The american fire burning in napa county is 80 contained. The fire has destroyed 562 acres since it started yesterday afternoon just west of interstate 80. All evacuation orders, warnings and road closures have now been lifted. Four people, including a firefighter were hurt as flames engulfed a San Francisco home late this morning. This video from a neighbor shows you just how thick that black smoke was. Now the fire started a at home on vienna street in the excelsior neighborhood. Flames and smoke could be seen from our sutro camera. The Fire Department called a second alarm. They took this video on the ground after the flames were put out. You see the damage to the front window as well as the garage. Sky 7 flew over the scene and showed us firefighters on the roof near the back of the house which they say essentially collapsed. Abc7 News Reporter luz pena is live at the scene with the latest. Luz . Ama, there were at least three people who were rescued from this home this morning from 266 vienna street. Now between 266 and 270 vienna street, a total of 13 people were displaced. It was a close call for two families in this neighborhood. I hear a terrible noise, and then i look up to the window. I see the fire. Tien lee woke up to see flames burning outside of his window. He ran upstairs to make sure his parents were safe. His neighbors house and his bedroom were both on fire. How close were the flames to your room . How close . This so much close. Maybe 1. 5 meters. This image shows the smoke coming out of 266 vienna street. At least seven people lived in this property, and three of them were home. Our units arrived on scene four minutes from the initial dispatch and had reports of individuals potentially trapped inside this building. For hours, approximately 70 firefighters fought the flames andcued the residents inside 266 vienna street and evacuated the neighbors inside the two other homes next to it. We were very successful in getting three individuals out, all im told are adults. Two suffered burns and smoke inhalation. They have been transported to the trauma center. Inside the burnt home, not every Family Member was rescued. Twof o three cats were found dead, and a 7monthold puppy named star still missing. Search dogs were called to the scene while the family went through whats left of their home. Pictures that survived the fire. Now the question that lingers around this fire is what caused it. At leastne portable toilet near the bike trail caught fire this morning. This is where drivers come off the bridge in oakland. No word on how it started, but no one was hurt we are glad to say. Here at abc7 news we are committed to building a better bay area. That includes building housing to address the regions growing needs. Bart has made a commitment to building as many as 20,000 new units of housing on its property over the next 20 years. And today the agency broke ground on the first phase of a 600unit Transit Center at the walnut creek bart station. Laura anthony is there. She joins us with this live report. Laura . Hi, ama. This is a project that has been 25 years in the making. Its been a long time coming. Some folks here in walnut creek very happy to see it finally get off the ground. Others, though, are wondering if this is the right fit for this bart station. Three, two, one. Finally, the first ground has been broken at the walnut creek Transit Village, which will eventually house nearly 600 new marketrate rental units. And after more than 15 years of planning, design, redesign, and redesign, traffic circulation debates, questions about where will we put the buses. The Transit Village will also include about 26,000 square feet of ground floor retail space. The value set of the millennials is completely changing. Today housing is seen more of a service. Its more transitionary in terms of a commodity in their eyes. We truly believe that this project will be one of the finest tods built in the bay area. In its transit oriented development, or tod plan, bart pledges to build 7,000 Affordable Housing units on its property by 2040. At least 20 of the units at any given station must be affordable. 35 overall. But the walnut creek project was approved before bart adopted its tod plan. In walnut creek there is no Affordable Housing on the bart side. However, the developer has paid about 7 million in fees toward building affordable units at another location in town. What we ended up with here is not exactly what was promised to the residents of walnut creek and to the bart riders even over the last several years. Now bart director debra allen there is especially upset that some of that low cost 3 a day parking that used to be here has been replaced. But in some cases, with a private garage that charges up to 18 a day. Live in walnut creek, laura anthony, abc7 news. Laura, how many affordable units will there be ultimately . And will they be built at the same time as the main project well, dan, as we said in our report, the affordable units will not be built here at this site. There is actually that 7 million set aside. The city will then get matching funds from the state and the federal government to build about 100 units theyre estimating somewhere else in town. There is a whole bunch of processes that have to happen. So that development, those units probably wont be available for many more years after this one is finished. Okay, great, laura, thank you. In the eastba five people are under arrest in connection to a grab and run theft at a lululemon in walnut creek. It happened september 13th at the location in broadway. Police recovered thousands of dollars worth of merchandise. An eyewitness gave authorities information that led to the arrests. Youre looking at several of those mug shots. New details on the push to put a 15 billion funding measure for californias schools on next years ballot. Governor newsom signed legislation that puts it on to a vote in march of 2020. If approved, nine billion would go to various modernization projects for schools serving students in preschool through 12th grade. A flight that left San Francisco on its way to amsterdam had to make an Emergency Landing after the plane quickly descended and the oxygen masks drop. A United Airlines spokesperson says there was a cabin pressure issue, and the flight had to be diverted to bangor, maine overnight. There were 197 passengers and 13 crew on board. No one was hurt. Something from near 40,000 feet to down to 10,000 feet in ten minutes. All you can do is laugh about. People were initially scared but at least you have some fun with it. You dont want to be in a situation where youre learning when the disaster happens. An Emergency Response drill at pier 27. The exercise also involves representatives fromeral a state agencies. The topic this year . How to Work Together to remove debris after a major earthquake. Several days after a 7. 