Republicans are expected to vote today on the sweeping tax cuts, billed as a boon for the middle class, but there are independent analysts who say that businesses and the wealthiest among us will reap the biggest benefits. Abcs mary bruce has a breakdown of the winners and losers. Reporter with a victory on tax reform in sight, President Trump is promising americans big results. It will be the biggest tax cut and tax reform in the history of our country. [ applause ] thank you. Reporter but on capitol hill, protesters are urging congress not to pass this bill. This is what democracy looks like reporter so who really wins and who loses . The president has insisted he will not benefit. And its not good for me, believe me. Reporter but the wealthy do get a big tax cut from 39 to 37 . And certain business owners, including those of commercial real estate like the trump family get a 20 deduction. The bill is a big win for big business. Corporations see their tax rates slashed permanent lly to 25 fr 31 . But republicans insist this bill is aimed at this middle class. On the campaign trail, candidate trump promised relief. Our campaign is about giving voice to the voiceless. Its about representing the forgotten men and women of this country. And they have been forgotten. Reporter but in the new tax bill, the individual tax cuts expire after eight years, and that new Analysis Finds in a decade, 70 of middle income americans would face a tax increase, while 76 of the wealthiest would receive a tax cut. Reporter if you live in a state with high property and income taxes you could also lose out. The bill caps state and local income Tax Deductions at 10,000. In the senate, there is not a single republican on record as a no vote. The house is expected to vote today followed by the senate. Administration Officials Say hes postponing a trip to the middle east in case he has to break a tie with the tax vote. So, the end is reportedly nowhere in sight for the investigation into russian meddling and possible collusion in the campaign. Sources tell the Washington Post that it could take at least another year to wrap it up. And crews are working overnight at the scene of that deadly derailment in washington state. The amtrak rain went off the tracks while crossing over a busy highway during yesterdays morning rush hour. Some of the cars fell onto interstate 5 below, hitting vehicles and injuring drivers. The train may have been going faster than the posted speed in the area. Lets get more now from abcs clayton sandell. Reporter you can see its still a very active scene behind me. All of the southbound lanes of interstate 5 are complete lay shut down and may remain that way for a couple days. Emergency responders have now searched all of these train cars for additional victims. And say that as of now, the death toll here stands at three. But theyre cautious that there were roughly 100 people transported to hospitals and a few of them are in critical condition. This all happened just after 7 30 a. M. Monday morning, the inaugural run of amtrak cascades train. This train was headed from seattle to portland when it derailed, sending locomotives and passenger train cars careening onto the interstate below. There were drivers on the road who were hurt, but thankfully none of them were killed. The National Transportation safety board is on the scene. They are trying to begin the process of figuring out why this train derailed and how fast it was going when it left the tracks. Still many questions for investigators. Clayton sandell, abc news, dupont, washington. Our thanks to clayton there, and one of those victims had to be flown to a Trauma Center overnight. So many people still in critical condition. That train should have been a celebration of a 181 million transportation project. Well, the new route is supposed to cut 10 minutes off the trip but more importantly, ease congestion on tracks used by freight trains. Instead, the inaugural trip turned into a nightmare for the 80 passengers on board. You start to see the roof kind of peel, you know, youre like, is this ever going to stop . And when it stopped it was completely black. It started to tip over as it was going around, and everything went dark and stuff started flying around, and that was it. And then it stopped. It was crazy. It kind of felt like the end of the world, like youve just come out of, i dont know, a Nuclear Bunker and youre standing amongst this wreckage. Were going to be hearing from more passengers later this morning on good morning america. President trump called the derailment as a call for more spending on infrastructure. His first reaction came from a tweet saying that the accident showed that we need to spend more on infrastructure projects. He was criticized because he didnt mention the victims, at a public appearance later, he did. And repeated the call for more infrastructure spending. Our deepest sympathies and heartfelt prayers for the victims for the Train Derailment. It is all the more reason why we must begin fixing the infrastructure in the united states. In january, the president plans to unveil his 1 trillion proposal to upgrade transportation infrastructure. The cow evidently fled from a nearby farm. The police were working to get it home. Were now learning the train may have been going twice as fast than the posted speed limit. The train derailed and went off an overpass south of tacoma. Some of the cars landed on interstate 5 as you can see there, hitting vehicles on that busy highway and injuring drivers. Reporter hi, guys, good morning. You can still see that train behind me. This part of the highway is still shut down as officials work through the rain in the Early Morning hours investigating. That rail car left dangling in the darkness, just part of the aftermath of this amtrak train crash that killed at least three people and injured more than 70 others. Amtrak 501. Emergency, emergency, emergency. We are on the ground. Reporter all but one of the rail cars careening off the track south of tacoma, washington. Several crashing onto the busy highway below during the morning rush. Things just started to tip over as it was going around and then all of a sudden ended up on its side and everything went dark. The train started to wobble for a moment. And then we were catapulted at the seats in front of us. Reporter chris karnes on board for this, the inaugural run of a new faster route between seattle and portland, tweeting moments earlier, wow, this train is fast. Were passing up traffic on i5. Then after 7 30 a. M. A locomotive and 12 cars with 86 passengers and crew on board rounded a curve and then plunged off both sides of the overpass. Is everybody okay . Im still figuring that out. Weve got cars everywhere and down onto the highway. Reporter at least seven vehicles, including two semis on interstate 5 crushed. Other drivers jumping out of their cars, rushing to help. We climbed underneath the train as fast as we could and there were people with half their bodies pinned, couldnt move and were in a lot of pain. Reporter other victims walking away from the scene in disbelief. When i stepped out, i didnt really realize i was standing on another train car. Reporter and the ntsb is now out here working and figuring out what caused this crash. Kendis, diane, back to you. No doubt the rain is making that work a little bit more difficult for them out there. Marci, i know before the crash one local mayor near there raised concerns about this faster Train Service. He seemed to predict this would happen. Reporter yeah, its really interesting. Just about two weeks ago, the mayor of a nearby town called lakewood was in a meeting really warning that this could cause a major safety hazard. He said that this new, faster Train Service with trains that can go up to 79 Miles Per Hour could endanger citizens and said that a crash, an accident like this could be inevitable if more safety precautions werent put in place. Kind of eerie, marci. Now were hearing that that train could have been traveling almost twice the limit of whats allowed on that track. What do we know about that so far . Reporter well, officials are still trying to figure out just how fast the train was going and if that is the case. We know that according to amtrak ceo, they say that this area had a, has a feature that would automatically slow a train down if it is speeding. But that feature never kicked in. We know that the curve that this train had just gone around when this crash happened, the speed limits 30 Miles Per Hour. But still unclear at this point how fast the train was actually going. Marci, many of our concerns are about the victims and those who were injured. Whats the update there . Reporter well, we know all of the fatalities were on the train. So none of the motorists who were impacted by this were killed. Reporter they have a lot of questions. One of the main ones, of course, is speed. How fast was this train going when it derailed . We know that the speed limit at the curve is 30 Miles Per Hour. They want to see if the train was exceeding that speed limit. Theyll also look into whether there was anything on the tracks that it may have hit before the derailment, if there was a problem with the tracks, and because this was the inaugural run of this route, they want to look into whether this was tested enough ahead of time.
