After reporting on several disconcerting crime stories in San Francisco this week, we asked the mayor about a solution. Yesterday she had a clear message. The Police Department is under staffed. We do need a Police Presence. Police presence is whats going to make a difference. She said that in response to tuesdays attack on a tourist at the legion of honor. He took pictures of a suspect he thought was breaking into his car and was run over. That tourist was just released from the hospital today. It was a similar response to the case of a woman whose home was broken into, ransacked and littered with drug paraphernalia. At midday we asked if crime was a concern for you. Look at the results, a whopping 94 voted yes. An easy answer, hire more police. Abc7 News Reporter liz kreutz digs into that issue as part of our effort to build a better bay area. Reporter yeah, we spoke to both the San Francisco mayor and the police chief today. Heres what we found starting with the numbers. So they are currently 1 ,869 full duty s. F. P. D. Officers assigned to the city. The population 883,305. Lets compare that to ten years ago. Take a look. 2010, 1,920 full Duty Officers in the department, so more than there are today. At the same time, the population was also lower, at 805,235 people. So what does that mean . Well, there are fewer officers per capita in San Francisco than there were ten years ago. In fact, there is currently one officer for every 473 people. In 2010, there was one officer for every 419 people. And as the police chief pointed out to us today, that doesnt even take into account the huge growth in employment in the city which on any given day can double the population of San Francisco. Look ath tffic patterns around t city. It takes longer to get from point a to point b and those things play into the whole formula about who we need to employ, how many. Reporter do you believe youre under staffed now . We can use more definitely. Reporter across the bay area Police Department has struggled with recruitment. Staffing is continuing to go up from the low in 2015. We spoke to mayor london breed about this today. This is not always unfortunately popular to support Police Funding at the board of supervisors. But at the end of the day, every member of the board of supervisors is asking for a larger Police Presence in their communities and, you know, this is the only way were going to get to it. Its not as if with the number of officers that we have in the department that theyre all working at the same time. Theres rotation. Theres, you know, a number of other issues that come into play. And it is frustrating. Reporter now, one of the things the mayor also told us yesterday is that there needs to be more Academy Training classes fo for they said there are eight scheduled, more than in the past. Thats encouraging. Liz, theyre good jobs. Why has the Police Department struggled to have so many shortages . They lost several officers over the past ten years partly because of retirements. Its an expensive place to live here in the bay area. The economy, the police chief is saying, is good. So the Police Departments are hiring right now options. People have options. At issue right now is whether or not he is mentally competent to stand trial, with many people now wondering how long it will take for this case to move forward. Isaiah peoples of sunnyvale returned to court to face charges including eight counts of attempted murder. Police say hes the one responsible for this tragic crash in the sunnyvale crosswalk in april. Theyre alive and working on their health. So theyre at various Rehab Centers and trying to get better. Reporter investigators say the army veteran was heading to bible study when the incident occurred. The d. A. s office believes at least two of the eight victims were targeted because of their perceived race and religion. The defendants family maintais he has ptsd from serving in the military. Defense attorney chuck smith is now looking at other angles. We are also asking to have some medical tests, some brain scans done to see if there might be an abnormality or lesions in his brain which may have played a role in this incident as well. Reporter the Sunnyvale Department of Public Safety has concluded the crash was intentional based on the lack of skid marks at the scene. Community members, including representatives from the council on American Islamic relations, are closely monitoring the case. Hate crimes when directd towards one group often tends to have a Ripple Effect on the rest of owe sisociety and people sho care. Reporter the motive behind the crash still up for debate. His inbe tent committing this crime is at center stage for both the defense and prosecution. The defense has rested its case after four days of testimony from Derrick Almena in the ghost ship trial in oakland. Almena and codefendant maximum harris are charged with manslaughter in the ghost ship fire that killed 36 people. Almenas attorneys believe he did pretty well. Reporter the prosecution continued its with erring prosecution of Derrick Almena. Like yesterday, he worked hard to appear combative. I think my clients come out pretty well. Reporter almena was the Master Tenant who rented out space to others inside the ghost ship before the deadly 2016 fire that killed 36 people. Yesterday the exchanges between almena and lead prosecutor autry james were testy. Today almena tried to appear remorseful but emphatic that he was not responsible for the deadly fire. You want to show the jury that who is a vicious animal. Oh, the heart of them is violent and combative, so you probe. Reporter under prosecution questioning, almena admitted all the plumbing, electrical and carpentry work done inside the converted warehouse was done without permits. Almena said the building had not been inspected for 71 years before the fire. Prosecutors then took almena back to an interview with a local tv station in 2018 in which he reportedly said, quote, the whole structure of my defense is to point and blame. Sarah says that was taken out of context and contrary to what he said on the stand. Remember he kept saying, im not blaming anyone. Im just trying to tell you what occurred. Reporter attorneys for codefendant max harris believe almena helped their case. In our opinion mr. Almena entirely exonerated mr. Harris. So the fog clearly has not reached this spot yet. Its on its way. These are our forecast features. Areas of fog near the coast and by overnight. Sizzling heat inland tomorrow through sunday. And a cooler pattern will begin on monday. Lets take a look at overnight conditions as the fog pushes locally out over the bay. Maybe a patch or two will work its way inland. Well see low temperatures, mainly in the mid to upper 50s. Inland east bay milder with lowes only in the 60s, low to mid 60s. Tomorrow a milder day near the coast. A warmer day inland. Look for inland highs in the low to mid 90s up to about 95 at clover daily up north. 