Heres what we know right now, the number of cases has climbed passed 100,000. And more 100 countries. Italy announced overnight that the Northern Region of that country is now on lockdown. Affecting a quarter of the population. The virus is spreading coast to coast here. More than 400 confirmed cases in the u. S. , at least 19 deaths. And the Economic Impact spreading beyond wall street, with more events cancelled, schools closing and travel restricted. We begin this morning with ben carson, hud secretary, and a member of president Trumps Coronavirus Task force. Secretary carson, thank you for joining us this morning. Theres so much evidence mounting that this virus is spreading faster than measures to contain it here, close to 100 million americans could be infected with the virus. You said you want to be transparent, should americans be braced for these kind of numbers . Theres no question that we should be informed about how we should manage our own lives. Its very important for people to understand that this virus is like other viruses, it should be treated the same way, so we have flu seasons that come up frequently and there are certain precautions that you take during that time to make sure that you dont contract the virus. Bear in mind that theres a certain segment of our society who are particularly vulnerable, including people who have underlying medical conditions. Elderly with underlying medical conditions. And so, certain precautions should be taken. If we take those precautions then we have much more ability to contain the spread of the disease. Also, its very important for people to understand that the vast majority of people who actually contract the virus are only going to have flulike symptoms or less. Many of them will be asymptomatic altogether. Theres a limit bit of exaggeration in terms of what happens if you contract the virus. Thats not what i was asking. Those are important questions. Is it an exaggeration that up to 100 Million People could be affected . Im trying to get your sense of the magnitude of this possible crisis . I think its possible for large number of people. Theres no question more people will be detected as we do more testing. But you can look at worst case scenarios, you can look at best case scenarios, the thing that needs to be understood that we are working very hard looking a recommendations based on that. And we need to be working nd local health officials, and the medical professionals who are very good in this country, by the way, and theyre the ones who are making the determination about who needs to be tested. And there are questions about the availability of the tests as well. The president said that anyone can get it if they want it. It turns out that it will be weeks before everyone has access to a test. Governor cuomo of new york was complaining about the bottleneck in the testing. The cdc is a bottleneck for this nation in doing the testing. You go to cdc, the test have to go back to atlanta, they have to do the test, send it back, i believe the cdc was caught flatfooted. I believe theyre slow in their response and i believe theyre slowing down the state. Whats your response to Governor Cuomo . What kind of assurances can you provide that tests are on the way . Well, over a million tests were shipped out already this past week. Tomorrow, another 640,000 will be available. Those are only the ones that are being dealt with on a federal official level. There are also tests being created by the veterans hospitals and most of the Academic Centers have them. So there are a lot of tests but the key thing is everybody doesnt need a test and that should be something that should be determined by the medical professionals who are administering the tests. As you know, the grand princess is docking the cruise ship is docking in oakland tomorrow, what plan is in place to deal with the 3500 people onboard . The cruise ship personnel and as you know, the Vice President met with the ceos of the major Cruise Ship Companies yesterday, and they are coming up with a plan within 72 hours of that meeting. The ship is docking tomorrow. The plan will be in placed by that time. But i dont want to preview the plan right now. Shouldnt you be able to do that . I think it needs to all come from a solitary source, we shouldnt have 16 people saying what the plan is. Okay particularly when it hasnt been fully formulated. Okay, youre the president s representative this morning. But let me move on, the virus getting closer to white house, washington, someone who attended cpac, one has tested positive. Are you concerned that this could have spread to the president and other top officials in washington . Well, we have concerns at all times and thats why we ask people to sanitize their hands and to take various types of t, president does that, we all do that. And if we have been mingling with people obviously were going to take those precautions. Bear in mind that if you go out of the studio today and you shake hands with somebody who has coronavirus that doesnt mean that youre going to contract coronavirus. That doesnt mean that youre going to get sick. But it does mean that you decrease your chances significantly if you follow those logical guidelines that have been placed out before everyone. And those guidelines are there for a reason. You mentioned what people should be doing, washing hands, we all know that right now, sanitizing, we also know that some governments and communities are taking broader measures right now, italy is on lockdown in north. Major conferences like south by southwest have been cancelled here in the united states. Companies like facebook and twitter are urging employees to work from home if they can. Is it time for more extensive communitywide measures to contain this virus . I think its time for people to really indulge themselves in learning how viruses