A commanding win, thanks to overwhelming support from africanamerican voters who make up more than half the democratic vote in South Carolina. Bernie sanders and tom steyer far back and steyer has now dropped out of the race. The former Vice President will come away from South Carolina with 36 pledged delegates. He now stands in second place behind in that allimportant Bernie Sanders is ahead in the biggest states and the most organized organization. The big question for biden now, can he make this a twoperson race and stop sanders from getting an insurmountable lead in delegates . Biden framed the choice last night. The democrats want a nominee whos a democrat. An obama biden democrat. So join us, folks, win big or lose, thats the choice. Youre fighting from behind on super tuesday as you know, senator sanders announced he raised 46. 5 million in february. Hes polling ahead in most of the 15 contests, way ahead in california, the biggest prize, he has 23 Campaign Offices there, you have 1, isnt senator sanders poised to have a big delegate lead coming out of super tuesday . Well, look, george, im not a pundit. He obviously has outspent me 10 to 1 or beyond that, but i think its as much the message and what we stand for and what were going to do and the idea that bernie is going to be able to win he can win california, whoever the democrat is will win california in the general election but we still have to come along and win the senate, we have to win in north carolina, we have to win in georgia, texas, florida, et cetera, and i think i do very well in those states as well and i havent been able to spend the kind of money that i have although we did very well last night, so far this month, we raised about i guess close to 18 million, 5 million just from the win last night, 24hour period overnight. I think things are beginning to move. Where can you win on tuesday . Well, i think we win north carolina, i think we can in win georgia is georgia tuesday . Georgia isnt tuesday. I misspoke. But anyway, i think we can in the upcoming states, i think we can win most of the southern states, were in contention, including in texas. Its going to be very hard to make up the ground in california. But i think we can make up a lot of ground in california in three days. And so i feel good about where it goes and super tuesdays not the end, its only the beginning. Were about even on delegates. We have more popular votes thus far than sanders does. I feel good about going places where i have always mad significant support. That endorsement from jim clyburn in South Carolina really made a difference for your campaign. He delivered some tough love to your Campaign Last night. Lets listen. We need to do some retooling in the campaign, no question about that. I did not feel free to speak out about it or to even deal with it inside because i had not comm committed to his candidacy. I have now. Im all in and im not going to sit on the side and watch people mishandle his campaign. Is he right, what kind of changes are coming . Well, theres a lot of changes coming. This is as you know from your past experiences years ago this is a matter of addition not subtraction. Were adding additional people who are very competent. I feel good about the top part of my campaign. Weve had some difficulties across the board in terms of field organization. Thats getting better. Because, again, we got outspent 40 to 1 in South Carolina. We probably have been outspent larger than that. I dont know the numbers. I know South Carolina, but now were in a position where were beginning to raise some real money. We feel good about where were going. We can always improve. I can always improve. You served as Vice President for eight years under barack obama. Is the fact that he hasnt endorsed you, is that hurting you and is it time . No, its hurting me and i dont think its time. He and i have talked about this since the very beginning. I have to earn this on my own. The first thing everyone said when i announced, the opposition the democratic opposition said that biden feels entitled because hes Vice President. Imagine if the president endorsed me, biden feels entitled because the president endorsed him. The president and i are close friends. I have no doubt when i win this nomination hell be out there full bore for me. Even if you have a good night on tuesday, senator sanders is likely to have a large delegate lead, and it could open the possibility that he has the most pledged delegates going into the convention, but not the majority, why shouldnt the candidate with the most pledged delegates be the nominee. For the same reason when he thought when Hillary Clinton had the most pledged delegates that she should be the nominee. The process is laid out. You know, dont you find, george, you know thats not a lot of consistency coming out of some of these campaigns. He wanted to make sure that he didnt enter with the most delegates and be the automatic nominee when he was running against Hillary Clinton and all of a sudden he has a epiphany. I think the process is laid out. Im not certain hes going to go into this convention with the most delegates. Lets lay this out, though, this goes straight to the convention, hes in first and youre in second, whats the argument that you make to the superdelegates to be the nominee . Because i can win and