Some folks with cruise ships have reached out as a result of the discussion, and were looking at figuring out what it would take to make this a reality. Kaplan says cruise ships have been used to house people who were left homeless by Natural Disaster like hurricanes and he believe she believes the Homeless People qualify as a disaster. If it can be used by tourists cruising and other cities, as emergency housing, surely our housing emergency is no less. Advocates say kaplans heart is in the right place but the Council Passed a measure to use city owned land for housing not temporarily but permanently.