are spread and to take advantage of that knowledge and determining what their daily activities are going to be and as i said before its very important to emphasize that there are certain groups of people who are at much higher risk than the general population and they need to take extra consideration in terms of where theyre going to be, how theyre going to mingle with society. I get that. We all need to take responsibility for ourselves. But im asking you as a representative of the president , as a member of the Coronavirus Task force, what should the community be doing . We heard the president said, hell continue with political rallies in the face of this. Is this sending the right message or is it time for Broader Community measures to contain this . Again, going to a rally, if youre a healthy individual and youre taking the precautions vf those categories of high risk, obviously you need to think twice about that. Im confused by the message youre sending right now, dr. Ben carson. I have to say. We just heard yesterday the governor of california said its not a question of if schools are going to close but when schools are going to close. We have seen Companies Taking responsibility for their employees. You seem to be putting all the responsibility back on individuals saying that they should be thinking for themselves. Im trying to ask you, in the view of the Government Experts right now, what broader measures need to be taken . Those recommendations will be coming out from the cdc, theyre being evaluated on a daily basis. Right now the recommendation is as i just prescribed, go about your normal daily activities if you are healthy. If you are not healthy, think very seriously about attending places where there are crowds. Dr. Carson, thanks for your time this morning. My pleasure. Lets get more on this from dr. Carson also more broadly what people should expect about the magnitude of this crisis . Theres a difficult Inflection Point that we reached. They acted quickly to contain this. Were at a second Inflection Point. Ill be honest, im very disappointed to hear the message we just heard. But as a collective public we need to start mobilizing this collective risk mentality. People not getting sick have to do with arresting the spread of this disease. This virus is demonstrating a potential thats way more significant than the flu and when i hear people were dealing with the flu or Something Like it, i get awfully nervous. The numbers suggest that if we dont act to intervene, interact with this disease in a way thats collectively aggressive, this disease spreads three times more quickly. Among a populous that doesnt have any immunities to this virus. It can kill tentimes more than the flu. That estimate at top of the program, potentially 100 Million People, thats not outlandish. We dont want to make a prediction, but the potential for this virus has demonstrated that it could have a 30 attack rate. Apply that to the u. S. Thats a terrifying number. But we have seen that in singapore and hong kong, we can intervene and we can change understand it. Dr. Jen, like dr. Carson, youre a doctor. What did you make of what you hear. To echo what tom said, we have to stop thinking just about how you can protect yourself and how i can protect myself, but the fact of the matter is, when you talk about aggressive social distancing measures like school closings. Its not just trying to protect children, theyre relatively spared at this point of coronavirus because those kids dont go home to their 85yearold grandparents, the vulnerable population, and infect them. We have to broader out in a ripple effect. As usual, there seems to be a big disconnect what were seeing at the top of pyramid and whats really going on clinically in the trenches with patients, nurses, doctors and hospital, doctors offices and theres a lot of confusion, concern and chaos. A lag time in some of the administrations response. As tom pointed out, the administration moved quickly on the travel ban. Dr. Carson, the cruise ship gets into port in oakland tomorrow and theyre still formulating the plan. Yeah, and heres the thing about that, george. The cruise ship as we heard with the diamond princess and now with the grand princess, you know in medicine we have to get up to speed quickly and the clock is ticking, so time matters. If left unchecked, this is a virus that doubles roughly every seven days. Its not that difficult test every Single Person onboard. Those who are asymptomatic, in quarantine. Those who have mild symptoms get isolated. Isolation is for people who have mild symptoms and those who have severe symptoms, and there are over 1,000 people over age of 70 on that ship need hospital care. Off the ship. From a delegates standpoint tuesday doesnt look great for Bernie Sanders. Our projections have joe biden winning in potential landslides in mississippi and missouri, gaining about 25 delegates. Meanwhile, states that were supposed to be good for bernie, washington and idaho, are now polling as ties. The delegates will be evenly split. But every comeback has to start somewhere and michigan could be a first in a long series of steps back into context for Bernie Sanders. In 2016, he won the state. Heres one possible scenario, if bernie wins michigan on tuesday, mostly symbolic, it could set him up for a good debate on sunday, next tuesday march 17th, when four states vote. They have almost 600 delegates. Its an uphill battle. Bernie lost all four of these states in 2016, lots of older voters in florida and arizona who were not a good group for bernie. Nevertheless a win in michigan, a chance to win a delegate plurality would raise to 13 . Not great, but Something Real to work with. When you joined us last sunday, you were leading in delegates, looked poised for a big lead coming out of super tuesday. Pete buttigieg and Amy Klobuchar, Elizabeth