Threatened tanks by pouring water on them. In the meantime on the other tanks, two tanks that are burning, theyve been putting they have brought foam material as well and also cooling them down with water. Crews are down there. I know you cant see them from here, but they are down there really attacking this fire very aggressively. Let me just also tell you what theyre also bringing here, firefighters. We are told that the refineries nearby are bringing also experts to monitor this situation and also bring in special equipment. I mean, you know, chemical fires are different and require the expertise of people who know how to deal with them. They are bringing special equipment to help these firefighters here. They have about 200 people on scene from different agencies, but 200 people right now trying to combat that fire. They are combatting it again attacking it with foam and water. Now we had vegetation fires, about 15 acres were burning. That is no longer an issue. They, again, aggressively attacked that from the air with water drops from the air and also retardant and you can see a little bit of that on the grass behind me. It is very dry here. They also cut this fire lane, if you will, as well here. The fire break to avoid that fire jumping closer to interstate 80, which remains closed at this hour and will so, were just being told by chp, that for at least another six hours. Were looking at about 11 30. I80 is closed in both directions. Investigators will be also on site to figure out what went wrong, but at the time of this, we think, explosion, there were workers down there and they were not injured. Thats a really remarkable. There is also a team here monitoring the air quality because it could be from unhealthy to hazardous levels in the air. Quickly, let me just tell you what those two tanks that are burning had. They had or they have ethanol, which has been burning about 250,000 gallons in all. What do the other three threatened tanks have . They think it could be ethanol or jet fuel. Were going to stay on this. Were going to have another press conference closer to 7 00, about 6 45 to keep you informed. The conditions are not good so theyre asking people to shelter in place. Back to you guys. Okay. Thanks very much. Were seeing a big backup in traffic. Were talking about whats happening on 80. It is closed and will stay closed for hours. This is the traffic map. That purple area is where everything is shut down. You can see the red though approaching it on 80. That is your slow down in green. You are going to go, but that closure is going to cause problems. People are being told to stay inside because of the smoke. A few years ago people in richmond got sick when the chevron caught fire. What are you seeing there at the hospital, leslie . Reporter i think i have som it d ppl idehe hospital here. As far as anyone being treated so far weve not gotten confirmation that anyone has. Thats good news so far. I have here a message from the ceo of northern california, his statement, we are not seeing an increase in the number of patients in our Emergency Departments at this time as a result of the fire in the crockett area. He says we are monitoring the situation and our richmond, oakland Emergency Departments are prepared to care for patients with any injuries associated with the fire or Health Issues related to air quality. The hospital here will not comment on whether or not they are currently or have earlier today treated patients, but so far the indication is that were not seeing a big influx of patients coming to the hospitals, at least where we are right now. I wanted to pass that on to you. Abc 7 news. Thank you. The thick black smoke from the fire led to people being told to stay inside their homes in crockett and rodeo. Spencer. As you might imagine theres a great concern about the air quality right now. Here is a look at our air quality map. The green indicates good air quality and yellow indicates moderate. You can see in that area its all yellow, which is moderate, despite the release of so much smoke into the atmosphere. Let me take you to the location of the fire and show you current weather conditions. Not much has changed in the last several hours, even during the afternoon when the fire was active. The wind was light and right now its calm with occasional gusts up to three miles an hour. That hardly qualifies as a gust. When the wind becomes active, it only measures about three miles an hour. Relative humidity is 59 considering how dangerously dry its been in the bay area in the last couple of weeks. It is not warm at all. That highest temperature reading that ive seen during the afternoon hours in that area was in the low 70s. Right now its about 69 degrees. So weather conditions are encouraging. Its good that the wind has remained calm. Of course, thats been good for the firefighting effort, but it allowed because the wind wasnt strong it allowed a buildup of smoke and positive lllutants in atmosphere. The company that runs the tank farm is called new star energy. Its based out of texas. Who are they and what kind of history do they have request. We have been looking into new star. Reporter the latest is that cal osha is opening an investigation to determine what caused this fire and what if any workplace violations there were. There were two prior incidents back in 2015. Both of them very different situations. The one in pittsburgh in january of 2015 involved an employee who was loading asphalt and inhaled toxic fumes. They investigated and found no violations and did not issue any citations. The one in wilmington was in august of 2015. In that instance a worker fell off a moving golf cart and injured his or her head. So, of course, very different situations there, but cal osha investigating this one