95 the expected high at antioch inland east bay. Down in the south bay warm, but not hot yet. 86 will be the high in san jose. Upper 60s on the coast. Lets look ahead to saturday. Notice temperatures start rising or continue rising in our inland areas to mid to upper 90s. You upper 70s around the shoreline. Pretty much the same range of temperatures will prevail on sunday. The heat will start to ease inland and it will feel cooler around the bay and on our coastal areas. Speaking of heat, down in the gulf of mexico, the water is warm and Tropical Storm barry is still gaining strength as this major rain producer, producing flooding rains in some areas, it is expected to take a path that will allow it to make landfall tomorrow in the west coast of louisiana. Possibly as a category 1 hurricane. Certainly as a rather strong Tropical Storm, but its not the wind thats a big concern here. Its the flooding rain that will continue up tlup central louisiana, perhaps into arkansas and other parts of the southeastern u. S. This is a very powerful storm, but once again, the big concern is flooding. Not so much wind damage. Heres the accuweather sevenday forecast. Our warm up will be a weekend warm up essentially with minor cooling beginning on monday. And there will be further cooling but only a couple degrees tuesday, wednesday and thursday. A plane reeolls out to the runw for take off. But what happened next is anything but normal. That plane and the pilot on board have disappeared. Investigators think the plane crashed with no survivors in the Santa Cruz Mountains in late june. Abc7 News Reporter chris reyes has new details that the police are sharing with us tonight. We do have Video Surveillance from the night the plane was stolen that shows the airplane taxiing into the runway at about 8 30 at night. Reporter on june 26, investigators believe that 64yearold watsonville resident hugo marr stole this single engine cessna and flew it out of the Watsonville Municipal Airport before crashing into the ocean. Detectives did find hugo marrs car had been abandoned and it was parked in a parking lot near the airport. The parking lot thats commonly used by pilots. Reporter marr was an active member of the santa cruz flying club. He had authorization to get into watsonville airport. On the clubs website, it states that marr was in Good Standing with the club, but failed to follow protocol by not making a reservation to use the plane on that night. We paid a visit to watsonville airport to see the security measures for ourselves. Heres what we found. Fencing around the premises about 7 feet high. A locked gate with a key pad. An office staff till 5 00 p. M. , surveillance cameras and signs everywhere warning of a security alarm system. We believe the airport is secure, but someone that is authorized does have access and has been a pilot before, and we believe that this is just a tragic incident. Reporter to date, no wreckage or body has been recovered. Family members of marr were at the press conference. They appeared emotional and would not speak to media. New at 6 00 this evening, the fbi has just told us that someone broke into an agents car last night in oakland and stole a rifle, among other things. Heres a picture of the gun and a list of the stolen items including a cold m4 semiautomatic rifle. A magazine loaded wi with. 45caliber ammunition and official fbi raid jacket. This happened about 8 40 last night in the parking lot of the hag enberger parking lot in oakland. It has been vacant since walmart shutdown a few years ago. The division is offering a 5,000 reward for the return of those stolen items. Happening now, pg e is hosting a wildfire safety open house in walnut creek. Earlier this wreak, a similar event was held in oakland where residents learned about preemptive power shut offs in times of high fire danger. Pga kneel says it wi pg e says it will give a 48 hour warning before an outage. They will change the way wildfire damages are paid in california. The bill creates a new 21 billion fund to compensate victims of wildfires caused by power lines. Money for the fund will come from taxpayers and shareholders of the utility. It will require Utility Companies to get annual safety certifications and change standards for making utilities pay for wildfire damage. President trump has abandoned his effort to include the Citizenship Question on the 2020 census. Hes instead ordering them to provide the Commerce Department with all the records it requests, pertaining to the number of citizens and noncitizens in the country. Mr. Trump announced today that hell sign an executive order to put this new plan into effect immediately. With todays executive order, which eliminates longstanding obstacles to data sharing, we are aiming to count everyone. Ultimately, this will allow us to have an even more complete count of citizens than through asking the single question alone. The Supreme Court recently thwarted the president s plan to include the Citizenship Question on the 2020 census. The head of the Latino Community foundation says the Citizenship Question was just a ploy by President Trump to under count latinos by creating fear. The group will push ahead with outreach programs to ensure an accurate count. Getting out the census is an act of resistance. It is a message to people in power that we are not going to be unseen or unheard, that our numbers are going to matter for the next ten years. She is also fighting proposals to cut online census and field staff that could under count immigrants communities. In the east bay, oakland city leaders celebrated the new bike plan. It focuses on increasing bike safety in the city with an emphasis on neighborhoods in need. The Oakland Department of Transportation Partners with Public Libraries to host repair sheds and bike shops with Community Groups like the scraper bike team. I know a lot of change is coming to deep east oakland. Weve been marginalized. Weve been put into a box, put into a corner and forgotten about. Now all of a sudden a change is coming. We need to brace ourselves as a community. The Budget Approved by the Oakland City Council last week also includes funds for pothole repairs and painting more bike lanes. Bart says it is on the defense trying to battle fare evaders. It is a frustration that stands in the way of building a better bay area. Today bart took another step in up grating fare gates.