Warren, Michael Bloomberg all still in the race, how surprised were you by super tuesday and how do you explain it . Well, one of the things that i wasnt surprised by is the power of establishment to force Amy Klobuchar who worked so hard, and Pete Buttigieg who worked extremely hard as well, out of the race. What was very clear from the media narrative and what the establishment wanted was to make sure that people coalesced around biden and try to defeat me. Thats not surprising. Were taking on, george, on the establishment. Were taking on the corporate establishment. Were taking on the political establishment. And what youre seeing now just in the last few weeks is wall street, the health care industry, the billionaire class putting a lot of money into joes campaign. But at the end of the day, you know what, i think were going to win this thing. We won in california, we won in utah and colorado. We won in vermont. We won three states popular votes before that. Im looking forward to the primary here in michigan. And in the state of washington and other places as well. But as you know, joe biden now has a majority of the popular vote, he won ten states on tuesday, it wasnt just the establishment it was the voters as well, and now hes gotten a new endorsement just this morning, heres kamala harris. One of the things that we need right now is we need a leader who really does care about the people and who can therefore unify the people and i believe joe can do that. Hes a Public Servant whos always worked for the best of who we are as a nation. And we need that right now. Theres so much at stake in the election, guys. Shes now the ninth former shes now the ninth former candidate to endorse joe biden. It goes beyond the establishment. Joe biden whos unifying the Democratic Party. Yeah, well, let me say this, later on today were going to have the support, i believe here in grand rapids of Jesse Jackson and as you know, you know jesse, jesse has been one of the great civil rights leaders in the modern history of this country. He changed american politics with the concept of the Rainbow Coalition in 84, in 88 hes been a leader in helping to transform this country. Look, we have the support of virtually every major Grassroots Organization representing millions of workers, black and brown and white, and we have the support of a number of major unions in this country. This is no secret, george, you know politics, were not going to get the support of most elected leaders, but were winning the support of grassroots america because we have an agenda that speaks to working people. Our agenda said that health care is a human right. Our record is very different than joe bidens. Joe biden voted for the war in iraq, i helped lead the opposition. Here in michigan right now, the trade agreements like nafta were disastrous, cost 160,000 jobs here in michigan because American Workers were forced to compete against desperate people in mexico and china, cost over 4 million jobs nationally. I led the effort against those disastrous trade agreements. Worked the unions. Joe voted for those trade agreements. Joe has been in the past on the floor of senate to cut Social Security, veterans program, i strongly oppose that. Joe is now getting his funding from at least 60 billionaires, not to mention a super pac. We get our funding from the grassroots. From working families, averaging 18. 50. People understand the difference. Were in a crisis in america not only need to defeat donald trump, the most dangerous president in american history, but to take on corporate elite. You outspent him on super tuesday. Let me pick up on one of the points you were making, you talked about Social Security, Vice President biden said he wants to expand Social Security benefits and the president has actually picked up on your attacks. Heres a tweet he sent out this week. He said, ill protect your Social Security and medicare as i have for the past three years. Sleepy joe biden will destroy both in very short order, and he wont know hes doing it. You dont take him at his word . Okay, look, joes a friend of mine. By the way, i have said if joe wins ill be there for him to defeat trump and he has said that hell be there for me to defeat trump. We agreed on that. I think in the course of a political career, members of the senate, have to cast difficult votes. I cast a vote against the socalled defense of marriage act, which was a homophobic act brought by the right wing. Back then it wasnt an easy vote. Joe voted for it. I voted consistently against the Hyde Amendment which denies women in this country the ability to control their own bodies in terms of abortion. Owe voted for it. So what im saying here is that people want somebody who has a history of standing up and making the tough decisions in tough times, the war in iraq wasnt so easy. Let me you brought up the war in iraq. Do you believe theres any difference between you and joe biden right now on gay rights or abortion rights Going Forward . Yeah, i think i have well, look, if you judge somebody by their records i have been there. I have 100 prochoice voting record. I was there when the going was tough. Joe was not. In terms of gay rights, in terms of, you know, as i mentioned the socalled defense of marriage act it wasnt an easy vote as you will recall. When i cast and said no, marriage is not just between a man and a woman, people have the right to marry whoever they want regardless of their gender, that was a tough vote. In vermont, in terms of whether or not gays had the right to be in the military, this dont ask, dont tell, i was on the right side of that issue. Joe was not. I like joe. I really do. Is that people have a right to know whos going to be there when the going gets tough. Voting against the wall street bailout, i voted against that, joe voted for it. There are backed by