and well be looking to identify whether or not there were any safety violations. We know in these two tanks, between the two tanks, there was 250,000 gallons of ethanol. The company new star has been saying that that is less than 1 of the tank capacity. So just looking at them you can see they are massive tanks and were talking about what is theyre saying is a very small amount of ethanol in terms of the capacity of those tanks. Theres also a potential threat to nearby tanks. We heard in the last News Conference that those nearby tanks have jet fuel in one instance and also ethanol. You can see there they are spraying this foam and doing their very best not only to control any flare ups, but, of course, to cool off and protect those other nearby tanks. The facility weve been talking about all afternoon is one of 74 terminal and Storage Facilities that new star has. They operate in the united states, in canada and in mexico. When know that theyre a Petroleum Storage facility with approximately 9,800 miles of pipeline that leads to these giant tanks in the united states, canada and mexico. Thanks very much. Good information. 80 has been shut down near the fire and drivers are being forced to take side streets. Its been tricky. Pena has been slowing making her way to the scene and live. Reporter as you can see, were not in the car anymore. You can see the cars back here. This is bumpertobumper eople i80 and taking side roads. Many people frustrated trying to get home at this point. Were here with diana. You were telling me earlier that you heard the explosion. What did you think it sounded like . Well, it sounde like the airplanes that were going past when they had the fleet week, but mostly i thought it was related to the earthquake, even though the earthquake was last night. Reporter last night. In that moment, did you notice a smoke from this area coming from the facility . No, no, but my friend was coming over and she says do you see the smoke and i could see it from my house. I live up on the hill up there. But my street joins the freeway and san pedro avenue. Reporter youve seen the traffic . From the start. Im closed in. I live in a court and i couldnt get out so we had to walk to go get something to eat because i had workers coming to the house. Reporter i see that you have your mask here with you. You heard that weve been relevant reporting its important to stay home and not breathe much of this air. Tell me about this. The mask not only protects me from the air, from the quality of the air, but also the cars that are all of a sudden. Its a parking lot out here. So from my house to here, i wore the mask. Reporter thats incredible. You were here trying to get food walking with friends. Thank you for speaking to us. Its important to highlight that were only four miles away from where the fire is burning. Like she mentioned, its a parking lot. Many cars now are moving and its bumpertobumper. We were in the car for maybe 45 minutes to get to this point and we finally arrived here. People are taking the side roads trying to get home, trying to get to their destination, but many of them also as you notice have their windows up. Not everyone here wants to smell what were breathing right now, which is a strong smell of smoke. Right now its not as strong as we smelled it maybe like an hour ago, but you can smell it right here. We are live, abc 7 news. Thank you. A witness sent us the explosion of the second tank. You can see the massive fireball. The roofs of the containers were sent flying into the air. This was the explosion that people like diane heard and felt. We wanted to see what the refinery looked like before todays fire. These are satellite images from google earth providing a view of the refinery. You can see 11 big white tanks and two rows there sidebyside. There are other tanks scattered to the side. Now, it sits very close to 80. You can see it right there. This is why the freeway had to be closed in both directions. This is what it looks like this afternoon. Sky 7 was in crockett when it shot this video. Two white tanks caught fire and spewing flames. Between them the tanks contained 250,000 gallons of ethanol. Its been tricky to put out. No laflames right now, but we could see flare ups throughout the evening as those elements hit oxygen. You can see a little glow right in the center of the screen. It looks out, but it isnt totally out. Thats why they continue to dump this foam blanket on to the flames to keep those hot spots bursting through and getting s oxygen and reigniting. We saw a few dramatic ones a few minutes ago. The good news today clearly theyve got most of it so its a dramatically different sitti lot of thick black smoke was coming off this fire. It broke out at 2 00 today. The good news in terms of fie firefighting is there was very little wind so it kept the fire from spreading too fast. There was a down side because it allowed that smoke to linger in the air. It doesnt get dissipated. Right. Christian has been keeping an eye on the forecast and whats been happening with the winds. He is here with the latest. Pretty remarkable the wind remained so calm throughout the day considering weve had windy weather lately. Right now we have clouds forming offshore and high clouds above. It looks like the clouds will increase during the late night hours. Its a few degrees warmer in most locations right now than it was this time yesterday. That has not been the big change in weather. The big change has been the calm wind, but as you can see now as you look around the whole region apart from the area where the fire is burning, which has had the calmest wind today, its getting breezy in some spots right now. Lets take a look outside. Here is a live view looking out to the east, northeast. You can see the haze and smoke off in the horizon there. Its 61 degrees in San Francisco right now. Oakland at 65. 