selling individual people. Meanwhile in london, the British Government is asking Car Companies like ford to make ventilators. This morning, former Vice President biden is the big winner. Despite concerns about the coronavirus all three states that held primaries reported good turnout. Many people took advantage of early voting. Looking at the results biden won florida by a 3 to 1 margin against senator bernie sanders. Florida, still an easy win for biden. And in arizona, with most of the votes counted overnight, biden had a comfortable lead. He now has an overwhelming lead in delegates. Speaking from his home last night, joe biden made a direct supporters. Let me say to especially the Younger Voters inspired by bernie sanders, i hear you, i know whats at stake, i know what we have to do. Our goal as a campaign and my goal as a candidate for president is to unify this party and then to unify the nation. Ohio was supposed to hold its primary yesterday as well, but postponed it because of the coronavirus. Coming up, how schools are trying to keep Students Learning at home. Restaurants being and, you know, i feel like this is my calling and i would do it again without a doubt. And i feel for sure its the right place to be. On the front lines, thats dr. Peter chinhong talking about treating people infected with the coronavirus in San Francisco. Hes sleeping about four hours a day and fears his staff will not have enough supplies going forward. Wow. And to provide more room for hospital beds, new yorks governor says College Dorms and Senior Housing facilities are possible options. Many states are also looking at hotels. Meanwhile, the red cross now says its facing a severe blood shortage because donors are cancelling appointments. Now lets take a closer look at how workers across the country are being affected by this crisis. Abcs zohreen shaw looks at the industries being hit the hardest. Reporter nearly every industry is being hit and hit hard. So many people being required to stay home. The Hotel Industry is taking a hit. So are restaurants and Car Companies. We found that in some instances these people trying to adapt these unusual sometimes, theyre still facing incredible hurdles. Doors of businesses in many cities now look like this. Held together by chains, many restaurants are closed except for takeout and deliveries. Takeout, maybe around not over ten people. Reporter but not enough calls are coming in. I start at like 9 30 from now, i got only two deliveries. Reporter more than 7 million jobs are now at risk at restaurants and bars across the country. And in the travel industry, nearly 5 million jobs are at risk. Travel spending is now expected to drop by 355 billion this year. An impact six times worse than after 9 11. Hotel chains like marriott planning to furlough tens of thousands of employees. Empty streets also signal a partial shutdown of their facilities. But its Small Businesses being hit the most. L. A. s mayor is promising nofee loans for up to 2,000 businesses. Despite the pain, he says the shutdowns are working. Social distancing saves lives. So thank you all for being life savers. Reporter back in new york, some Business Owners making the most of it. This restaurant turned into a grocery store. Packaging the sausage, some of our antipasta, the broccolini so people can actually cook at home. Reporter you heard that last restaurant owner. He is trying really hard to think outside the box and try to adapt, but get this. He has to lay off 90 employees and then over in the theater district, another diner owner says his business is down 95 . That owner says he needs help and he needs help now. Kenneth . The state of nevada has now ordered all casinos and dinein restaurants to close. With so many schools closing, many families are desperate for food. A boy in West Virginia started his own food pantry to help his neighbors in need. And this morning, we have new details about the coronavirus and how it spreads. Earlier i spoke with dr. Imran ali. I asked him about a new study that found the virus can live on surfaces for days. Generally the nonporous surfaces, thats where any kind of virus, specifically coronavirus, will last for a long time. Approximately three hours. That we know from previous versions of coronavirus. From mers and from sars in the past, this virus is a little bit different also because it also can stay in the air in an aerosolized form and droplets. Lets say somebody sneezes. There can be a cloud of aerosolized droplets that hang in the air for up to three hours based on this test. What about those packages that people received, everybody is talking about, will it last on cardboard, those pieces of mail we get . On cardboard, some cardboard it can last up to 24 hours. But by the time it gets to you, its handled through the mail, its processed. The viral particles that are there are probably dried and theyre not as active. The whole thing is this virus needs moisture to stay alive. So salad bars, wet things, thats where the virus can really hang around for a long time. Lets take a look at new york state. Seen a recent surge this week in cases. It may need twice the amount of hospital beds than it currently has. For icu beds its even more dire. Right, and thats why the governor is working with possible Search Capacity capabilities. Where we can convert a cafeteria or a gymnasium into a makeshift icu. Are you confident in some of these stockpiles that were seeing in some of the states . I am. Based on the Emergency Planning that has been done for pandemic influenza, we should be able to rise to the occasion. But the only thing is, if people really do heed the warnings that the governor is saying, we can really tie the stem and prevent an onslaught of people coming in en masse. A big thanks to dr. Ali there and all those medical professionals who are on the front line, mona. Very informative. Californias governor is now warning that schools may not open until the fall. Small chance of some graupel and the snow level will climb to 3,500 feet. Right now temperatures are milder than we expected. All of us in the 40s. Even 52 in san mateo right now. Mid to upper 50s, once again, on this scattered, showery day. Ill show you dry weather before the weekend. Kumasi. This morning a lot of parents and students are waking up to the reality that school might not be back in session in april as planned. Governor newsom announced they might not reopen until the fall and that really has some parents concerned. Julian glover is live with more on this. Julian . This is a really tough one, kumasi. We have to be honest for parents to wrap their heads around leading to so many questions. How do you make sure your child is still learning in the weeks and months ahead here if you have to leave your home to go to work and you cant stay home, how can you and perhaps the biggest question that your kid might have, what does this all mean for a child that just simply wants to see their friends and be back in school. The governor making that unexpected announcement yesterday that schools might not be open and students might not be back in the classroom until the fall and it is making so many of us realize how serious this pandemic is and so much needs to be figured out. Even our local School Systems caught off guard by this one and so were parents. Im missing my friends a lot. What this is going to do to the economy. She hasnt finished out as second grade. Us as parents have to work and prepare them for the next year, as well. I think its crazy. Keeping students fed is another concern. So many students depend on that guaranteed meal that breakfast or lunch provided by the school. Thats why public School Systems across the bay area are continuing their free meal to go services for anyone 18 or younger. The governor said and what he said was certainly shocking but he wanted to be up front and honest and transparent with all of us. All parents and students in california. Also happening today, we expect to hear from the state superintendent of schools tony therman about the specifics about how this will all work, again