president obama, nancy pelosi, ted kennedy, your own senior senator from vermont, pat leahy, theyre all wrong thats right of course. What i said then and i say now, you dont give trillions of dollars and zero interest loans to wall street and large corporations all over this country. If you wanted to bail out wall street, the way you do it is ask the wealthiest people in this country to start paying their taxes so that we could do what had to be done. Right now the bailout of wall street, we bailed out wall street, and yet half of the people in this Country Living paycheck to paycheck. More recently, trump is giving tax breaks to billionaires. Having a government that represents working people and not just the billionaire class. Lets look ahead to next tuesday. We heard from nate silver, he crunched the numbers and you have almost no chance of getting a plurality of delegates without getting a win in michigan. Do agree that michigan is make or break for you . No, i dont. I have been asked about make or break george, you know a little bit about politics. Make or break since iowa, new hampshire. Every state is important. Michigan is very, very important. Last time around in 2016, i was told impossible. You cant win michigan. In fact the day before the election, we were 20 points down in some of these polls. I think we have a great shot to win in michigan, washington, maybe some other states as well, we have a long, long way to go to the democratic nomination and were going to fight for every vote. Final question, if it becomes clear that you cant get a plurality you wont head to the convention with the lead, will you drop out or take this all the way to the convention . Look, well fight for every vote that we can as we try to win this election. Im not going to stay in the race that cant be won. Right now thats a little bit premature. Lets not determine what will happen on tuesday and in future. I think we have a great chance to win in michigan, washington and new york state. Some of the major states that will coming up. I think think the people have a right to cast a vote for the candidate they want to see become president of the united states. Senator sanders, thank you for your time this morning. Faster than anybody ever predicted. D would sa one thing that hes benefitted the Democratic Party, montana. You have a state with no senate race is now in play. Governor bullock is going to run. That happened because of joe biden. If bernie oke sitpey onbeer, yowo race. I think this happened faster. I do want to say the one rule of the last year whatever you think on tuesday is not true by thursday. How about the last decade . Well, i was just being generous. But i think its my big heart. So i think everything look, a month ago, everybody was going to say donald trump, the economy, impeachment is over, shooin, today its a difficult calculation given the virus and given all the other things that are happening. Until we get through three or four more i believe joe biden will be the nominee. And Steve Running for senate is a good theory of joe biden as the nominee. Better downballot democrats for someone like Bernie Sanders. Places that helped democrats take back the house in 2018. Joe biden helped campaigned for these candidates in 2018. That hes hoping to help in 2020 with downballot races in a way that he thinks Bernie Sanders cant help them. You saw Bernie Sanders who said he has Jesse Jackson on his side. He seems to be throwing all old possible joe biden votes in this. Michigan represents more than michigan, it represents the general election to him, that saved his election in 2016. I think lit have a big psychological impact on him. If he wins there, a sign hell be willing to fight this out. He fundamentally thought in 201 hiclintons vulnerabilities. If he wins hell be making the same argument all over again. Of course this isnt 2016, this is 2020 and running against joe biden is fundamentally different than running against Hillary Clinton. Im not convinced that some of those arguments about trade and manufacturing are going to land against joe biden. Listening to Bernie Sanders right there, hes going to fight hard through tuesday and beyond. But he started to signal that maybe not take this all the way if the numbers arent there. Theres a difference here, one of the differences here in 2020 for the democrats, in 2016 Hillary Clinton was the bogeyman, republicans wound up getting behind donald trump because we cant have Hillary Clinton as president. The exact opposite is happening this time. Democrats are looking at donald trump and hes the bogeyman to them. So even someone like Bernie Sanders whos not going to run for president again, hes 78, he knows this is his last shot, but he doesnt want to be the guy whos blamed for reelecting donald trump. One last thing about michigan, i do think theres great potency to the trade issue. If i were the sanders people thats what i would be talking about. Thats what the president s talking about, too. On fox, he continued there to talk about trade with joe biden. He sounded a lot like Bernie Sanders talking about joe biden. One thing that joe biden has that bernie doesnt, the auto bailout which came out of the term, resources sanders voted against it. The resources to save General Motors and chrysler, we used the resources to save the Auto Industry and the manufacturing jobs that are left in the Auto Industry came from the resources. Listen, but heres the thing, is biden smart enough to do that . Thats the other point i want to make is that, yea, joe biden is clearly the frontrunner now but theres no theme to the biden campaign. Theres no theme to it. No organizing principle behind it other than i can beat donald trump. Im the best person to lead the ticket. He better come up with something and thats an obvious. Alexis, one of the things that we saw tuesday, turnout