local emergency to line up financially in case of a local outbreak. >> our coverage begins with amanda. >> reporter: supervisors approved that declaration this afternoon. a smart move according to one palo alto mom. there's two cases of coronavirus in santa clara county. there's no evidence of person-to-person of the new virus here. still, supervisors and public health leaders are taking extra steps to keep people safe. >> that passes unanimously. thank you very much. >> reporter: the board voted to declare a public health emergency. there isn't an increased risk to residents. they believe it will respond to the outbreak. >> it makes sure we can spend as necessary. and we get reimbursed from the federal and state government. >> i'm happy the government puts such importance to this. that's where the chinese government failed in a way. okay? they did not notify the population the danger of this o precedents were on a trip when they hit. >> i got on the flight. >> reporter: she was supposed to return to palo alto on january 28th. on monday, she spoke to us from under quarantine. >> i don't know exactly where we flew here, landed here and we've been quarantined. >> reporter: fortunately, she says they are finally going to be released tomorrow afternoon. this is after two weeks at that air force base. >> amanda, thank you. the number of dead stands at 1,016 in china, an increase of over 100. over 43,000 people have been infected worldwide. a person in san diego county has tested positive. that is the 13th case in the united states. this is what it has come to in china. people that reportedly refuse to self-quarantine are being pulled out of their apartments, as the country tries desperately to stop the virus. meantime, here, the person who tested positive for coronavirus in san diego county, landed in miramar on wednesday. that was the first flight from wuhan to the base. and there's concerns that a businessman may be a superspreader, after he traveled to three countries and infleect at least 11 people. he caught the virus in singapore and went to the french alps and switzerland before returning to england. and there's a lot of questions about new problems. >> that's the case in san francisco. there was a proposal to fast track a new shelter for homeless people that want mental health and substance abuse help and not everyone is onboard. >> kate? >> reporter: well, the proposed sha shelter is on valencia street, the yellow building. someone went to the block and all of the businesses. the first page is a press release from the mayor's office. but there are warnings and photos of people doing drugs on the streets. just the latest example of the panic that ensues when the city tries to create housing for homeless people. >> i find ittoday. >> reporter: mission district neighbors backed into a basement monday night, that could be the site of a new shelter for homeless people, with mental health and substance abuse issues. >> i see them every day and it breaks my heart. >> reporter: the district eight supervisor and mayor announced their lanes to lease this building. the 30-bed respite center would be an expansion of the humming bird behavioral health program. it would be operated by nonprofit prc baker places. >> i have a loved one that had a substance abuse problem and went through that system and had a very positive experience. >> reporter: lisa lives directly across the street from the potential shelter location. >> there's three or four different homeless people just on this block. something like this can help them. >> reporter: but a few doors down from the building, the owner of the crepe house has a different perspective. >> human feces, you know, twice a week. we have some, as well. >> reporter: after ten years of valencia street, he says his restaurant was broken into four times last year. he fears the shelter will create more problems for his already struggling business. >> if they want to feel sorry about it, take them to your home. >> reporter: supervisor mandelman told me tonight, if the city is going to solve the homelessness problem, they can't spend six months the night. that's why wind advisories up for the north bay mountains until 11:00 a.m. tomorrow. 50 and 60, as far as the gusts means downed power lines and trees not out of the question. the winds, as you look at the lower elevations, midnight, about 30 miles per hour. strongest winds, still focused in the north bay, 5:00 to 8:00 a.m. at commute time, be careful if trees go down. the same news, an east bay family is sharing their story after losing their beloved german shepherd to a choking incident. it started with a redirected 911 call. >> she was 3 years old. she was still a big puppy. >> reporter: they were set to open presents christmas morning when the family's 3-year-old german shepherd started choking on a ball that had popped out of a larger toy. while they tried to dislodge the call, her daughter frantically called 911 on a cell phone, a call that went into the chp dispatch center on vallejo. >> they would not come out on a dog but they were treansferring her to animal control. >> reporter: they were hold to take the dog to a vet. they raced cora here to this vet emergency clinic in walnut creek. it's more than ten miles from their home and it took more than 20 minutes. what happened? >> we lost our dog. >> reporter: san ramon firestation is less than a mile from their home. >> we have different sizes face masks that we can put on the pets themselves. >> reporter: take all crews, station 32 has a special emergency kit just for pets. >> people treat their pets like they're part o r except san ram valley never got a chance to help because the 911 call
