The state on edge again this morning as those fierce santa ana winds whip through sparking new fires, and matt gutman is on the ground in simi valley. Matt, i know that you saw the danger of those winds firsthand. Good morning. Reporter hey, good morning, robin. About a half mile away we were on the highway when the fire flashed over us. The heat was enormous and firefighters stood their ground. We got saved by tankers dropping water, but we saw that fire gallop hundreds of yards in just a couple of minutes and it gives you a sense of what firefighters and the conditions they are battling here this morning and why weve seen multiple new fires erupt just over the past several hours. Overnight, firefighters grappling with multiple fires. The wind this morning sowing inferno after inferno. The strongest wind event in over a decade delivering destruction. Just grabbed everything i could and we left the house this morning. If it was to jump one of those roads, we would have some property in danger here. Reporter in chula vista, ten miles south of san diego, fields of grass surrounding this riverbed engulfed in flames. Squads of firefighters marching in to battle the blaze. Helicopters racing in to get those hot spots. Over 100 miles away in fullerton, flames fueling evacuations. This view from above showing the roaring fire. Fiery limbs whipping in the air as choppers overhead drop water and race to extinguish that blaze below. And nearly 30 miles from fullerton, another fire. Here towering flames seen from the sky racing up the power lines. We witnessed the devastating speeds from these winds that propelled the easy fire. Wow, intensity of that is absolutely enormous. Reports this morning that north korea has fired off two new projectiles while Nuclear Negotiations stall with the u. S. Our Foreign Correspondent James Longman has the latest on all that. Good morning, james. Reporter yeah, good morning, robin. North korea has fired two projectiles, possibly ballistic missiles, into the sea towards japan according to the south korean military. Now, if confirmed as a missile test, this would be the norths 12th this year. The launches traveled roughly 230 miles at 55 miles up and coming from south pyongyang province. The last test came earlier this month when the north fired a new type of missile being launched from a submarine. Its thought that missile could carry a nuclear warhead. All this is the latest blow to already bleak hopes of restarting the u. S. north korean talks. President trump last met kim jongun in june but that did nothing really to improve relations in a meaningful way. These tests are bottom line another warning to the u. S. That while the tension may be on upheaval in washington and chaos in the middle east, north Korea Remains serious about developing its nuclear weapons. George. Were going to go to congress now where the house is set for its first big floor vote on impeachment laying out the rules for public hearings, and behind closed doors, testimony from a key white house aide who resigned overnight, and mary bruce on capitol hill. Theyve been moving at a rapid pace here, thats expected to continue. No dates has been set yet. Theyre expected to start these public hearings some time in the middle of next month. George. Today behind closed door, tim morrison, a key white house aide, who actually resigned his post last night is defying the white house wishes and will testify. Reporter while hes not at a household name, tim morrison is a key figure, he served on the National Security council inside the white house and the point person on ukraine, hes at the center of these event. It certainly does give him the freedom to testify more openly with this inquiry. Now, the other big story, the subpoena of john bolton. John bolton could be the star witness in this impeachment inquiry. He was President Trumps National Security adviser the righthand man on these issues and several other witnesses testified that bolton was aware of this shadow foreign poll policy between Rudy Giuliani and President Trump. Reportedly, she is sad, she is angry, and now shes terrified and regrets not taking a plea deal, and that source attributes the family being in chaos to the prosecution surprising them with a third federal charge. This morning, actress Lori Loughlin is reportedly at a breaking point. Just one week after she and her husband, mossimo giannulli, were hit with an additional federal charge, one count each of conspiracy to commit federal programs bribery. The couple now faces up to 45 years each in prison. This is a huge nightmare for lori. Its this huge, crushing anxiety that has been pressing on their family, and they really have such an uncertain future. Reporter the couple stands accused of paying 500,000 to get their two daughters in usc by posing then as elite athletes. Theyve been quietly going about their lives awaiting their next court date but, according to a loughlin source who spoke to people magazine, the new charge left them panicked. The Trump Campaign immediately came out and blasted the move saying it was an attempt to silence conservative voices. Alluding to the president s large following on twitter and Massive Campaign war chest, but this move may be more about keeping the spotlight on facebook than the 2020 election. This morning, twitter putting the pressure on facebook, announcing theyre banning all political ads. Twitters Ceo Jack Dorsey posting, weve made the decision to stop all political advertising on twitter globally. We believe political