55 at half moon bay. Here is another view from the east bay hills camera. You can see the smoke there. 71 degrees in santa rosa. Rosa. 73 in concord. Showers are possible overnight into thursday morning and expect breezy weather into the weekend. Overnight clouds will continue to increase. Low clouds near the coast and bay. Lows in the mainly upper 40s to upp upper 50s. Tomorrow as the clouds thicken look for high temperatures from 60s and low to mid 70s inland. Starting at 7 00 tomorrow evening, a cold front sweeping down. We may see showers mainly in the north bay and we expect the system to fall apart and give us partial clearing by the time the morning commute ends and that will give way to sunny skies on thursday. Highs on thursday will be like tomorrows range, 60s at the coast and mid and upper near the bay. Not much change on friday. Perhaps a couple of degrees warmer in some inland locations and a similar picture on saturday. Here is the sevenday forecast. Clouds thicken overnight and continue tomorrow. Maybe some Early Morning drizzle on thursday. Late thursday it starts to clear out. Especially on friday well see sunnier, breezier, brighter conditions. Warming up slightly on sunday and early next week we get another burst of summerlike weather. Temperatures back in the mid to upper 80s next monday and tuesday. Were expecting in the next few minutes an update from firefighters on the scene. You look at live pictures from our helicopter. It looks like its snowing. Like snow machines are going. We have. We begin our coverage at the scene now where firefighters wi of blowingnorth. The fire is still burning a little bit there, but you can see its sort of pushing its way like a cloud, if you will, in a north direction. Now, right now there are two tanks burning and im going to tell you about what was inside those tanks. About 250,000 gallons of ethanol inside those two tanks that are still burning by the way were told. One of those two tanks collapsed, suffered some structural damage to it. There are three tanks that are still threatened and inside those could be ethanol or jet fuel. Theyre not sure. What theyre doing to combat that is just to pour water on them to keep those three tanks that are threatened just to keep them cool. Now, weve talked about unhealthy conditions. Right now its a lot cooler. Thats better for all of us. And there is still an order to shelter in place. Crockett recommendation for rodeo as well. Just recapping. Entinterstate 80 is still closen both directions. So thats going to make that that is already making the commute a nightmare. We had two different kinds of fires here. One a chemical fire and one also a vegetation fire. The vegetation fire, about 15 acres were burning. This fire that you see behind me, which is the chemical fire, that they have tackled with foam and water. About 200 people were on the scene. Finally, i want to say that the refineries around here, who know how to deal with these types of fires, they have brought some experts here and are assisting the teams here, the crews, and also providing equipment. The necessary equipment to help with these very difficult fires. Im going to tell you one thing that i have learned about this type of fire, and covering it is how unpredictable. Just when you think that you have it under control or theyre about to burn out, they flare up again. Its very difficult. This is a different kind of fire and thats what we have been seeing. Definitely the air quality much better right now and i think we dont have an estimated time as to when there you go again. Those are the alarms for the community to remind people about what is going on right now and let them know that the shelter in place is still going on, it is still in effect. So thats what we have for now. Hopefully this will be all solved in a few hours. Again, then you have the investigators coming in and trying to determine what happened here. We are told that people heard possibly one or two explosions, but that will all once those investigators go down there, theyll be able to determine what happened. Back to you guys. Thank you. I am just here stuck in traffic with everyone else as you can see. Traffic is intense. You see a lot of red lights in front of us. Many people frustrated. Were maybe 3. 6 miles away from where the fire erupted. If youre watching at home, think twice about getting close to i80 or youll be facing this. Both directions are closed. Chp is advising all drivers to choose alternate routes. Many people are doing that, taking the side roads as you see right here in front of us. The bridge is also closed. We got out of the car a couple of minutes ago and spoke to a mom who was walking with her 11yearold daughter who said she heard the kbroeexplosion an described it as an earthquake. I was in the dining room and the windows thta barking constantly. Thats when i went to say whats going on and i went to the balcony and i saw the smoke coming and i knew it was the refinery for the location. We brought our mask because they say so if you have something at home. Reporter we are still stuck in traffic, something that would have taken us five minutes to get from here to where the fire is still active down at that storing facility, its taken us more than two hours weve been stuck in bumpertobumper traffic. One lady we interviewed described this as a parking lot. Thats basically it. We are moving, but not fast enough. Also, we heard from chp that this closure of highway 80 might take up to midnight. Were going to hear more from them in that press conference theyre about to hold in a couple of minutes. Live here in the middle of it all, abc 7 news. Slightly moving there. Thank you.
