Now, for drivers, two lanes of eastbound highway 24 near the lafayette station are closed from now through monday morning for construction staging. B. A. R. T is replacing tracks, electrical equipment, switches and platforms. The stretch of track is decades old, dating back to the start of service in 1972. Now, this is going to be the first of what will be six upcoming weekends through october in which a full shutdown will be in effect. On other weekends trains may single track through the work zone. B. A. R. T. s board of directors says it is on target to bring Train Service to san jose for the first time by december 31. Thats if the Transit District and the Santa Clara ValleyTransportation Authority can work out a number of technical and operational issues. A mistake was made that allowed someone clearly a danger to the public to be released. Reporter this is mayor london breed reacting to a bombshell revelation, that the judge who ordered a homeless man released hadnt seen this dramatic Surveillance Video of the attack. When i saw the video, which im disclosing to you today, i was frankly alarmed. Reporter in the video you see James Austin Vincent attacking Paneez Kosarian in her condo sunday. The judge says the first time she saw the videos was after the arraignment on tv while she was out at dinner. Because of what i saw in the video i have additional Public Safety concerns now. Reporter judge van aken has ordered vincent to wear an ankle monitor but because of meptal illness to remain free and in temporary housing for those in the criminal justice system. Still, theres some concern. It doesnt make it better he went without anything for a day and a half. This decision should have been the decision she made, and as a judge you dont get a Second Chance. Thousands of travelers had to wait in long lines to be processed. Abc 7 News Reporter luz pena has the details. The International Arrivals hall is at capacity. Reporter this was a complaint at major airports across the nation. It is the biggest line i have ever seen. Longer than i have ever seen it anywhere. Yes, ridiculous. Ridiculously long. According to sfos on duty manager, the outage lasted more than four hours, approximately 20 Different Airlines were affected, and around 30 flights landed during the system back up. His wife, margie reckard, was an employee of the walmart star where 22 people were killed on august 3. Basco said they had no other family so he invited the public to the funeral services. Even though we didnt know her personally, she was a fellow el pasoan so were family. The California Office of Traffic Safety keeps track of crash data. In 2016 in all bay area counties there were nearly 12,000 speedrelated crashes involving injury or death. Today were focusing the california spotlight on a very important topic the epidemic of teen vaping. Joining me today to help give us more of an insight and information is dr. Pam ling. Thanks so much for joining us, dr. Ling, and sitting down with me today. Dr. Ling, this is really alarming. After years of decline, teenage use of Tobacco Products has spiked. And in the last year, the u. S. Surgeon general is saying that vaping is now a youth epidemic . Thats right. The u. S. Surgeon general has called the vaping increase an epidemic among youth and is really calling upon parents and teachers and Health Professionals and others who ke action on this epidemic. Wow. Okay. So, help us understand the danger. What is an ecigarette . What does it look like . And how are our kids getting their hands on them . Yeah, so, ecigarettes ares t contains nicotine into an aerosol. And the aerosol is inhaled. So, they often contain a battery, a heat source, and then these days mostly a little pod that contains nicotine liquid. So, give the stats. Well, tobacco use among youth has been going up, we think driven by the vaping epidemic. So, young people in 2018 about 4. 9 million young people were using Tobacco Products, and thats up from 3. 6 million in 2017. Tell me more about the effects. Teen brains are actually quite vulnerable to addiction because the brain is still developing until youre 25 years old. In addition to addiction, nicotine can increase other effects, like anxiety, irritability, mood swings, and learning difficulties. So, how did this become a youth epidemic . Young people are really attracted to these products for a couple of reasons. First of all, the products look cool. Supplies, so they spark curiosity. Second, the products come in interesting flavors. So, four out of five teens say they started vaping because they were curious about the flavors. And then finally, the products contain a lot of nicotine. This contains the nicotine. How much nicotine is in that . This has the same nicotine as a pack of cigarettes. An entire pack. And how much how long will that last you if youre vaping . If youre vaping, it can last up to a day. Okay. We do have some teens that use two of these a day. Wow thats like smoking two packs of cigarettes a day. So, while a teenager is just experimenting with the flavors, they may not realize theyre actually being exposed to large amounts of nicotine and their brain is getting addicted. So, that leads me to my next question, then. Why are kids at greater risk of nicotines harm . Yeah, well, nicotine is a neurotoxin that kind of hijacks teens brain. So, every time you gain a new skill or learn a new fact and, you know, teenagers are, nsrey set fo learning all of the thingsste bransynapses, which is learning, also makes it more vulnerable to nicotine, again, developing synapses and creating an addiction. Theres a lot of really Important Information for us to digest here, dr. Ling. It sure is. Luckily, theres a website that contains more information.
