Ibout entire communities standing up and declaring amidst awful attacks that from this administration that we matter. That immigrants matter. That refugees matter. That working class poor people matter. That people of color matter. That we count. San jose mayor sam liccardo also applauded todays decision by the court. Mayor liccardo believes california might be under represented in congress because of inaccurate census counting. And a census issue was just one of three high profile cases that the Supreme Court ruled on today. Another big one concerned how political districts are drawn. In a 54 split, the justices ruled claims of partisan gerrymandering must be handled by voters and legislators, not federal judges. The decision is in response to challenges against both parties. Today on midday live we discuss it had with thomas wolf, counsel for the Democracy Program at the Brennan Center for justice, a nonpartisan but progressive organization. The ruling today on partisan gerrymandering were a loss for all voters. Our constitution tells us were supposed to have legislatures that are accountable to us and are representative of us. When one party can knock its power into a map for ten years and max out its seats, we dont have representation. And we cant vote these people out. We dont have accountability. Now the courts cleared the groundwork for members of either party if they control the process in the next decade to lock voters out of the process. Its time for voters to take this into their own hands and push for reform wherever thats possible. The third court ruling today getting a lot of attention concerning drawing blood. The court decided police may without a warrant order blood drawn from an unconscious person suspected of driving under the influence of alcohol. They have received at least 22 notices about serious violations at six of their properties. One is a commercial storage warehouse converted into 18 units and rented as living space. Were talking about real dangerous conditions. So significant fire hazards with electrical wiring and lack of safe exits, rats and cockroaches, no heat, no running water. The lawsuit asks that the defendants fix all problems with living conditions. It also seeks fees, penalties and restitution to be determined by the court. Reporter after years of negotiations an agreement was announced today between the Homeowners Association and the develop developer pulte holmes. Nearly 700 condominiums will be built. They can move into replacement housing onsite with yearly increases capped at 3 . Pulte has designed the units to be senior friendly. The biggest relief shake stay in san jose, that i can keep my friends, that as i get older i will be able to go to the places that i know. Reporter attorneys with the Law Foundation of Silicon Valley took the case pro bono on behalf of the residents. They hoped the agreement serves as an example for future development. The Service Today took place at a church in roseville. Close to 3,000 people attended. Some had to watch a video feed in an overflow room. Officer osullivan was in the final day of her Field Training when she was killed. Evil showed its face in our city. Family and friends say officer osullivan already knew she wanted to be a Police Officer by the time she enrolled at College Park High school in pleasanton. They describe her as singleminded, fog used and driven. She was one of those rare people who devoured life, doing so well, somehow maintaining both strength and kindness in equal measure. Reporter even though the bank itself was not targeted, the doors to this Wells Fargo Branch are locked today after the Armed Robbery involving two rifles, a hand gun, masked suspects and what Oakland Police say is a crime so rare, they havent seen anything like it since 2006. He said it was something you would literally see out of a movie. Reporter the drama that unfolded outside the wells fargo at oaklands Foothill Square s mall was something they havent seen on a decade. We dont see this on a daily, monthly, yearly basis. The suspect in a deadly shooting on interstate 680 in milpitas last week was shot and killed by park rangers in big sur over the weekend. 26yearold kevin alaniz is accused of shooting at hikers in the state park before getting into a shootout with the rangers. A warrant was out for his arrest for the freeway shooting that killed matthew rios last week. Officials say the rangers were not aware that alaniz was wantled. The Monterey County District Attorney was asked if alaniz was guarding an illegal marijuana grow in big sur. She said there was nothing to suggest that. The more likely scenario would be that he was trying to find a location to hide out because of his investigation up in the bay area. Officials say alaniz and rios knew each other and thats where the 680 shooting as well. Big changes are coming to crime solving with new science out of Lawrence Livermore national lab. A single oneinch strand of hair from anywhere on a persons body can be used to identify a potential criminal. As abc7 News Reporter Leslie Brinkley indicates the biggest impact will be Sexual Assault cases. The biggest application is crime scene hair. Reporter soon Law Enforcement will need a single inch of hair to test. A strand that is weighed and then dissolved. We actually look to detect peptides which are smaller chunks of the proteins in the hairs. And by detecting the peptides, we can link them to the genetic variation that individuals have. Reporter its dna on steroids. Regardless of whether the hair is from the scalp or from the arm or pubic region, we can obtain the same amount of Genetic Information from the hair samples. For a point of comparison, you used to need 100 times that inch of hair to yield the same result. This new science adds ten times the accuracy, one in 10 million. This could open a whole new world when it comes to prosecuting Sexual Assault cases. Thats right, because hair is often collected as part of evidence in a Sexual Assault. And so if you feel like say a single pubic hair instead of an expert taking that rape evidence and making an opinion about it, we can extract the proteins, make a measurement and have a scientifically based validated measurement for making that comparison.
