Novato, the rain has been nonstop. This little pond was bonedry as of thursday. And now its full. In her backyard, she keeps this water gauge. Its currently at 5 inches. Over the weekend it spilled over. A week ago we were under a fire watch. And this week flash flood advisories. Its the same story throughout marin county. Novato pd posted these photos on facebook showing flooded roadways on alameda del prado. By the time we moved through, crews had drained the water and the streets were reopened. More rain is on the way. On highway 101, signs are up asking people to watch for flooding. In san anselmo, the rain has caused the creek to rise. Traffic, busier. Reporter . At sol food, the rain is having an impact. The rain has increased our number of deliveries. Everybody is staying home. Nobody wants to leave the office. Thats good for business but there are challenges. Flat tires, also the rain. Its hard to drive in the rain. So traffic is a big issue. For the most part, people are taking it all in stride. Its a beautiful day. Most people try to hibernate when its rang. But youve decided i couldnt take any more hibernation. I needed to get out and get some daylight and enjoy little bit of relaxation. I love his optimism. San rafael and san anselmo are being hit the hardest here in the north bay. Theyve had more than 9 inches of rain since tuesday, and that number is only going up. You saw sun in the emeryville camera. We are seeing sunshine along with clouds. Take a look at live doppler 7. Well show you where the focus of the wet weather is right now. Right around santa cruz, twin lakes. This Atmospheric River has been really aimed at the central coast, san martin, gilroy, monterey road seeing the wet weather. We have very spotty light returns right around our radar site. Roberts road across 29. So the storm on live doppler 7 just hanging out off the coastline, continuing to feed the moisture into the monterey bay and producing some snow in the sierra. Its a level 1 for today and tomorrow. Scattered showers, maybe moderate in pockets, just briefly, and breezy in spots. Hourbyhour forecast, 5 00 p. M. Tonight, you can see still some showers going through the region. This trend continues, but notice as the night goes on, it becomes a little more spotty in nature. The weather is disrupting air travel in the bay area, especially out of San Francisco international airport. The average delay for departure this afternoon is about 50 minutes. Arrivals are really getting backed up, with delays reaching four hours. Abc7 News Reporter Laura Martinez checked in with travelers earlier today. The monda morning commute was even harder after a night of heavy rain and a surge of people traveling back from the thanksgiving holiday. At sfo, ticket lines were packed and passengers were experiencing travel delays. So my flight was supposed to be at 9 00 a. M. This morning. But then i got here, it was delayed until 11 30, meaning i was going miss my connection flight from portland to eugene. So now im flying to seattle. But glance at the flight board shows the majority of flights appear to be running on time. My brother took a redeye last night from here to kansas, and his was totally fine. So i was i should be okay. Didnt expect this much of a delay. Future jason schmidt, its been a long night. I was supposed to get in last night at 1 00, and i arrived just now, and i had to stay over in dallas. Weather made for a difficult trek back from miami. Because there is bad weather here. There is bad weather in new york, and the reason that we stopped in dallas wasnt because the weather here, but because the plane couldnt make it because there were winds along the way. Kris reyes is life with more. Kris . Good afternoon, dan and kristen. This is the memorial for the woman killed friday night. A reminder of just how dangerous this stretch of road can be. Now obviously i had to cross the street to get to this side. And even that was a little scary. The speed on this side, 40 on that side, 35. You can see no stoplights, no stop signs. And it didnt take long for us, by the way, to witness some of that dangerous driving for ourselves. As you can see, you can see its an idiot spinning donuts. This happened right in the middle of our interview, and its exactly why Tim Yamaguchi refuses to cross this intersection in his neighborhood. Wow. Is that normal to you . Thats the first time ive ever seen it in the daytime. But i know that they speed up and down here over at night. That screeching hatched at rock avenue and niles boulevard, right in front of a memorial for suzanne oggi. She and her dog were hit and killed a block away while on the crosswalk friday night. The driver took off and so far police have no leads. The family needs closure. Well need to know what happened. And im sure this person has a conscience and would like to come in and give his side of the story. Police believe the suspect is a white male in his 50s, gray hair and glasses, possibly driving a sedan with some frontend damage. Abc7 news spoke to oggis son over the weekend. She is going to be really missed. Fremont city council is set to talk plans tuesday night for a new traffic signal at rock avenue, as well as flashing beacons for a Pedestrian Crossing at el portal and arroyo parkway. That crossing is very dangerous. Theyve been needing something for a long time. Even in the side streets sometimes we see people speeding 40 miles an hour. Weve got to move forward and prevent anything like in the future. People that have lived here for a long time, we pay taxes and everything. Why cant we have a couple of stop signs to make our life easier . Fremont has been a leader in prevention with a program called vision 02020. And theyve reduced this type of traffic incidents by 20 in the last few years, but still some areas of concern in this growing city. The population has been growing so much over the last few years. Nearly 900 people were arrested throughout california on suspicion of driving under the influence over the holiday weekend. The chp says between 6 00 p. M. And 9 00 p. M. Wednesday and 11 59 sunday, 867 arrests were made. And here in the bay area, there were 173 arrests. The chp says there were two collisions that killed three people. Its hard to believe, but today is the third anniversary of the ghost ship fire in oakland. 