message reach should be earned, not bought. But Campaign Spending on twitter ads is minuscule compared to what the president ial candidates spend on facebook. And twitters power play seen by many as a slap in the face to mark zuckerberg, who recently decided facebook will run political ads even ones with lies without factchecking them. In a democracy i believe that people should be able to see for themselves what politicians that they may or may not vote for so you wont take them down. Reporter just last week, zuckerberg clashing with democrats outraged over the policy. Could i run ads targeting republicans in primaries saying that they voted for the Green New Deal . Sorry. I can you repeat that . Im just trying to understand the bounds here. Whats fair game. Congresswoman, i dont know the answer to that off the top of my head. Reporter and despite this new ban on political ads, there is still plenty of pressure on twitter this election when it comes to misinformation. This is a response to concerns around how ads could be boosted and targeted to spread disinformation but it doesnt address, you know, what happens when President Trump tweets something thats false or when a russian actor uses normal twitter accounts to spread a false statement. Our Political Team spoke with several campaigns about this issue and said twitter pulling political ads will have minimal impact on the election. The spending is not even close when it comes to twitter and facebook. Youre talking thousands of dollars versus millions spent on facebook and twitter also making this announcement just before facebook was announcing its earnings to wall street so a lot of pr about it, a lot of pressure between the social media giant. That missing virginia teenager, isabel hicks found alive. Her alleged abductor in custody this morning. Amy is here with the very latest on this. Good morning, amy. Reporter good morning. Her family, of course, breathing a huge sigh of relief. The Sheriffs Office says 14yearold isabel hicks appeared unharmed after going missing more than a week ago. This morning, a happy conclusion to a tenday manhunt. 14yearold isabel hicks found safe and unharmed after she was spotted in a car with armed and dangerous 34yearold bruce lynch, the man Authorities Say took her from her home october 21st. Her family pleading for her return. Isabel, i love you and i want you to come home and just let me know if youre okay. Reporter the fbi quickly joining the search as sightings of the pair were reported across virginia. We wont stop until she comes home safely. Reporter at one point the duo even turning up on the doorstep of lynchs mother who turned them away and called police according to cbs. The pair then ran into the woods eluding authorities for another 24 hours. They did run off at one point in time, and they ran through the backyard into the wooded area. Reporter the pair finally apprehended when a driver spotted them in a stopped vehicle and called police. When she was spotted she appeared to be unharmed which was good to hear. Reporter trebek has been committed to openness during his cancer battle. With the love and support of my family and friends and with the help of your prayers also, i plan to beat the low survival rate statistics for this disease. Reporter sharing the news, good and bad alike, including when he received a devastating update when doctors said he was near remission. We were all very optimistic, and they said, good. Were going to stop chemo. Well start you on immunotherapy. I lost about 12 pounds in a week and my numbers went sky high, much higher than they were when i was first diagnosed. So the doctors have decided that i have to undergo chemo again. Reporter despite the setback, frequent pain and at times overwhelming sadness, trebek hasnt missed a day of work in all his 36 seasons on jeopardy. Hes now leaning on his devoted fans to join him in conquering the disease once and for all. Together we can get it done. Now researchers in pennsylvania say the sexy halloween trend is creeping into the kids section. Its the spookiest day of the year and for many one of the sexiest but researchers warn the trend of sexy Halloween Costumes is now expanding to children. What i guess i didnt expect to find in childrens costumes was how much more sexualized they are. Reporter these two professors of Westchester University say their ongoing study has examined over 1,600 Halloween Costumes. What they found is the girls section surprised them most. Youre saying even the childrens costumes are now sexualized where they didnt used to be. What do you mean by that . For lack of a better word a skimpy looking costume. There are also some elements in the costumes that are borrowed from either high fashion or sex so youll see more fishnet in childrens stockings and a lot more corsets. Reporter they even say some of the costume descriptions were sexualized. Like flirty pirate. All eyes on you. These costumes are being marketed to children and titled things like flirty pirate . Yeah. Reporter but the same isnt true for the boys costumes. Theyre dressing up in a costume that represents, you know, strength, competence, power. While colored contact lenses are a popular trend, wearing them without a prescription could cause serious injury to your eyes, even blindness. Take a look at this young womans story. Hello. Reporter whether youre channeling pennywise, maleficent or maybe a whitewalker, many costume lovers are turning to colored contacts to up their game, but according to federal