It is the first confirmed case of transmission from an unknown origin. It sounds alarming. But the governor said it wasnt a matter of if but when a case like the would come along. Their the case yesterday are understandably gentle rated a lot of attention but didnt surprise anybody standing here. Reporter Governor Newsom tried reassure an anxious public in the wake of californias first confirmed case of coronavirus covid19 with an unknown origin. We knew this was inevitable as it relates to the nature, the epidemiology, the nature of these viruses, that incident would occur. Reporter Little Information is being released about the patient from Solano County but currently in treatment. Shes a female who was out in the community for several days. She was not in contact withist in evacuees isolated at Travis Air Force base, and Health Officials are tracing everyone she might have had contact with. Theyre contacting individuals who might have been exposed and theyre isolating them. Reporter newsom urging the most urgent need is for more testing kits with quick turn around. It was just moments ago we were on with the cdcs director learning about our ability to expand testing in the state to receive more testing kits. Reporter there have been 33 confirmed cases in california. Five of those patients have left the state. 24 of the total number were among evacuees from asia. Seven were travelrelated. One person to person. And one of unknown origin. The states unknown Coordination Center was activated last everybody in this country is rightfully anxious about this moment. I think they should know that we are meeting this moment with the kind of urgency that is necessary. Reporter now the governor and state officials would not reveal which community or city in Solano County the patient who is being treated here is from. They kept saying that they have established protocols to not only locate but interview anyone that she might have had contact with and they said that there is no risk at this point to the larger community. And he said at this point, california has maybe 200 of these kits and thats not enough, given there are more than 8400 people in the state right now that they are monitoring at this point. The cdc is assuring them that there will be more testing kits on the way to california in a matter of days. The governor. Every state was having this problem. Wasnt just california. All right. Reporting live, thank you. A uc davis student is being monitored for the virus. The person is being quarantined as are her two roommates who are not showing symptoms at this point. Officials said they think the student had contact with someone with coronavirus but would not specify where. In Solano County, along with declaring a state of emergency, they have activated the Department Operations center. Solano county thats the will be giving an update on the situation in about 30 minutes. Eric . Some local Health Officials are it their business to concentrate on replacing rumors with facts. Only a very small percentage get seriously ill. Another very, very small percentage, its fatal. Going overnight into early sunday morning, well see some snow developing. Some light showers offshore. It doesnt look like anything measurable will fall in the bay area as the storm winds down. The rainfall estimates, if anything does fall, it wont amount to. 01 of an inch of rain in a few isolated parts of the bay area. Overnight, we see high clouds and a few low clouds as well. Authorities talking about a case there. But first we have other news to bring you. 33 cases of the virus in california. Governor newsom said there have been 33 cases, that is, of the virus here if california. Solano county declared a state of emergency after a resident tested positive for the virus with no clue as to how she may have been infected. We are expecting an update any minute. In fact, it is starting right now. Lets go to that News Conference in Solano County. A little background. A woman has tested positive who lives in Solano County. A home to Travis Air Force base where dozens of people infected in china or only cruise ship have been treated. They dont know though what happened with this woman. She had no connection to that base or anyone there. And obviously as they get the audio set up there, it is the biggest concern. If you dont know the means of transmission, it opens up conerns. Lets go there now. My pleasure to introduce to you the county Public Health officer. Good afternoon, everyone. I want to begin by letting all of you know that the cdc has confirmed a Solano County resident has been identified with coronavirus with no known exposure to coronaviruspositive individual and no travel history. The implications are that this appears to be a Community Acquired case of coronavirus. Which would be the first in the United States. It is worth noting that Community Acquired coronavirus has been an issue under discussion in multiple countries for quite some time already. And it is worth noting that most respiratory disease thats we experience could that with a range of symptoms from asymptomatic to very severe and it is very unusual for a respiratory illness not to have some transmission from people who are not showing symptoms or very mild systems. So this type of spread is not at all unusual and it is something that weve been expecting and planning for. We do want to nonetheless assure that the health risk for acquiring coronavirus remains very, very low. The disease has been evolving since it was first described. This has been a very dynamic and rapidly changing disease that weve been dealing with. Weve also, in order to allow to us vest more efficiently, we have declared a Public Health emergency in the county. With regard to the individual in question, this patient, we dont know what their exposure was. So we dont know where the patient was exposed. We know the patient became ill waurgs hospitalized in our county sorry. The patient was hospitalized in our county at a local hospital, became progressively more ill. Was transferred to uc davis in the s sacramento. At some point the patient became ill enough to warrant testing for coronavirus and it came back positive. It was noted the patient wasnt tested prior to that because they werent sick enough and they had no connection to any of the known risk factors for coronavirus. So it represents a scenario that while we knew we would have to deal with it, we were not able to predict for that individual. It is also very important to note that this individual is not a repatriated evacuee at travis. Weve had multiple plane loads of evacuees at Travis Air Force base and this patient has no connection to any of the people involved in that evacuation process. This does appear to be a person who genuinely did acquire their illness in the community. Because the patient did not initially meet the cry tear he i cant for coronavirus, the person was not in isolation initially. Which means there were multiple Health Care Personnel who were exposed to the individual. At both hospitals, we are at present aggressively evaluating everyone who may have had contact with this patient. They have been identified and their risk for exposure is being assessed and they are being put into categories. Some are in isolation, some you understand quarantine, some represent too low a level of risk to warrant either of those types of approaches. But the hospitals are working to properly