36 people died when that warehouse went up in flames. A memorial to the victims, many of whom were artist, was held at a church last night. The music and the art by those who died in the fire was put on display during the memorial. Friends and family gathered to remember their loved ones by sharing some of their most prized works. Jonathan burbom was one of those who died. Me and my parents, events like this are really healing and getting a chance to have his work out there and share it is something thats really comforting. The reverend of the Lake Merritt United Methodist Church says the memorial also serves as a reminder of the citys responsibility to protect the lives of its residents and artist, especially who are particularly vulnerable. In the south bay, repairs are being made at Regional Medical center in san jose after a Water Line Break flooded some of the building. You can see a thin stream of water coming from the ceiling. Look at that. A spokesperson says the break was in a water line in tower three, the oldest part of the building. The area is just used by administrators, but medical staff and First Responders did have to move medical equipment out of the way. Of course they dont want it getting wet. A 17yearold wisconsin boy is expected to survive after being shot by a School Resource officer during an armed confrontation inside a classroom today. The incident happened at Waukesha South High School just outside of milwaukee. Police say officials received a tip that the student had brought a handgun to school. The School Resources officer and local Police Officers responded. They confronted the teen inside a classroom who they say ignored their commands to remove his hands from his pockets. The suspect removed the handgun from his waistband and pointed it at the officers. An officer was forced to discharge his firearm, striking the suspect. Officers immediately performed medical aid while removing the remaining students from the classroom. No one else was hurt, and classes are expected to resume tomorrow. Meantime, students at Saugus High School in Santa Clarita headed bac to class today more than two weeks after a student gunman killed two classmates and wound lead others. Students were greet bade beefed up Law Enforcement presence, a team of Mental Health counselors and roving therapy dogs. Im not going to lie. Its been very cop fusing and difficult these last two weeks. However, as unwelcomed and unwanted this tragedy has been, the response from our community has surpassed any expectations. Saugus high had been closed since november 14th when police say Nathaniel Berhow came to the campus and opened fire. He turned the gun on himself and died a day later. More than 50 World Leaders were attending the cop 25 conference as scientists warn of an urgent need for countries to take action. One of the biggest topics will be the paris climate accord. The Trump Administration officially pulled out of that deal last month, but today pelosi vowed a congressional commitment to fight the crisis. You will notice some light showers at this hour. It wasnt exactly light everywhere. Take a look at the past 72 hours. Over 7 inches in kentfield, ben lomond in the Santa Cruz Mountains getting close to a half a foot there. Quite a bit of rain. If you were in the rain shadow of places like livermore, san jose, anywhere from. 43 to. 59. About a half an inch at the oakland airport. Two inches in fairfield. Here is a look at the temperatures. Theyre in the 50s and 60s. Live doppler 7 tracking snow right now heading into the sierra. But the snow level is rising. Chains required on most of those roads going up to the mountains. There is a winter storm warning that continues until 6 00 p. M. Above 6500 feet. Additional 3 to 6 inches of snow is expected. The snow is heavy. Obviously travel is tough. Dan and kristen, there is a light snow falling right now in central park. In total, new york city should see up to 4 inches of snow. But by tomorrow morning, nearly 20 inches could drop from pennsylvania to maine. Neighborhoods and roads covered with snow in many parts of the northeast. Vehicles struggling to move as snowplow drivers brave the treacherous conditions. There you go. There you go. In albany, new york, at least 20 inches have fallen as determined drivers try to dig their way out. Beautiful. Even though i shovelled out last night, the way to get out, but im buried again. I hate driving in snow. Its always a mess and its cold. Its not fun. New York Governor Andrew Cuomo declared a state of emergency in seven counties. In orange county, new york, plows are busy trying to clear slick roads so drivers can avoid crashes like this. And some residents are happy with their efforts. A lot better than last years first storm. Yeah, theyre doing pretty good. Theyre keeping up with it. And a similar predicament in new england. In massachusetts, the snow is coming down at up to 2 inches an hour, and is expected to keep falling all day. At airport, hundreds of domestic Flight Cancellations and thousands of delays. In connecticut, frustration mounting as passengers left stranded trying to book new