law, all contact lens, even cosmetic ones, require a prescription from a medical professional. Mamie gay of cleveland, ohio, says she now understands why. I thought it was just one size fits all. Reporter unaware of the regulation she ended up in the emergency room last year after wearing her colored contacts overnight. Burning sensation, watery eye, couldnt see. We saw her here with abrasions or terrific painful scratches in both eyes that could have even potentially been blinding had they got infected. Reporter this week the ftc sending warning letters to seven unnamed retailers after receiving complaints about selling contact lenses to consumers without a prescription. The agency warns, buying contact lenses without a valid prescription can cause pain and eye discomfort. Blurred or decreased vision. Corneal abrasion, infection, even blindness. The American Optometric Association telling gma it applauds the ftcs recent efforts. Contact lenses are among the safest, most popular forms of vision correction, and it has been an active leader in holding retailers accountable. If somebody is offering you the lens and doesnt ask you for a prescription for the lens to fit you, then that lens is probably not legal and that sale is certainly illegal and youre probably putting the health of your eyes at risk. Very important to keep in mind, the fda advises you should never buy lens from salons, Beauty Supply store, halloween shops or any other source that doesnt require a medical prescription, even if theyre purely cosmetic. I suffered from a severe snake phobia and i was able to overcome it but you could say, well, isnt it kind of good to be afraid of snakes . There can be some benefits. But what about if the fear crosses over into an unhealthy phobia . Exactly, and that can be debilitating. I want to show you something. Can you just hold my broom for a second . Thank you. Its a technique called belly breathing and i have actually used this out of the hospital in cases of trauma where someone is so panicked that theyre hyperventilating. You take one hand and put it on your chest, okay and the key here is actually separating your breathing from your chest to your diagram. Take your other hand and put it on your belly. As you inhale, just focus on expanding your lower or belly hand, really focus on pushing your belly out a little bit. Now fill your chest and as you do this for a couple of minutes its not just a distraction technique, george. Theyre coming up on the numbers needed right now to pass this resolution. A majority of the house will be 215 or 216 votes today depending on the final counts of members in the chamber. I want to go to mary bruce, our senior Congressional Correspondent on the hill as were waiting for this final vote to pass as we see House Speaker nancy pelosi on the chair. Mary, this was not in doubt this was a vote nancy pelosi resisted for sometime before today, but now shes unified her caucus around the move to impeach President Trump. Reporter it is a remarkable turnaround for democrats. They resisted this move, but now the speaker is confident they have the votes. We see they are inching closer to that right now. This is the most tangible step yet towards impeachment, and it will mark a new phase in this investigation. Democrats now rallying behind this move, and they wouldnt be doing this, george, if they didnt feel that the public is increasing their support for this inquiry as well. On the other side of the aisle, there, george, you have it. 217 votes. That means the democrats have the support to go ahead and advance this measure. This outlines the step in this, and it will set up public hearings in what we believe will be the next few weeks. Okay, mary bruce. Jon karl is at the white house as well. This resolution, jon, in some ways, calls the republicans bluff. They have been making complaints about the processing behind closed doors. Of course, the depositions have been taken behind closed doors and it authorizes rules that give the minority some rights. Not the kind of rights republicans had, but President Trump still railing against the investigation. Not cooperating at all. Reporter and republicans will point out, george, that this is an entirely partisan vote with the exception of the two democrats that voted against it. Not a single republican voting in favor of this. The objections though are procedural. They are not substantive as you alluded to. The republicans want things like subpoena power, to be able to subpoena their own witnesses in this process. Right now they can only do this if they have the approval of the democrats. So there are republican objections and i would expect, george, that republican members of congress will be coming here to the white house once this vote is wrapped up to show their support for the president. That july 25th phone call with the ukrainian president where the president pressured according to democrats, the ukrainian president to investigate do political investigations for the president , and was withholding aide in a white house meeting. That was the substance of some of the testimony so far in these depositions from government officials and former government officials to the intelligence committee. Public hearings are expected to be announced later today by the chairman of the house intelligence committee. Again, the house has now passed this resolution to authorize public hearings by the house intelligence committee, and an impeachment hearing in the Judiciary Committee for president donald trump.
