The confusion for americans abroad scrambling to get back home. New sporting events called off or postponed, including nascar, Boston Marathon and the masters tournament, plus march madness heartbreak. My stomach kind of dropped, especially me being a senior, being my last year. College players facing disappointment. And helping hands. This shopper singled out. She opens a window and sticks a grocery list and a 100 bill out the window. How her act of kindness is Getting National attention. Good morning, everybody. Lets start here with the story that is on everybodys mind. The pandemic that is changing so many aspects of our daily lives. Overnight in the Early Morning hours, the u. S. House of representatives passed a bill to provide direct relief for those financially affected by the outbreak. Just hours ago, a travel ban went in effect blocking foreign nationals from most European Countries from entering the u. S. And requiring americans coming from hot zones around the world to fly into select airports for screening. As we come on the air, here are the latest numbers. Globally there are 145,000 confirmed cases with more than 5,000 deaths. Here at home more than 2,000 cases with 49 dead. We have live coverage in washington, d. C. To london. First, lets go to trevor ault at the white house where the president on friday declared a national emergency. Trevor, good morning. Reporter eva, good morning. The president says hes unleashing the full power of the federal government. He and congress trying to address the difficulties in testing and the fall out from the growing number of infections. And this morning, there are questions if the president himself is following the recommendations of his own agencies. Overnight, a bipartisan House Majority passing the Families First Coronavirus Response act. The bill is passed. And without objection, a motion to reconsider is laid on the table. Reporter the bill providing paid sick and family leave, enhanced Unemployment Insurance and bolstered Food Assistance programs like s. N. A. P. While also granting free coronavirus testing for every american whether or not theyre insured. The three most important parts of this bill are testing, testing, testing. Reporter this coming hours after President Trump unveiled sweeping new plans to address the crisis. I am officially declaring a national emergency. Two very big words. Reporter the president announcing an additional 50 billion in aid available to states while also relaxing regulations to make it easier for doctors to treat patients remotely, waiving interest on Student Loans held by federal agencies and setting up drivethrough facilities to test for the virus. This will start very quickly. And well have the ability to do in the millions over a very, very quick period of time. Reporter much of that progress will be made working with private companies, the president championing that partnership friday in the rose guard. Still an effort to make testing more widely available is something that critics have argued the white house has fumbled. The president without evidence blaming the Previous Administration for the lag in test kits. I dont take responsibility at all. Reporter but in laying out his plan, the president raised eyebrows while shaking hands, with a number of executives, contrary to the recommendations of his own Public Health officials, especially if the president was possibly personally exposed to the virus. Overnight, it was revealed that four members of the brazilian delegation that dined with them at maralago with trump tested positive for covid19. Are you being selfish by not getting tested . I didnt say i wasnt getting tested. Are you going to be tested . Most likely. Not for that reason but i think i will do it anyway. Fairly soon, were working out a schedule. Reporter now overnight the president s personal physician released a letter saying President Trump is at low risk to contract this virus because his interactions with those individuals were limited. It happened before they showed any symptoms. The president s doctor said theres no need for quarantine and the covid19 test for the president is not currently indicated. Whit . Trevor ault at the white house for us. Thank you. Health officials meantime in several states have tapped the federal government for access to its stockpile for medical supplies as 49 states now report cases of coronavirus. Abcs diane macedo joins us with developments from coast to coast. Diane, good morning. Whit, good morning. That stockpile is the Strategic National stockpile, a network of Storage Facilities with pharmaceutical and medical supplies. Its intended to be used in Public Health emergencies severe enough when local supplies run out. Some local officials already asking for that help. This morning the number of confirmed cases of covid19 in the u. S. Have climbed above 2,000 with six states activating the National Guard and 31 states plus the Nations Capital declaring a state of emergency. Nationwide, 46,000 schools have closed, sending 26 Million Students home. This as hospitals set up tents preparing for patient overflow, as officials scramble to make coronavirus testing more widely available. New yorks new rochelle, the town with the highest cluster of cases in the country has opened its first drivethru test facility. You drive in in your car a and the medical staff comes to you, does the test, does the swabs. Then you pull out. The swabs get sent to a laboratory. Reporter and while facilities in other parts of the country report a lack of complete test kits private labs are working to provide their own. The president now says the government will work with Companies Like google to help organize testing sites. Google is helping to develop a website. Its going to be very quickly done. Unlike websites of the past. To determine whether a test is warranted and to facilitate testing at a nearby convenient location. Reporter but google says theyre in early stages of development and will roll out over time. Exactly when President Trump himself will be tested is also unknown. The president came into contact with the brazilian political aide at maralago last week who is now infected with the virus. That same aide may have exposed the mayor of miami who now tells me he has tested positive but says hes Feeling Healthy and strong. And what was that process like of getting tested and getting the results . I have to inform all the elected officials that ive been in contact with. Of course our city manager, our police chief, they have decided to selfquarantine. Some of our Council Members have decided to selfkwaquarantinese. So were going through that process now. Reporter as we await more testing capabilities doctors are urging americans to change their