i can bring along Democratic Victory up and down the state. I can win the United States senate. Atop the ticket. I can keep the house and increase the number of the house. I can go into every state in the nation. I can go into purple states and we can win. But thats my judgment, but thats just my judgment. Its up to them to decide. Most people i know, whether they are establishment democrats or just people concerned about making sure that we not only beat donald trump but have enough votes in the house and senate to pass progressive legislation, like i proposed, know that we have to do better up and down the ladder in terms of state and local races. And look, in 2018, george, we went through this before, you and i, i went into 24 states for over 65 candidates they wanted me in and we won, we won. We were asking me to come in. I dont know if they asked bernie, they may have, i doubt it, because they know i can be value added to their campaign. I can pick up independents, as before you go, i want to ask you coronavirus. How would the overall response to this virus have been different if you were president . It would have be fundamentally different. We set up with the ebola disease that we were concerned, a transpandemic disease that existed. Right now, you have this president hasnt allowed his scientists to speak number one, he has the Vice President speaking, not the scientists who know what theyre talking about, like fauci. Number two, they havent even prepared a test kit to determine who a person has the virus. Theyre not available. Now theyre saying theyll be available by the end of the week or next week. They havent set up a pattern on how to proceed. They cut the funding for the cdc. Theyve cut the centers for disease control, they cut the funding they tried to cut the funding for nih. The National Institute of health. They have eliminated the office we set up we set up in the president s office to deal with pandemic diseases. This has been outrageous the way they proceeded, they should let the scientists speak. Ive been talking about this for a while. They dont even have a test kit. A test kit to determine whether or not someone has the disease. Look, this is about knowing where it is, who has it and how to deal with it and i see i see no preparedness other than a political talking points putting someone in charge whos not a scientist and muzzling the scientists. Last night. Biden did very well last night. But we did win among young africanamericans. In National Polling were beating him nationally certainly among younger voters. Were putting together a multiracial, multigenerational coalition of africanamericans, latinos, whites, asian americans. Were raising more money from grassroots. In order to beat trump were going to need the largest voter turnout in the history of this country and i dont think you can do that unless you have a message that appeals to the working class and the middle class of this country. Who have been ignored too long by the political establishment of which joe biden is part of. You did raise a ton of money in february, no question about that, 46. 5 million, but across the four primaries and caucuses so far, the democrats havent seen that kind of increase in turnout youre calling for, they havent reached the numbers we saw in 2008 . But, New Hampshire had a recordbreaking turnout last night, a large turnout in iowa where we won the popular vote, we saw a significant increase in young peoples participation, and well see what happens on tuesday. But my guess is that we have an excellent chance to win some of the largest states in this country and states all across the state because of the coalition that were putting together, because of the issues were talking about, you know in america, people understand that theres something fundamentally wrong. Were the only major country on earth to not guarantee health care for all. So i think the ideas that we have, the focus on climate change, the existential threat to this planet, is what the people of this country want to hear discussed. You also called your an existential threat to the democratic establishment. I guess that includes House Speaker pelosi and democrats in the house and the senate. Dont you need their support to win in november, one of the big pictures that Vice President biden was just making he can make sure that the democrats hold on to the house, take back to the senate, and youll be a burden for House Democrats and Democratic Senate candidates come november . George, that was in may, california the last primary was in june, and what i said is, at that point, if i can create momentum and if we win the california primary, then i think superdelegates might want to rethink where we are at, taht was before the end of the process. They said pandemic refers to an epidemic that has spread over several counties or continents usually affecting a large number of people. The virus is in 60 countries, more than 87,000 cases, almost 3,000 deaths, that seems to meet the cdc definition of pandemic. You know, ill leave it to the World Health Organization to decide if were there. Were not changing anything were doing whether someone labels it it this or that. Were following the science. We wouldnt be doing anything differently. You mentioned the transmission now inside communities. We have this acute problem inside