increased in virginia and texas, we saw democrats come out and that was less a projoe vote than antitrump vote. Antitrump vote and to an extent an antisanders vote. Theyre giving them a real valuable alternative to someone like Bernie Sanders to vote for who they think can defeat donald trump. Atg tmp maybeotage about be the most complex message, but they priorityize beating trump, to hammer that message and he can win 10 out of 14 states on super tuesday is really important. For michigan, its not just trade its health care. Michigan gave birth to the nations awe or the workers. Think about how many Union Workers i have talked to, other reporters talked to who are torn over this idea of medicare for all. Having their health care they negotiated and replaced because of a governmentcontrolled health care plan. I wouldnt discount another health care issue. Womens reproductive rights. That to me signals that he knows a lot of female voters in the Democratic Party are really grieving with Elizabeth Warren being out of this race. A subtle way to speak to voters. He may not get her endorsement before michigan her campaign basically said she doesnt owe anyone an endorsement. Does anyone think that joe biden isnt prochoice . No, champions of these issues. These are inside baseball arguments. In the end, none of them should be talking about health care. If anybody should be, it should be biden saying, bernie wants to take your Health Care Away from you. Thats the argument in michigan. Bernie shouldnt be talking about health care. Couple of things i think that democrats need to step back, bernie didnt produce a surge of vote. In fact the surge was on the moderat on t2018. And number two, and i say this as a fundraiser, money isnt everything. I used to say, the two billionaires got 8 delegates combined. Thats not everything. Third, while this notion is important about identity, you had africanamerican voters overwhelming vote for joe biden. When Elizabeth Warren did not win women voters, didnt win them in massachusetts. I think the analysis, and i go back to what kennedy and obama said, when they both ran, when speaking to religious leader he said im the democratic nominee who happens to be catholic not the catholic nominee running for president. What joe biden said the depth of his message in a broad coalition. We heard President Trump start to look ahead to the general election, not sure he believes that joe biden is a weaker candidate than Bernie Sanders. But alexis, this is now happening if biden continues to do well on tuesday and beyond against the backdrop of this coronavirus crisis, which really does seem to have kind of blindsided the white house, and they know now the impact could be severe on the general election. Well, thats whats so fascinating. Something that ive been looking ahead to. Looking ahead to the spring and summer, if the markets start to tumble, continue to tumble because of coronavirus and the president has to go to congress and ask for an economic stimulus package of some sort, or packages of some sort, democrats in congress will have to decide whether or not theyre going to approve this package. Essentially potentially reelect the president. Tical calculus is only thing to consider when youre dealing with coronavirus and the Economic Impacts. That puts them right before the nominating conventions and the general election if it comes later in the summer. Chris, it seems the president s initial impulse on this to do Anything Possible not to spook the financial markets. Listen, i went through something on a smaller scale during hurricane sandy, and the fact of the matter is that the only way you reassure people is to be strong, to have a plan and to be aggressive. The idea that some americans would have to in any way worry that theyre not going to have the relationship with the federal government because they live in a blue state instead of a red state doesnt speak well to his ability to calm fears or keep people comforted in this kind of crisis. Chris christie, the president s first tweet this morning attacking the media for the way were covering it. He seems to want to go back to the playbook that works for him. Listen, theres still time to be able to be very aggressive because the severity of this in our country right now he lost the initiative. Its not the way i would have done it. So, you know, you still have time, though, to be able to put forward some very aggressive forwardthinking steps to be able to get peoples confidence and so, listen, all the old playbooks will be out in a couple of weeks because we could be sitting here in july and august with conventions that arent going to happen, depending on how this breaks we could be sitting here watching the ncaa tournament with no fans in the stands. So were entering into a whole different social realm now. That everyones going to have to react we havent wrapped our heads completely around. My view is, on this kind of stuff, rahm is right. We have been through things lik finish that thought. Rahm was right. Rahm was right. But when the ebola crisis went on, we had a nurse who came with an elevated fever to the airport, i made the decision to quarantine her for three days at the hospital. If she had ebola, the impact that would have had on the citizens was monumental. I was putting their Public Safety ahead of the interest. We know that their relationship has been a little rocky over the last few months. Mark meadows is a staunch e hill. E for the president on we know the president loves and rewards loyalty. Meadows is going to replace mulvaney. Staunch advocate. Another way to put this, this is someone whos good on television and hes basically been auditioning for this role for the last few months and we know as you said the president really loves to see his advocates who are willing to go in front of the camera day in and day out.
