A wildfire forced people from moraga from their homes overnight. At this hour some evacuation orders have been lifted and some people have been able go back home. Jobina fortson is live in moraga with some people who had to evacuate. Good morning. The good news is that people are able go home. I want you all to take a peek behind me inside the Evacuation Center here where the power is completely out. Its been out since 10 00 or 11 00 last night. The American Red Cross truck is here. Theyre loading everything back inside. They provided drinks, restrooms, snacks for people standing out in the cold and in the parking lot. Its been a long night here and morning. I want you to see the flames going to through the hills there in moraga. I talked with the fire chief who tells me anywhere between 40 and 60 acres has burned in the hills. The fire right now is at 70 for containment. Everything is under control. Officers and firefighters went door to door waking people up this morning and in one family case they went ahead and left because a neighbor came by and said there was a fire. The fire chief tells me this was a very close call. Fire encroaching immediately against the property, several fences were burned, that gives you an idea how close the fire got to those homes. Our pow is out. It went out 11 00 p. M. Last night. Did that make things more challenging . A little bit. You go to flick on the switch out of habit, nothing comes on. So we had because the power did go out, we knew it before we nt bed, we had flashlights ready and whatnot. The cause of the fire is under investigation. I asked the fire chief since so many evacuees were telling us they had to go down this wipndy road in the dark, if the power being out impacted them in any way. He said no because of the time of day that it happened it was dark any way, so this is just a routine for them and because of the power tage, they actually had extra firefighters any way on staffeady to go. They cut power in the east bay, the peninsula, south bay and santa cruz counties in phrase two. Power went out about 11 00 last night. Pg e cut power to the south bay around midnight. Pg e has a new website where you can check your address or an address of someone you may know and see the status of their power. We heard from many of you its been hard to access this website. We have been able to access this website this morning. You look up your address. It will pop up a new window. What you can do, you can either type in an ac a location you know, or you can type in a city. Well type in moraga. We have been tracking that wildfire since earlier this morning. You click on the city you want, it will give you an update. Moraga, the Public Safety power shutoff has happened due to winds and dry conditions. 359,000 customers are in the dark this morning. This is after the power had been shut down. It is open. It will be open for your commute. There was talk they may shut it down when the power went out but they got generators going and its open. Right now the Contra Costa Sheriffs Office is saying the power could be starting to come back on around noon today. This is where people had to evacuate earlier this morning because of a grass fire in the area that was getting to peoples backyards. Luckily firefighters were able to get those flames under control. You can see just how many firefighters were there on the scene. They told us they had about 150 firefighters there. Some people have been allowed to go back to their homes. Some people are still at that Evacuation Center. You can see fire crews are on the scene working to make sure everything is okay for the people who live in that area. Power outages began after 10 00 p. M. In parts of the east bay. Kate larsen tweeted these photos showing the before and the aftershots of the whole foods in lafayette. The marriott has backup generators but only for the common areas. The hotel gave guests glow sticks to get through the outage overnight. A guest visiting from the caribbean islands is impressed that californians know the reason for the power outage. At least we know what the reason is. Every once in a while we have a planned outage in trinidad and we have no reason why its happening. Its just happening because. Its an interesting time for him to be visiting us. The lights and fans remain on in the caldecott tunnel. Pg e said they provided backup generators to keep the tunnel open during the outage. People in the north bay are anxiously waiting for the power to come back on in the meantime theyre salvaging what they can in their fridge. Parts of the south bay are also dealing with outages. Last night santa clalaanta cy declared an emergency. At Evergreen Valley College there were empty lots. Campus was closed there out of an abundance of caution. Outages started between 11 00 p. M. Look how cool it gets tonight. Temperatures dropping all the way down to the upper 30s to low 40s in yucaipa, lake port, cloverdale, santa rosa. The rest of us in the mid to upper 40s. What catching my eye right now, mount diablo gusting to 72 Miles Per Hour. Hurricane threshold is 74. So, if you live around mount diablo, thats where the winds will be the fastest. Thats at 3,800 feet. Other areas up in the north bay, still gusting to around 30. And ve had up to 45 to 50. So fast winds right now. Two planes have landed safely at sfo after this terrifying incident for passengers. United confirmed that one of its flights to Orange County had to come back to sfo because of a bird strike. The second incident was with a lufthansa plane. Both happened around 9 00 last night. Air Traffic Control audio indicates it may have been an engine problem but they have not been able to confirm that. Passengers say there was just panic when the issue happened. Within 30 seconds, probably five or six good booms. Good pops. People in the back were screaming. I was in the front, i didnt see the engine. People in the back were screaming fire. The windisory is still until 3 00 this afternoon. We have seen gusts up to 72 Miles Per Hour on mount diablo. Some of those faster gusts over the next couple of hours, when the sun comes up, that will push into the valleys. While it may be calm in your neighborhoods now theres still the potential through 10 00 in the valleys with the