of washington state. They declared a state of emergency, the first death, the real concern is, the virus may have been spreading for weeks, is in your judgment, are they doing enough to stop it, how many cases are we likely to see there . We have always said publicly from day one we would see more case, spreading here in the United States and this is exactly what weve been predicting all along. Were deployed out there with the state of washington, and the health department, in seattle, were working closely, were trying to discern how did these individuals contract the coronavirus. Were ramping up testing. We now have 75,000 tests available out there in the United States and over the next week that will expand radically on top of the 75,000 tests available. We just heard Vice President biden criticize the administration for the slowness in getting that testing fully operational. Why has it taken so long . We have tested over 3600 people here in the United States. Im not sure what he meant theres no lab kit. Because with historic speed the cdc developed a lab test. We granted emergency use authorization to the fda. There was a third element to the initial test because we do believe in quality testing here in the United States. There was a third element to the test that was specific to all coronaviruses. Some labs were unable to replicate and validate their own performance. But we have been open for business at cdc for testing. We have no delays on testing there. As of wednesday, we authorized over 40 labs to use the test with only the first two elements specific to the coronavirus. Yesterday morning, we authorized home test by Clinical Labs around the country. We have the ability to test 75,000 people in the field at this moment. That will increase radically over the next couple of weeks. Is it time for broader surveillance testing, communities, taking in people who may not be showing symptoms . Its important we test people who have any type respiratory symptoms thats unidentified. A week and a half ago we expanded to six key cities. If anyone tested for flu they also will be tested for novel coronavirus. Thats a key part of our emergency supplementals. I want to expand that kind of surveillance testing nationwide as soon as Congress Gets us the money that will be out there throughout the country. Fauci has said with respiratory illnesses youll see sometimes asymptomatic spreading, but thats very odd if that was the driver of largescale infection. You really need to focus on the individuals that are symptomatic. You identify cases, getting them diagnosed and get them isolated and then do the contact tracing, and then engage in the types of Community Mitigation measures that bring this down slow contact with individuals, social distancing, but it really does depend on symptomatic presentation. Should americans be prepared for a dramatic increase of cases and more disruptions to their daily live . I think its very important treat the American People like adults. Well see more cases. That well see continued community spreading in the United States as were seeing around the world. Health system and the sewer vie Surveillance System in the world. Its on to super tuesday, which is less than 72 hours from now, and were going to stun the world. If were going to beat donald trump in november, then we need to take him on in the swing states like north carolina. My campaign is built for the long haul and were looking forward to these big contests. Everyone looking ahead to super tuesday right there. Lets talk about it with our roundtable. Joined by chris christie, heidi heitkamp, matthew dowd, and yvette simpson. Matt, let me begin with you, how much did the race change last night . A ton. This race changed in 30day time. Frontrunner and now a e biden weak frontrunner with Bernie Sanders again. This race as i have said from the beginning is going to be filled with twists and turns. But tuesday night, yvette, is such a huge night. Youve got basely a third of the delegates in play. It does appear that Bernie Sanders is going to get the majority of the delegates that night, but still has real pockets of weakness. Especially in the africanamerican community. You know, particularly among older africanamericans. South carolina really exposed that weakness. The fact that over 40 voters who were africanamericans supported joe biden. North carolinas a little different. More moderate, more religious and more conservative and resistant to change. But i do think he has a lot of work still to do among older africanamerican voters. And well see how that transl le we knosissippi d tecontests h tt works across the south. It does, heidi heitkamp, this looks like this is moving toward a twoperson race. Youll see these numbers continue to percolate and evolve. But last night, lets admit it, it was great night for joe biden, he t bimp i think you told you, george, he got 5 million overnight. Thats an infusion that he desperately needed. I think its really important not to look at you know whos winning each one of these primaries, but how many delegates are they getting, how many delegates are being allocated, and if you cant break 30 in a democratic primary should you be the nominee of Democratic Party when 60 of the rest of the Democratic Party say we want someone other than you. That will be the argument that plays