These are exactly the people that could can uses the tool. And in the future i would hope could use the tool. A similar measure was proposed in 2016, but was vetoed by the govern jerry brown. California already has some of the toughest gun laws in the nation. Its illegal to buy or possess militarystyle assault rifles like the ar15. The same goes for magazines that hold more than ten bullets. Also, gun magazines cannot have whats called a bullet button that allows a person to with quickly reload the weapon.