fastest winds and downed trees, branches and power lines. An accident out there blocking the right lane at scales in cordelia. That long stretch of red traffic behind into fairfield for a solid 20minute delay. Weve been telling you about the fear of wildfires all week long. Overnight those fears materialized. Flames forced people from their homes in the east bay but people are able to go back to their homes this morning. Jobina fortson is live at st. Monicas Catholic Church in moraga, the Evacuation Center overnight. How is that looking now . About an hour ago, dozens of people walked out of the Evacuation Center here. They were given the allclear to go home. Inside there are just a handful of people hanging around here, thats because residents on merrill circle are still under evacuation. Theyre resting here at st. Monica church. Crews have the fire under control. The Moraga Orinda fire chief tells me this was a close call. Dozens of homes were threatend. Fences were burned. But there were no serious injuries or any serious damage as well. I talked with so many residents this morning. Heres what they experienced during their evacuation process. I got the phone call. So i walked out my front door. I said i dont smell smoke. I dont see flames. Then i walked further down the driveway, and the whole ridge was on fire. Theyre saying the fire started at 1 00. So that was two hours after the power went out. My phone was on sleep mode, and i guess we got some sort of warning. I looked out the window, flames were coming down the hill. Wow. Got the kids, the dog and got out. The red cross did pack up their van, but they do still have at least one representative here. You can see a handful of people. Theyre troopers. I should say customers, because drew, as youve been reiterating, just because its one customer without power doesnt mean many more people are not living in that home or working in that business. Customer just means a meter. That could be a private home, a business, that could be a kocon complex. The amount of people this is affecting is much higher than that 359,000 customers. Pg e has been talking about their implementation of the power shutoff. They did phase two overnight as many of us may have been sleeping. They cust p the power went out in parts of the east bay, the peninsula and santa cruz counties around 11 00 last night, then the south bay had power cut around midnight. Pg e has a new website set up. I know yesterday a lot of us were having a hard time accessing this website. You were getting errors this morning we have been able to access this new website. What you can do here, you can look up a specific address. If you want to see maybe the status of a loved one or a friend, what is going on where they live, even where you live. You probably know if your power is out by now. You can search a specific address or a city. Well type in moraga. We have been tracking that wildfire this morning, that is under control thanks to cal fire. But nonetheless, moraga, the Public Safety power shutoff, you get this message has happened due to gusty winds, dry conditions and a heightened fire risk. This map in orange, everyone shaded in orange is under that power shutoff. Again, that is thousands of people right now this morning. It is so dark here. Businesses like this gas station are closed. You wont be able to find coffee this morning. And the streets, they are so dark. It is so easy to plow through an intersection and not even realize you have done it. There are no lights there. Its just so dark. So police are out this morning. They are looking for that. We have seen a couple people get pulled over and get tickets. Officers did put up some portable stop signs as a few intersections to remind people but theyre also pulling a lot of people over. People are running right through intersections going 25, 30 Miles Per Hour, not seeing that there was an intersection, youre supposed to stop. When theres no lights out, they have to come to a complete stop. Its like a fourway stop sign. We put stop signs out, but its so dark. Here is video from the caldecott tunnel. It is open. This was taken last night after the power was turned off. There was talk that they could possibly shut is down, but they got generators in place and its available for your morning commute. The power went off about 10 45 last night in the area. There is talk that the Contra Costa County Sheriff Office tweeted lights could srt coming on sanch said it could take several days. No classes at uc berkeley today. Classes are canceled. Students at st. Marys are told they should be at school. Fruitvale, howard, montclair, sequoia, elmhurst united, skyline and Sojourner Truth are closed. All other oakland Public Schools are open. There are many closures in the north bay. We have a complete list on the ticker scrolling at the bottom of the screen and you can find it on our website, abc7news. Com. The city of morgan hill is enforcing a curfew overnight. It was supposed to go into effect at 7 00 p. M. But was delayed until the power was turned off. City Officials Say they wanted to do tce t chance of criminal activity in the areas impacted by the outages. In just a minute well talk to a pg e spokesperson on the outages. I appreciate the questions youve been sending in. Well try to get answers to as many of those as possible. Right now, lets get back to abc7 news meteorologist mike nicco. The air is extremely dry and so it the vegetation. We need to be vigilant all day today as critical fire conditions will hang around until 5 00. Look at flag and the golden gate bridge. Is unfurled and flapping hard. Chasing away the fog and the sea breeze that could bring us cooler weather today and increasing that fire threat and the threat of drifting into someone elses lane when we have these gusts. Youre driving along and you get pushed over. Be careful across all the bridges today. Fourway stops if youre driving. Its hard to see them. If youre unfamiliar with an area, slow down. If youre familiar with an area, hopefully you know where the lights should be. Mass transit, i talked to sue, she said good for now. No issues there. Windy and choppy on the bay. Let me show you what the winds will do. Theyll increase over the next couple of hours through about 10 