out over the next several months. It appears, chris, like President Trump wants to play a role in that process. Every chance he gets he wants to play a role in everything. Thats the president. He wants to play a role in everything. He wants to be the center of attention all the time. Thats no surprise. As i watched last night, what im thinking is, it might be too little, too late for joe biden, in this respect that, you know a lot of people have already voted. Especially california. Right, but in a lot of other places, too. Early voting is pretty much the norm across the country in terms of being available. You know, a lot of people will have voted well before they saw that big win last night. And the 5 million overnight is great but it doesnt mean anything for tuesday. It means something for beyond tuesday, so i think Bernie Sanders will have a big night on tuesday night. It wont be determinative. The key is, whos going to drop out after tuesday night . Is Elizabeth Warren going to stay in, is mayor pete going to stay in . Is Amy Klobuchar going to stay in . Those are the questions. The more consolidation, the more it gets to binary choice, thats when people really get to make a determination. George, we have learned a lot of things in this process. One of the things that we u nc the last 72 hours that he would win by 29 points. Nobody expected that. A small amount of time between now and tuesday, it will be hard to capture whats going on in all these states across the country. I think every poll before now you could ignore. And yvette, one of the Big Questions for biden, that cluster of states across the south, virginia, north carolina, alabama, arkansas, tennessee, if he gets the kind of percentage of the black vote that he got in South Carolina, he could have a pretty decent night. He could, but the question is, is there a jim clyburn willing to put their name on him that has that kind of infrastructure, i dont think theres any state like South Carolina where hes going to get that momentum. Well see older black leaders starting to come out. Will that be enough in that st crystallizing through this h primary process, coming down to biden and sanders, you heard it on the air right therebernie biden saying, if you go bernie youre going to be hurting democrats running for the house and the senate. Theres an old adage, give me an older voter over a younger perspective voter any time. Older voters will show up on election day. Its important to not only look in the primaries, this all happens not in a vacuum. We got the coronavirus, we had a interview for senator sanders on 60 minutes, where people went, maybe, whoa. Support of fidel castro. Right. And you had joe biden with that beautiful moment with the pastor in South Carolina, reminding people what they really liked about him. This is an emotional choice that people are going to make. I think elizabeth is going to do better. Shell do better than what people will do. She might sanders. Shes never been popular in massachusetts. If you look at her favorability ratings. Shes a National Political figure and i think when women, especially young women, look at the choices only going to be older white men, i think women might come out and say we need to make a statement for someone thats been the choice for Elizabeth Warren in four contests and shes got 8 in every one. And nows the third older white man on the ballot, bloomberg, still the biggest x factor. He was facing pressure from joe biden to get out of the race. Hes not getting out before they vote on super tuesday, no chance hell do that. And i do also think that Mike Bloomberg is a practical guy, i dont think hes in this for an emotional reason other than to beat donald trump. If bloomberg sees after tuesday that he really doesnt have any traction, his values, is hes a republican. A core h vall oside of gun control and climate, hes a republican. Hes been a republican, he was an independent and now hes a democrat because its convenient. They know that. You saw his numbers in the South Carolina exit poll. He did do advertising, even though he wasnt on the ballot. So i think bloomberg has big choices to make on tuesday. I think matts right, any of the polls we have seen up until now dont really matter. Well see what the new dynamic means to those voters, the ones who havent voted when they go to the polls on tuesday. Matthew, what might bloomberg do with his money Going Forward . Certainly, we have to reassess how much money really matters in this race. Tom steyer didnt make the threshold in South Carolina. He outspent joe biden 18 to 1 in South Carolina. One of the questions we have to ask. I think this democratic race, going to something that heidi said, it ahs three fundamental questions, were down to a twoperson race. First, joe biden raised it. Electability. Who can retain the most people in this race . Its, do voters want incremental change . All candidates are for change. Anyone rniin anincurl bent is a change candidate. Do you want incremental change or more fundamental change with the nature of the economy . Third, theres an emotional choice here between Bernie Sanders and joe biden . Do you want somebody whos full of that anger, full of that fervor, willing to take that whole system on . Or, do you want someone calm, relaxed, we can do this . I want to bring the country