Reporter good morning, natasha and reggie. The winds have really calmed down a lot in the past 15, 20 minutes or so. Still breezy outside but you can see whats left behind. Here we are on lark avenue by highway 17 and youve got big piles of these pine needles in the middle of the road. You have tree branchs as well. Power outages are a major issue. Were talking about 11,000 customers without power at the height of this wind storm this morning between 2 30 and 4 00. Now were being told there are about 4,500 without power in the south bay. Thats the good news. We dont know when power will be restored. Pg e is scrambling to get crews pg e is scrambling to get crews to several different locations. This is near peach hill road. A very dangerous situation firefighters keeping watch. You can see another tree down and theyre getting creative using a tow truck to actually remove this tree and a big issue when i was driving in the san jose area, major intersections without power. So when you come to that intersection because theres no lights on in that area sometimes its hard to see those stoplights in the area, so some people are going right through them. Its easy to do. Slow down if youre in the san jose area. treat them as fourway stops. Very dangerous for people driving right now but, again, the good news, the winds have died down, which is going to make it easier for pg e to get out and theyre not continuing to chase these new incidents that are popping up. Theyll begin at dawn with the unfurling of an American Flag down the side of the pentagon. Thousands of First Responders, survivors, and relatives of victims will pay their respects of the lives taken on this day in someone. Everything will stop at 5 45 our time, the moment the first plane hit the World Trade Center in new york city. At ground zero family members will gather as the name of each victim is read. President trump will mark the day with a moment of silence at the pentagon. The Vice President will attend a ceremony in shanksville, pennsylvania. Lets go live to abc 7 News Reporter amy hollyfield. They hold a moment of silence at the memorial and read the names of the 343 firefighters who died that day. This will start at 6 45 this morning. The plan is to ring a bell at 6 59, t time the south tower of the World Trade Center collapsed. Fire administrators say they planned this because they never want people to forget the sacrifices the firefighters and other First Responders made as they headed into those buildings to try and save those people that day. Hurricane irma slamming tallahassee. The hurricane first made landfall as a category 4 storm on sunday morning and you are watching wind gusts up to 142 miles an hour in naples yesterday. At least five people are dead. 27 in the caribbean. And at the live desk i just got some breaking news, Hurricane Irma now actually a Tropical Storm, it has been downgraded. Were watching the federal response to the damage that irma has left behind. Live in washington, d. C. , with how those officials are already getting prepared. Reporter good morning, jessica. This is an all hands on deck situation. Over 32,000 federal responders are in place ready to assist in the wake of Hurricane Irma. Across florida families are hunkering down in school gymnasiums and sports arenas to ride out the storm. More than 500 shelters are open housing more than 116,000 people. Gary horner and his family sought refuge. It makes a difference. Reporter as thousands wait out the storm the first signs of the widespread Power Outages expected across the state. Nearly 6 million florida customers already without electricity, thats more than half of the customers in the state. Utility vehicles are standing by to turn the lights back on as soon as its safe but its unclear when that will be. In preparation for the storm the u. S. Military sent more than 4,000 personnel to the region to assist fema and florida officials. The coast guard is readying for search and rescue operations and c130 cargo planes are expected to arrive in the florida keys today to assess the situation. Over the weekend at camp david President Trump received briefings on the storm. And back at the white house expressed confidence in the federal response. The bad news is that this is some big monster, but i think were very well coordinated. Reporter President Trump says he wants to visit florida very soon but the white house has not indicated how soon that might be. In washington, arlette saenz, abc 7 mornings. A cal alum is taking up a campaign that has gone viral and its all because of this facebook video. It shows a food vendor in berkeley being cited by Campus Police for not having a permit. Abc 7 News Reporter Lisa Amin Gulezian shows the outrage. Thats not right. Reporter the one filming Berkeley Police cite this food vendor after yesterdays cal game is martin flores. The father of three studied at