habits. Avoiding the infection is protecting you personally but more importantly it will slow the spread of the virus and literally save the lives of our vulnerable citizens and health care workers. Health officials from Washington State to delaware are asking for access to the federal stockpile. The federal agency says the stockpile contains enough supplies to respond to multiple largescale emergencies, but with states already being sent in requests, that assuredly will be put to the test. A lot of our systems will be put to the test. So many questions, lets bring in abc news chief medical correspondent dr. Jen ashton who i have to say has done a great job keeping us informed. Lets start with the president. The question is should he get tested . He came in close contact, with people who subsequently tested positive. Right. His doctor is saying hes not currently indicated that he needs a test because hes not showing symptoms, correct . Well, youre married to a doctor. So you know how we like to respect the doctor patient relationship. He has a physician, ultimately that decision is between his physician and him. However, right now the testing criteria guidelines, they are meant to be individualized at the discretion of the doctor. Hes not totally in the lowrisk category and hes not fully in the mediumrisk category either. Hes at an older age which puts him at higher risk. He had contact within six feet, a handshake at least, of at least one person who is a known confirmed case. So its in a gray zone there. But we also have to remember, hes not just every other person. So i think there is some individual discretion there that may be appropriate considering who he is. For us regular people, at what point should you be asking to be tested . And at what point should you selfquarantine . I think whats important is if youre having mild symptoms that six months ago you would have stayed home and laid low until it passed on its own, thats not necessarily a person who should request a test. Remember, its more how we should be thinking about this. If its crossed your mind that maybe i have coronavirus, the appropriate thing to do is to selfquarantine if that is possible for you. It also depends on what you do. If youre a nurse, if youre a teacher, if youre in a highrisk kind of category with a lot of contact then maybe testing is important. You guys, what is really the 800pound gorilla in this room, we dont know if only you show symptoms that youre contagious. Thats why we need to be testing a lot more people to learn how th v jen, like many across the country, my kids school is closed. Large gatherings we know are canceled. How should we be living our daily lives . There are a lot of questions about should which go to restaurants, stores, the gym, play dates with our kids . Listen, we have to keep living. We cant put ourselves in a plastic bubble. We have to weigh risk versus benefit. Who youre coming into contact with. Do you have elderly people or highrisk people in your home or your close environment . Try to make smart decisions, but common sense. Right now, things are going to be a little different. Its not going to be like this forever, but these are different times. Maybe some extra steps are appropriate. Dr. Jen, thank you so much. Thats good advice for all of us this morning. Well talk to you again in the next half hour, dr. Jen. Overnight the new tighter travel restrictions that came in effect, banning foreign nationals from entering the United States. The rule causing a rush in airports before that midnight deadline. Abcs gio benitez joins us with what happens now. Gio . Eva, good morning. Americans can still fly home, even with the new policy. Airports for screening. Americans that are returning will be screened and asked to voluntarily participate in a 14day quarantine. Travelers rushing to european airports following the president s oval office address. We will be suspending all travel from europe to the United States for the next 30 days. Reporter but the white house later clarifying, this was for foreign nationals, not american citizens and residents. 17yearold student ella isgar has been studying abroad in france for six months but had to scramble for a flight home to new york. I understand the fear. The part that got frustrating was how nonchalant it felt until 6 30 in the morning when we got an email sayintrumps possible. Reporter this family was visiting their daughter in oxford, but decided to stay in london because flights were just too expensive. Were going to stay in london a couple days to let stuff settle a little bit. Reporter meanwhile, friday afternoon, President Trump saying the administration is weighing whether to also restrict travel from the uk. The numbers have gone up fairly precipitously in the last 24 hours. So we may be adding that and we may be adding a couple others. Also friday afternoon, delta saying it will be eliminating most flights from continental europe, but maintain its service to london. We know the Airline Industry has been taking a hit. This is unprecedented. Were going to talk about that more in the next half hour. Especially frustrating for americans overseas who cant afford to fly back too. It is expensive. Thousands of dollars. Thank you, gio. Thank you, gio. Lets talk now about how the whole world is responding to this pandemic. The World Health Organization is now calling europe the center of the pandemic. Look at the streets in italy deserted. President trump, meanwhile, is set to hold a Video Conference on monday with g7 leaders to talk about researching possible treatments for covid19. Plus how to respond to the financial fallout. Abcs Julia Macfarlane is in london with much more on the global response. Julia, good morning to you. Reporter morning, dan. Some locals performing popular songs from their windows to help keep spirits high. With officials in the u. S. Claiming 70 of the new cases in the world are linked to europe, french president Emmanuel Macron announcing an urgent summit with leaders of the g7. But like many around the world, theyll conference in with video link. In spain, the Prime Minister fighting to stop the spread of a twoweek lockdown. In central madrid where bars on a friday night would have been heaving, quiet streets. In france, the eiffel tower and the louvre closed until further notice. And here in britain, the government moving to ban all largescale gatherings after the initial Response Plan was widely criticized for not being cautious enough. But some good news from china, where this pandemic originated, while still accounting for more than half of the global infections reporting just eight new cases and seven deaths on friday. Whit . Thats certainly encouraging. Julia macfarlane, our thanks to you.
