That was part of sweeping new rules to stop the spread of the virus. There are 79 cases of coronavirus confirmed in clara county. Chris nguyen is live with the new restrictions announced tonight. Chris. Reporter dan, those numbers are expected to climb. Thats exactly why these aggressive measures are put into place here in Santa Clara County. As you know, thats leaving a lot of families scrambling. With so much uncertainty in the air, Santa Clara County officials took the unprecedented step of banning public or private gatherings of more than 100 people. We believe these actions are necessary to protect the wellbeing of our community during one of the most hess torque Public Health challenges of our time. Gatherings of 35 to 100 people are to be halted immediately unless certain conditions are met to reduce the likelihood of transmission at those events. This includes arenas, theaters, restaurants, bars, or any other confined indoor or outdoor space. However, airports, offices, transit, classrooms, medical facilities and retail environments are exempt from the order. They have to make these decisions based on limited information about covid19 and with limited time, because the time to act is now. The Santa Clara County office of education is closing all Public Schools to students for the next three weeks, a decision that was made in collaboration with all superintendents county wide. Students and Community Members should adhere to the social distancing guidelines and avoid congregating in public places. Abc 7 reporter live in san jose with the story tonight. David. Reporter alma and dan, from all the crowds were seeing out today, it seems many people seem resigned its a matter of if not when the virus could impact their families possibly subjecting them to a quarantine and that means stocking up. The stocking up looks like panic buying. Could it be people working at home were sneaking out to go shopping. This san leandro busier than usual as seen from sky7. At other locations shoppers waiting to get in, waiting an hour and a half to two hours even with short shopping list. Many caught themselves up in panic buying. When i came, i was going to buy a couple of things i was out of. When i saw what was happening around me i thought what if im not able to leave the house so i bought more. Fear sinking but a necessity for others to stock up. A lot of schools are closing, too, having the kids home. Making sure they have heat profit she already spend 300 the other day. Shes back again. The kids at home. They arent going to school for almost three weeks. We have to feed the kids. Carts overflowing exceeding what once a month shoppers buy. People buying large quantities. If theres a rational, reasonable amount to pie. You want to be prepared. There are people hoarding it. What do you do in an emergency . Either kind of a human response. Shelves remain depleted of paper towels and toilet paper until the next shipment. Instead shoppers seemed focused on getting food with long shelf life or food in the freezer. These are College House mates. I saw a lot of nonperishables. No more beans and rice. Its all gone. How much can you eat for two weeks. Apparently like 40 pounds of rice. Now, the crowded parking lots and overflowing shopping cars seem to be an indication of what others are doing in weekend. Were live in san jose, david louis, abc 7 news. Thank you. Sports are canceled, schools are closing, businesses converting employees to work at home status. Coronavirus is really impacting our lives. Theres no doubt anymore. We have a team of experts to help make sense of it all because we need to sort this through. So much to talk about here. That includes jim rettew, a master in Public Policy from duke and political science. We shouldnt talk about that. Youll work that out. Inherent social distancing. You worked on civil improvement projects. Talk to us now, were seeing bay area leaders coming up with Different Solutions as to how we handle this. Why are we seeing so many different approaches . I can appreciate that. You have one government saying, hey, 100 people for mass gatherings, another 250. It looks like everyone is coming out with different advice. I would say zoom out and look at the monchengladbaoverall messag. The overall message the same. Mass gatherings, especially if youre at risk. The same for tactical things. If you look on a daytoday basis, you may have one School District closing where another one didnt. If you look at the beginning of the week when most schools were open to the end of the week to now when most schools are closing, they are coalescing around common tactics. Its a good point but does seem like a piecemeal approach. One day schools are open in one area and not the next. We sort of instinctively know they are going to close. Its just a matter of time. Same thing with venues and concerts an other events and sports events. Why this sort of piecemeal approach . Yeah. Per the tenth amendment of the constitution, Public Health is not an expressed power of the federal government, so it defaults to the state. In california we have a decentralized Public Health system where that power and authority is put into the hands of local county Public Health officials. Now, theres pros and cons to this. The pro is they can be nimble and responsive to their communities. For example, Santa Clara County when they came out doesnt have to ask permission from the state of california or cdc. The drawback is the response can look inconsistent and piecemeal. I mean, i suppose its like that because, for example, Santa Clara County is seeing a lot of cases, whereas a different county may not be impacted quite as hard, but what good does it really do if one county says no more than 100 people when i can just go over here, go a couple streets over and there are no restrictions. I think if you look at the overall landscape now, you are seeing common restrictions. It may again may not be 250 or 100 but the message is the same. It is to empower you, the person at home, to make the right you are immensely powerful to keep yourself safe and to exercise that power. The government is saying avoid mass gatherings. Whether its 100 or 200, it really doesnt matter. Use your own judgment. Exactly. Put your health in your hands. A got point. Jim, look down the road a week, two weeks, three weeks, where are we going with this in terms of the response. I think well see what happens with all the events that happen this week and see if we can flatten out the curve. That is the goal of all these things is to flatten out the curve. We will see some Government Services degraded a little bit. Were already seeing that e st. Paddys parade is down. Dmv is slower. Services will take a hit. This is also a good time for viewers to avail themselves of eservices and do those things at home. Thats true. Well see. Well see if we can flatten out the curves. Well see if this affects campaigns. Candidates cant hold rallies. We have state conventions coming up to nominate in the national conventions. Youre the expert. I want to askes there anything were not talking about that maybe weve forgotten to even think about that we need to start addressing . Youre putting me on the spot. Sorry. I want to make sure weve covered everything. Its a good question. Maybe weve missed something. So far i would always put it, were always looking at civic makers to put a civic lens on this thing. I reiterate what i said before. It is ultimately up to the viewer to make informed decisions about what he or she should be doing. Dont necessarily rely on someone to tell you to do it. They are offering guidance. Please follow that guidance. Great advice. Jim rettew, thank you for coming in. In the midst of this coronavirus viryou can take act an help others.
