New developments on the coronaVirus Outbreak. As we said, a second person has died in Santa Clara County. The county Public HealthDepartment Says it is a woman in her 80s. She had been in the hospital since march 9th. Health Officials Say they expect cases to continue to grow. The outbreak of covid19 in our county will continue to accelerate and we anticipate many, many more cases in the days and weeks to come. And amid fears of the virus spreading, Santa Clara County along with so many others has closed all schools until the end of spring break. Stanford university has confirmed its first positive coronavirus case for an undergrad student. That student is isolating. As the virus spreads through the area, the university is making major changes. Starting today, dining halls will be closed. Instead, students with meal plans will be given nonperishable and canned food to go. Winter quarterfinals will be optional for undergraduate students. And students living on the campus for the spring quarter are being forced out. They have to be moved out by wednesday. In the hardest hit county, Santa Clara County, there is not a place or person untouched by this crisis. Santa clara county called off classes and placed stricter limits on public gatherings. Weve seen an increase on deliveries and takeouts. Reporter the San Francisco chamber of commerce is getting calls from 50 to 60 businesses a day, wondering if theyll survive. The mayor said we are deferring business taxes until later into the year. Thats a massive move that allows businesses 20,000 and 30,000 back and allows them to use it on things like rent and keeping employees going. There are 13 new cases in Santa Clara County, which is by far the most of any county in the state, bringing a total to 79 cases. That number also includes the two people who have died there. There are five new cases in San Francisco, bringing the total in San Francisco to 23. We were getting some new details on the grand princess cruise ship which has been docked at portland since monday. All passengers are being quarantined. There are 15 International Passengers returning home this weekend possibly on charter flights today. 19 crew members tested positive for coronavirus and are being cared for by the ships medical staff. Released numbers that show a significant drop in right fielder ship with the biggest falloff coming thursday. It was 45 below average compared to other thursdays in thursday. Last month, the typical thursday saw 417,000 right fielders. Two days ago, there were about 213,000. The climb has been increasing throughout the week. The number of san jose firefighters that have tested positive for the coronavirus has doubled. There are eight infected. 80 firefighters are under quarantine. Last week we secured an initial 8. 3 billion from congress for the coronavirus, and that was quickly done and very efficiently done. I want to thank all members of congress. Yesterday i declared a National Emergency, which was a very big deal, because it opened up avenues that we would never be will make more than 50 billion available to us immediately in Disaster Relief funds. And thats available for states, territories, and local governments. That was really good. We also reached an agreement yesterday on a new legislative package that will provide strong support for American Families and communities in dealing with the coronavirus. So it was done very, very bipartisan. It was very nice to see it. Probably the cooperation i want to thank secretary of the treasury, steve mnuchin, who did a fantastic job and worked with nancy pelosi and their representatives. It was really great. Worked out very well. And a lot of people are benefiting by it. A lot of provisions in the bill which theyll be discussing with you today. Its something we should talk about. I was honored to see that the stock market grew mostly there with us, set a record in a short period of time over a 45minute period that we had the press conference yesterday. That was a record, alltime record. I think we should do one of them every day, perhaps. How about five times a day . Well do one five times a day. But that was something to watch. I had no idea. We walk eed back. I said how did that work out . Sir, you just set a new record in the history of the stock market. Those companies couldnt be too unhappy because theyre all very big publicly listed companies. They did a good job. More importantly theyre going to do a good job. When you look at cvs and walmart and all of the tremendous people that were there yesterday, these are the biggest and the best and theyre opening up their facilities. Theyre opening up their theyre literally working right now on opening doing something thats never been done before to the extent were doing it. So were very proud of them. Also the bill provides for free coronavirus testing for all americans who should be tested. People that are getting tested are getting this free. They dont have to pay. A lot of people said, gee, thats a lot of money, and it is. Its a pretty complex test, actually. And it costs money and its being provided free. So people dont have to worry about that. It also provides paid sick and family medical leave for those who need it, including for those who have the virus, for caregivers, and those looking after children affected by School Closures. So thats all taken care of also. Well continue all these different actions. We have other things planned. Well be working with companies that are affected financially. Our country is in the best financial shape. So different than in the past over the years if you look at some of the real big crises. We had financial problems and different things. We now are in very Strong Financial shape with all of the trade and all of the other things that weve been doing. Its been pretty amazing. We hope the Federal Reserve will finally get on board and do what they should do, because were doing things that they should be doing, frankly, and we can all do them together, but they should be much more proactive. Other boards and other countries and people representing those countries are taking a the mosta so wed like to see the if you look at Central Banks yesterday what they did, we want to see our Federal Reserve be much more proactive. Its important. But in the meantime, were doing things that have been real well received. I guess you saw that yesterday at the end of the day with what weve don. We