00, especially across the north bay and the diablo arrangement heading to 1 00 hour, winds locked into the north bay. Thats where they will be fastest. Theyll start to drop below critical levels by about 3 00. Heres a look at San Francisco. This is pretty close to what were seeing other than this morning where temperatures range from 35 to yucaipa to 65 n. San francisco. A 30 degree range this morning. Mid to upper 70s this afternoon with lots of sunshine. At least in that respect it will be comfortable. Saw a lot of debris blowing around this morning. Where i live in san rafael, the winds were not trhat strong. In other places it is strong. So when youre traveling in for your commute, you may see twigs. I did not see large chunks of trees, but that was just my commute. Lets look at the bay bridge toll plaza. We had metering lights on at 5 20. The cash paying lanes are the good way to go. No delays. If youre fast tracking, you are stuck in the backup with the metering lights on back towards the macarthur maze. Slow on highway 4, 30minute drive from antioch into concord. 40minute drive up over the Altamont Pass to dublin and pleasanton. We are seeing a good solid backup into fairfield. My first question is a tweet we saw earlier this morning from Contra Costa Sheriffs Office. Theyre saying that pg e told them that the power could begin to be restored at noon today. Can you confirm that . Are there other counties we should be telling people about . What i can tell you at this point in time as the weather system moves through, its moving through the bay area right now, we expect this system to have made its way through sometime late morning or early this afternoon. Once the system has kind of passed through the area, thats when we will be able to begin our inspection process. And so that will take place sometime beginning in the early afternoon. We have to inspect each mile of line before we can begin to restore that portion of line. So that in some instance also take some time for some customers. In terms of being able to provide a specific time as to when those customers will be retored, not able to do that at this time. But what i can tell you is that once the weather system passes through, we will be able to begin that inspection process and thats the first step of being able to restore customers. Do you know where that noontime came from that the Sheriffs Office is tweeting out . You know, i know that city and county officials are in regular contact with pg e representatives. So we have been providing them with updates. Im not sure what that specific time came from. I do know that weve got a relationship with those public official officials. We got this tweet from a viewer, if we live in contra costa or anywhere in the bay area and we still have power, can we expect it to stay on now . At this point in all likelihood yes. We have weve conducted the Public Safety power shutoff in those portions of the east bay. That began between 10 00 p. M. And midnight last night. So in most instances we would say so. But were continuing to monitor weather. There is always you know, when were in this time period this time of year where we see high winds, its always possible that weather systems could change. At this point in all likelihood if they did not lose power between 10 00 p. M. And midnight last night they in all likelihood will not be part of the Public Safety power shutoff. Are you planning to notify people when their power is turnal back oturn turned back on . We will reach out to cities and counties and let them know when the restoration process starts. We will send know know know customers. We are working to get customers restored as safely and quickly as possible. We know customers are frustrated. We understand that. Were sympathetic to that. Is there going to be some sort of notice like the notice they got that the power was being turned off that we are starting the process this could happen in the next six hours . Any kind of, i guess, window . With respect to a timeframe that may be more challenging. When we are able to begin the restoration process we will let customers know. We will send out notification saying the weather has passed through the area, we can now inspect the lines. One thing weve been telling customers from the beginning with respect to the Public Safety power shutoffs is they should prepare as for any type of emergency or Natural Disaster they should prepare for an extended outage. In some instances it takes some time to complete the inspections before we can restore power. We do want customers to be prepared for that. At the same time we understand their frustration and that this is a real inconvenience for them. Jeff, a question yesterday about the delay in the east bay and the south bay for that second phase of the blackout. Pg e said at the time it was because of the change in the forecast. Our forecast never changed. The National Weather forecast didnt change specifically either. What forecast were you referencing . Wee a team of meteorologists as well. I understand that there are varying opinions meteorologists do study the weather. As our meteorologists were studying the weather pattern when the most severe winds were going to be taking place, what they saw was that it would be a little bit delayed from what they had initially predicted. Initially they thought the severe winds would become sometime after noon yesterday. We need to take customers out a bit before those severe winds start. And so what their weather pattern initially noticed that it happened sometime between some time after noon. As they continued to study the weather patterns their determination was the most severe winds would be later into the day and into the evening time. So thats why that was delayed. Lets head over towards the richmondsan rafael bridge, westbound 580 near castro. We have a left lane blocked with an accident there. Youre seeing traffic now back past Point Richmond approaching the span there. And southbound on the sunol grade near the sunol exit, highway 84, we have a lane blocked here as well. Youre stacked up a the way southbound on 680 from the 580 interchange. Give yourself plenty of time there. We have this accident just now cleared westbound 80 near the scales, cordelia and fairfield.