9 earthquake, were expecting 10 million tons of debris. Were talking about 280 football fields, or 54 salesforce towers equivalent in volume of debris. One simulation will beow to haul debris off of Market Street so the citys major arteries can stay open. Since the military is here visiting for fleet week, officials decided to use this opportunity to discuss resources and come up with a plan. These are great exercises. So its great to have everybody here in the same room, talking to each other and sharing information. Officials say this is a Good Opportunity for residents to also go over their emergency plan. On the San Francisco bay ferry, there will be 11 round trips on the vallejo route, and 23 round trips between oakland and alameda. Wednesday and continue into 5 00 p. M. Thursday for the north bay, the east bay, all of the north bay expect the immediate coastline. All of the east bay except that area right around the bay shoreline, and much of the Santa Cruz Mountain regions. So thats because winds will be gusting 45 to 55 Miles Per Hour at times with dangerously low relative humidity. Now back to overnight conditions. Low clouds will return to the coast and push locally out over the bay. It will be clear inland, and over most of the locations around the bay shoreline. Overnight lows will be generally in the low to mid50s. A little cooler in the north bay valleys where lows will drop into the upper 40s in some spots. The forecast animation starting at 5 00 tomorrow morning as the morning commute gets under way. It doesnt look like the low clouds will pose any problems or visibility for morning commuters. It will be mainly right along the coastline, and well see going into the midmorning hours, the low clouds pulling way from the coastline giving us partly to mostly sunny skies even on the coast later in the daytime. So speaking of later in day, lets take a look at high temperatures for tomorrow. We expect highs of about 66 at half moon bay. It will still be relatively mild in many coastal locations. Breezy, though, right around the bay shoreline look for mid 70s to about 80 degrees. Up in the north bay, low to m mid80s. Mid80s inland. Inland east bay and low 80s in the south bay as well. We know that Affordable Housing is one of the regions most pressing needs and issues these days. As we work to build a better bay area, Tech Companies, foundations and local Government Agencies are stepping up their efforts to help developers fill the need. David louie looks at encouraging news now from Silicon Valley. Its projects like villas on the park that is nearing completion that Shows Progress is happening in creating Affordable Housing in the bay area. The Housing Trust has raised one 12 million from Tech Companies and foundations to loan to mostly Nonprofit Developers to start these projects. Companies like netapp, cisco, linked in and most recently google, theyve been able to provide us the capital we need in order to help start up Affordable Housing developments throughout the bay area. That fund has gone to more than 20 developers to create more than 2300 units of Affordable Housing. Some are still empty lots awaiting groundbreaking. Many sites are near Public Transit and jobs. A big challenge for Affordable Housing developers is finding land, especially in the area where there is so much competing interests for commercial development. This site is going to be the site of 130 Affordable Housing units. Because every piece of land theyre competing for so is a luxury housing developer or so is an office developer. Sometimes so is, you know, a city or county looking to site another hospital or office building. And you can see how many commercial projects are under way for highrise Office Towers as Silicon Valley continues to grow jobs. But the need for housing continues to grow too. The Housing Trust Silicon Valley has had a banner year, lending over 73 million in 2019, an increase of 36 million from last years 37 million. Another one of its programs is also helping individuals with down payments to buy homes. A family recently was able to buy an 800,000 house to come uu with the 20 down payment, it contributed 3 while the housing tust was able to lend 136,000, or 17 . In san jose, david louie, abc7 news. Today a federal judge ruled that President Trumps longtime Accounting Firm must turn over eight years of tax returns as part of a criminal probe of his business dealings by the manhattan district attorney. Alex trebek candid as ever, in a new interview talking about the challenges of being a father, husband and celebrity while facing cancer. Its tough sometimes trying to be as optimistic as you can, and i dont know if im Strong Enough or intelligent enough to help alleviate some of that despair. The 79yearold announced his cancer diagnosis earlier this year. Then doctors later described him as near remission. But when i sat down with trebek just last month, he revealed how all of that changed. I lost about 12 pounds in a week. And my numbers went skyhigh. Much higher than they were when i was first diagnosed. So the doctors have decided that i have to undergo chemo again. Despite the setback, frequent pain, and at times what he calls overwhelming sadness, trebek hasnt missed a day of work. I can be sitting in my dressing room, and i get up, and im not able to move, but always and johnny says now here is the host of jeopardy, alex, trebek. Okay, lets go. Now 36 seasons in, 8,000 episodes and counting. I will keep doing it as long as my skills do not diminish. And they have started to diminish. His strength, he says, mainly comes from his wife, jean.