flights home. Patience tested for many. And by midday, new York State Police reported responding to more than 700 weatherrelated car crashes. So a potentially dangerous commute home for many drivers here. Well, we checked into some of the major northeast airports here, and right now crossing our fingers it stays true, only a small amount of cancellations are being reported. Former president jimmy carter is back in the hospital this afternoon. The 95yearold left the hospital less than a week ago after a procedure to relieve pressure on his brain. He is now being treated for a urinary tract infection. The former president is feeling better and looking forward to returning home soon. The Supreme Court today taking a rare look at a case involving the second amendment. The new york city law in question had banned the transportation of licensed handguns outside city limits, but was rescinded earlier this year. Rachel scott has the story. The Supreme Court for the first time in nearly a decade taking up a case on the second amendment. Activists on both sides of the argument watching closely outside. But inside, the court weighing in on a new york city law which banned gunowners from taking their handguns to shooting competitions, gun range, and second homes outside city limits. Gun control activists say in a country suffering tens of thousands of gunrelated deaths a year, too much is at stake, and worry the ruling could reshape gun laws and undermine any progress. The scope of the ruling is broad, it could potentially overturn all of that lifesaving legislation. After the Supreme Court agreed to hear the gunowners appeal, new york city suddenly dropped the law voluntarily, a move that signaled their fair of how the courts conservative majority might rule. New york citys chief legal officer arguing the case should be thrown out because the city reversed course. New york city and new york state actually gave them everything that they had asked for before this argument. That was made very plain in this argument today. The case is moot. The state of new york passed a law restricting the cities from enacting similar laws, restricting the transportation of guns. But paul clement representing the gunowners still pressing forward, saying the citys cease firearm ownership as a privilege and not a fundamental right. The city of new york had resisted their efforts to vindicate their rights at every turn, and only when the Supreme Court granted the certiorari petition in this case did the city start to take efforts to try to recognize their rights. And coming out of todays oral arguments, there seemed to be a debate over whether there was a case at all. The court seemingly divided on how to move forward, whether to get involved or dismiss this case altogether. Rachel scott, abc7 news, wshington. Its back to impeachment proceed thanks week in washington. The House Intelligence Committee released a draft report on its investigation into President Trumps dealings with ukraine today. The republicans released their own report as well. Lawmakers will review both and vote before turning it over to the Judiciary Committee which will hold its hearing starting on wednesday. The white house says it wont participate, calling the impeachment inquiry baseless and partisan. Republican congressman Tim Mcclintock had this response. I think it would be to the president s advantage to have his attorneys there. If he has not done anything wrong, were certainly anxious to hear his explanation of that. Democrats are aiming for a final house vote by christmas. President trump sharply criticized House Democrats this morning for moving forward with impeachment proceedings while he is out of the country. The president is on his way to london, where hell meet with World Leaders at the nato summit. He spoke with reporters as he left the white house. One of the most important journeys that we make as president. And for them to be doing this and saying this and putting an impeachment on the table, which is a hoax to start off with. Also today, a new interview with ukraines president was published with a fresh denial of discussing quid pro quo with President Trump. But he did question the fairness of freezing military aid. Now to new details about the terror takedown in london. A vigil was held this morning for the victims and to honor bystanders who fought the attacker with fists, fire extinguishers, and even a narwhal tusk. Very unusual. The two victims were both promising graduates from cambridge who believed in prisoner rehabilitation. The man who killed them was a convicted terrorist who was released from prison last year. The mayor urged londoners to come together to pay tribute to the victims. Montana governor Steve Bullock is ending his bid for the white house. He announced his decision this morning saying he wasnt able to, quote, break through to the top tier of this still crowded field of candidates. Bullock thanked those who gave their time, energy and resources to his campaign. And with bullock out, the race is down to 17 candidates in the democratic field. The next debate is december 19th in los angeles. Only six candidates have qualified so far, joe biden, elizabeth warren, bernie sanders, pete buttigieg, kamala harris, and amy klobuchar. Southern california congressman Duncan Hunter plans to change his not guilty plea in federal court tomorrow. The republican is accused of illegally dipping into Campaign Funds to pay for vacations, video games, and more. Hunter will now plead to guilty to one count of misuse of Campaign Funds. He has denied misusing any Campaign Funds, however. Hunter said he wants to avoid a public trial because of his kids. Well, a sea lion makes a wrong turn and ends up in san mateo.