have a lot of things to tell you in terms of respirators, in terms of all of the different thing, the masks are being made by the millions, millions and millions. We have plenty now, but were ordering for the millions. Were ordering worstcase scenario. We always say worstcase scenario. And thats where were going. So i just want to thank everybody. I think the press has been really over the last 24 hours i think the representations have been very fair for the most part. Were all in this together. Its something that nobody expected. It came out of china, and its one of those things that happened. Nobodys fault. We all will solve this problem, solve it well. I never believed that shake hands once you become a politician. I notice it too. Political people walk up to me, they want to shake my hand. They said, well, you know wait a minute. Take it nice and easy. Just relax. People come up to me, they shake hands, they put their hand out. Its sort of a natural reflex. Were all getting out of it. All of us have that problem. Somebody comes up to you, they put the hand out, you tend to just shake it. And were all getting out of that. Shaking hands is not a great thing to be doing right now. I agree. But people put their hand out, sometimes ill put the hand out. You dont think about it. People are thinking about it more and more. We have to think about it. Its important. I was touching it because we have different height people and im trying to make it easy for them because theyll have to touch it because they wouldnt reach the mic or speak in the mic. And possibly thats something that comes out of this. Maybe people shouldnt be shaking hands for the long time because it does transmit flu and other things. We have flu in our country that killed 36,000 people a year. Thats something that were not talking about. But as of this moment, weve lost 50, possibly a little less than 50 but probably 50, and were going to keep that number as low as possible. The pentagon is telling Service Members and their families not to travel domestically. Should all americans follow that same advice . Well, if you dont have to travel, i wouldnt do it. We want this thing to end. We dont want a pple getting infected. We want it to end and end as quickly as possible. So far i think weve done a fantastic job. I really think that the people we v behind me have not been given the credit they deserve. They have done a fantastic job. When you see all the School Closures, you see the School Closures are important but it causes problems. The bill we signed yesterday takes care of a lot of those problems with children staying at home, the parents working now we take care of that issue with what we passed last night. Were looking at it seriously because theyve had a little bit of activity, unfortunately. We have looked at it and that is going to be announced. You criticized the fed yet again. If i could get clarity on your thinking on this. Its been a hallmark of your presidency, always going after the fed. If you feel so strongly about it, why dont you dishis the chairman or do you think youre powerless to do so . I think i have the right to do that or the right to remove him as chairman. Hes so far, hes made a lot of bad decisions in my opinion. We had this great and we will have again, because i think youre going to have a tremendous bounce when this is over. This is a pentup bounce that will be tremendous. You saw that yesterday with the stock market. Im not happy with the fed because i think theyre following, not leading. We should be leading. Im not happy because if you look at the Central Banks of other other Central Banks, largely theyre lower than us, their rate. And their equivalent of the federate is rate v low lower. In some cases by two points. Thats a lot. In some cases very substantially. I thought the fed would be and should be much more proactive as opposed to following. Our fed is following. We have the number one currency in the world by a factor of many times. We have the currency, we have the power, we have by far the strong currency. You look at the dollar, the strength of the dollar. Our fed is not doing what they should be ul wehot he aedate aty, theyre essentially under zero. Theyre negative. Many countries negative. Japan is negative, germany, others, and were paying higher interest rates. What id like to do is frankly refinance our debt. We could refinance our debt very easily at a much lower rate. We have some tremendous opportunities right now, but Jerome Powell is not making it easy. I have the right to remove. Im not doing that. M. Tomorrow eastern standard time. Well detail that. Last night the house of representatives passed legislation which addressed the priorities of President Trump had laid out themericanpeople b. I want to join President Trump in thanking speaker pelosi, leader mccarthy, democrats and republicans in the house of representatives who has the president said earlier today pulled together, pulled together to pass legislation, meeting this moment in the bipartisan healthfirst spirit that the American People would expect. The secretary of the treasury will detail the legislation but to be clear, the deal that passed the house last night will head to the senate early next week, delivers on the president s plan for Strong Health and economic support, particularly focused on those most impacted including hardworking bluecollar americans who may not currently are paid family levave today. It provides free coronavirus testing for uninsured americans and builds on the decisions that President Trump made expanding coverage for medicare, medicaid, and also getting a commitment from private Health Insurance companies to join with us, to waive all copays on coronavirus testing. So now testing will be free for every american and those who have insurance, medicare, medicaid, other programs, and even the uninsured. Legislation also establishes tax credits and the secretary of the treasury will provide paid sick and family medical leave for coronavirusrelated employment interruptions. I expect dr. Burks and dr. Fauci will reiterate this. If you are sick, now you need not be concerned. If youre an hourly wage earner in america, you need not be concerned about staying home. If youre sick, stay home. Youre not going to miss a paycheck because of this legislation thats moving through the congress. To the santa cruz mountains, the north bay, where it has been pretty quiet.
