Individual units as opposed to large. We found last winter our winter shelter was 1 3 to 1 2 empty all winter long. Low barrier places. Allows entire encampment to move as whole together. Have not reached impasse good faith negotiating for more than seven months and both sides agree weve not reached impasse so technically this is unlawful strike and will be filing unfair labor practices action tomorrow