together. I think the Democratic Party has to ask themselves on those three choices whos the best one. Even if bernie has a good night on tuesday it looks like hell be on track for a plurality at the convention, but not the majority, this question could be met in milwaukee. Someone going into milwaukee with the lead but not a majority and then who knows what happens. Absolutely. I think the longer you get these moderates corporate democrats staying in, the more that happens, hell probably get nearly as many delegates. Bernie sanders said it earlier, you want to be appearing to robbing these folks of the candidate theyve been voting for all along. Replace the person going into the contest has the most votes. His strategy in 2016. I dont think thats true. I was hoping hed set the record straight in the interview. His original position was that he did not want superdelegates at all, and that was not going to fly. All right, they started to negotiate. Thats how we got to the second vote. 500 superdelegates on the second vote. That was a negotiated point. We really do as a party have to get to more of a democratic process. All these people out to vote. All these delegates. A race of 500 he got the process he negotiated to. The original position was, eliminate all superdelegates. Honestly a conversation we should have. Why do we through all of these contests when 500 people can decide in milwaukee that theyre going to vote for someone else . Lets ignore for a moment of the superdelegates. If he comes in and has only 40 of the pledged delegates. I dont care if its any either and 60 of the other pledged delegates say were going to go with joe biden. Sthat peon didnt have those votes. This is what its doing its promoting the elite over everybody let me give me an analogy here. This is a nineinning the process of selecting a nominee is a nineinning game. Bernie sanders argument is, if theyre ahead after the seventh inning we should call the game. The process is, if you dont have enough delegates, the other delegates can get together and say this is who we want before we even get to the convention. Elizabeth warren or Pete Buttigieg want my delegates to vote for this candidate. Thats part of the game. Superdelegates are part of the game. You can act like you dont want them. Thats the process. Chris christie, youre happy to stay out of this conversation. Youre not coming to milwaukee . Ill be in milwaukee. We talked about, we started this at the beginning, we talked about the democratic primary being the most diverse, from an ethnic, racial and gender perspective. Heres what we got, the three main people for tuesday are three white men between the ages of 77 and 78, thats the diversity we got in this democratic primary. So, you know, i think theres a lot that needs to be looked at Democratic Party wants to be reflective of their voters. And the energy of the party, is joe biden going be able to build the infrastructure and get people energized. Yes, Hillary Clinton won the popular vote but she did nowhere close of what barack obama did in energizing the elect even Bernie Sanders conceded in the interview that he hasnt beat obama yet in trying to organize and energize new voters. Lets look at New Hampshire, bernie got 152,000 votes in New Hampshire. He got half of that in the last New Hampshire primary. Not only did he not perform as well as he did in 16 he really underperformed and the whole point of this, and you know you accuse us all the time, chris, of playing identity politics, but we have three different people with three different ideas on how to run the country. Democrats are picking the idea where were going to head towards in public policy. The difference between Bernie Sanders and joe biden is pretty stark, in terms of medicare for all, in terms of tax structure. So, you know the bottom line is, you do have diversity, you have diversity of ideas which is a great diversity. Were remindd that anything can happen this week. Matthew, we saw this huge drop in the stock market as the coronavirus continues to spread, that creates quite a different background in the general election. This is a global crisis. It focuses on the leadership we want in america in the midst of a global crisis, on one hand. That raises huge concerns. The economy has taken a major hit, which has been whats held donald trump to his 43 or 44 . If that disappears thats a huge problem for him. Third, it raises the concerns about what were not doing on health care in this country and infrastructure. Because were not funding rural hospitals. Where this is going be front and center. Were basically providing health care through Emergency Rooms because of a system that we dont have access and affordability to. So that issue of health care is going to be huge. The president seemed concern this week. Listen, i think he should be. This is a significant crisis to deal with. He should be concerned about it. I think hes concerned about it. Listen, hes not going to change who he is. We have had this conversation dozens of times. Hes not going to ring the bells and yell and scream like its a crisis, but when you listen to dr. Fauci, and i heard Vice President biden, who i like, but trying to say that somehow these people have been muzzled, i saw fauci give complete answers, full answers, and very, very smart at yesterdays press conference.