address the individuals in those environments. Solano Public Health is working closely with our state partners and they have agreed to provide us whatever support we need, as has cdc. We were fortunate that there are already personnel at travis dealing with that to have the assistance we needed. We want to call out kudos to the personnel for that repatriation effort and for the work theyve done with us, as well as travis Public Health for their assistance as well. In addition were working all of our neighboring counties. The personnel who work at uc davis work in multiple counties. We need to work with our partner counties to make sure those individuals can be appropriately quarnled and isolated with the assistance of whoever is most appropriate for that individual. At this point here in Solano County, were transitioning from trying to contain the disease to more of a mitigation approach. We recognize if we have community spread, then it becomes necessary to consider hospitals and other health care facilities. We have recommended they document the more aggressive stance to those who dont meet the coronavirus risk standard but nonthe less have respiratory disease. Weve set up to coordinate more efficiently. Weve invited assistance from the folks at cdc. The county is prepared to manage this situation. I will say that it was actually probably rather fortuitous that we were a county that was asked to situation the repatriation effort. Our hospitals and our personnel and our local public Health Officials have been very aware and very comfortable in dealing with coronavirus for quite a while now. So when this occurred, we were able to address the problem as efficiently as possible. Form we really want to thank them for carrying the lions share of the load in dealing with those issues. I want to remind people coronavirus as far as we know, and by all indications, is spread in a manner very similar to influenza. So the precaution thats weve been advising people about for many months now to protect themselves against influenza are completely appropriate for the protection of individuals against coronavirus as well. Droplets are the way that it spreads. So if you are sick, we ask that you stay home. If you are coughing or sneezing, cough into your sleeve, into a tissue, not your hands. Wash your hands frequently for so many and water. Wash them for a duration long enough on clean your hands. If soap and water arent available, use an appropriate antibacteria, antiseptemberic. The ability for us to address this exists. We do it every flu season. We want to remind ourselves of the things we need to do to stay healthy. As i say, for the Health Care Workers themselves, we want them to take the necessary droplet and contact precautions for people who come in with illnesses. The last point we want to make from our perspective, we want to remind people, this illness does not discriminate. It runs across all ages, both genders, all ages and ethnicities. And it is very, very important not to be blaming victims in this situation. And with that in mind, i think we can weather this just as weve weathered similar events in the past. We continue to check and doublecheck to ensure that weve identified every employee who has come into contact with a patient, no matter how briefly after the diagnosis. As far as the head count is concerned, at this time i can say it is a moving target. Weve identified dozen of our employees on our health team. It still remains less than 100. I want to ask employees to consider the patient privacy. I know youre doing your best to report on all facets of the story. Some of our employees, however, are being contacted where they work, through their private emails and their cell phones. Please respect their right to privacy as well. Theyre saying that this patient came into contact with up to 100 people in a hospital setting. So now you have to track down all of those people. Some of them may have the virus. Theyve been out in the community. You can see how this can spread like a Mushroom Cloud is that some may end up in quarantine. and some are being asked to stay hope and be monitored. What about others who may not show any symptoms for a long time and youre going about your business. Thats why containment is so hard with the coronavirus. You watch the debates, you hear the candidates, one after the next says this is why i can beat trump. Im the one who can beat trump. The menning on the way is so consistent. This is why i can beat trump and this is why that other person cant. Im joined now by San Francisco chronicle columnist phil, as we end this series, weve been exploring the california primary. We want to look at the number one issue voters say is important to them. The question of electability. Who can beat trump . And it is an elusive goal that everyone says they have what it takes. Bloomberg says he has the money to do it. Biden says i have the experience and the middle of the road. Klobuchar says i have the experience and middle of the road. Pete buttigieg says im the cape here. I can find everybody. All of them claim to be electable. All of them are waiting to see results. All of them are electable if you look at the polls. Any of them could beat donald trump in the head to head matchups. So can you even predict electability . Im going on call the media and the pundits out four years ago where they said donald trump is making all these statements and actions. He seems to be deliberately torpedoing his campaign. You can talk about the popular vote versus the electoral vote. But yes. You try to see who has the organization, whose message is selling, and more importantly, who can get the public with them. It is interesting to look at the ground game. Were seeing a rlot of enthusiam for Bernie Sanders in the state. Hes been campaigning for president for six years, at least. He has the organization out there in the early states of iowa and new hampshire. The others had to go from the ground up and build it. So i think they were more preoccupied with that. Bernie has come to california more often. So he has good ground here. But buttigieg has a ground game here. And others, and warren has a ground game. Wrararren does somewhat. And we havent seen warren as much as we could but we have seen surrogates, as you are Julian Castro was here. Well see if it makes a difference. And we see them all the time on tv no matter what. I think people are ready to vote. The question is which of the candidates will get them out to the polls. We explore all of these issues for the race to super tuesday. All because you related right away and made it personal. So this is the part of the conversation where women come in and do mock conversations with these guys. Ill do it as well. Sit down. Sit down. How is your day going . We bring women in to help them out and they practice building skills so they can feel more confident. So the whole point is getting you to be able to bud a connection with someone in under five minutes. So any person you see is just a fiveminute investment of your time for to you find out if theyre someone you want in your life. If it is someone you want to date, awesome. Maybe its not. Maybe it is someone who will be a good friend or business contact. At least they found out. You are one of these girls helping them. I realize how difficult it is for them to approach girls in general. I wish the guys would approach girls in San Francisco.