cal. He says when he saw this he doesnt have a permit. Reporter he was outraged. He chose this one vendor selling hot dogs, an individual who was probably vulnerable, an easy target. Reporter flores insists what happened next crossed the line. Youre going to take his hardearned money . Yep. Reporter Police Confirmed the officer took the vendors money and booked it into evidence. The vendor, who goes by juan, asked for the money back but was given a notice to appear in court instead. Flores posted the video on his facebook page. It didnt take long before it was viewed more than 8 million times and shared over 135,000 times. Flores then started this go fund me campaign to pay for juans legal defense. The goal was 10,000, its raised more than double that. Im working for you. Reporter meantime a separate online petition started to have the officer in question removed from the department. That goal is close to being met. We reached out to uc berkeley officials who say theyre aware of the incident and are looking into it. Notice how they collapse into just nothing within two hours. All of that air rushed out of the storm, moved north through our valleys and accelerated a little bit when it gets squeezed. Its the same thing you saw happen in miami with irma. When you push wind through Tall Buildings it squeezes them and accelerates them, and thats what we had move through this morning, why we have the Power Outages in the south bay. That along with the cloud cover keeping us warm this morning, up to 15 degrees warmer than yesterday morning. We wont quite end in the same neighborhood today. And we are tracking developing news, a mass shooting in texas. Police say at least eight people are dead including the suspect. Two others are hurt. The shooting happened last night at a Home Northeast of dallas. Police say a responding officer went inside and confronted the suspected gunman. That officer opened fire killing him. So far police have not said what led up to the shooting. Former white house Spokesman Sean Spicer starts his new career as a public speaker. Spicer, of course, had a brief but memorable stint as the spokesperson for President Trump. Reports he will speak at Investment Bank rodman and runshaw. This is what remember last time we had an area of low pressure from the south, it dragged all that heat and humidity up our way. This one is doing pretty much the same thing. This one has a little bit more energy as you can see by all the lightning strikes that its producing. Right now those are rotating out over the ocean but as this low draws closer this afternoon and overnight, thats when well have a chance of seeing some of those showers. You can see by noon starting to creep into the monterey bay. 4 00 theyre still down to our south but notice as we head into deeper into the evening rush some scattered theres one there, one there, one there and one there. Thats highly scattered showers and possible thunderstorms. And they continue during the overnight hours through about 4 30 tomorrow. And then moves to the north. And then more redevelop tomorrow afternoon. Notice theyre not quite as widespread as theyre going to be with the first push of this wet weather. Unfortunately we had some high wind gusts that knocked out power in a few areas in the south bay in the Early Morning hours and that means a high wind advisory on highway 17 right around hamilton avenue. Chp was reporting smaller tree branches and some debris earlier this morning. Be on the lookout for that. State route 17 at lark avenue, thats one of those spots where we have some dark stoplights. So you know what you have to do there, treat those as a fourway stop and use extreme caution on the roads today. Drive time from westbound 580 tracy into dublin not looking so good. We still have that motorcycle crash right along Altamont Pass so 1 31 minutes. We do have emergency crews on the scene. More on that shortly. Everyone else looking okay. Westbound 4 antioch to concord and 101 san rafael to San Francisco wide open. Alexis, thank you. Four deputies accused of abusing inmates are expected back in court. The d. A. Says they will have plea hearings in oakland today. This video from last week shows the deputies arraigned in dublin. The d. A. Says they mistreated inmates at the jail. Several are accused of letting inmates throw feces and urine at other inmates. Mcdermott is suspected of choking an inmate. Prosecutors say he threatened a witness. Developing newsinerkeley. The city council will discuss Police Accountability reform at tomorrows meeting. The daily californian reports councilmembers will consider strengthening the commission. They want to improve use of force reporting policies and give the commission full access to the citys records. Citizens would need to vote on the issue next year. The center for policing equity advised the council to make improvements after black lives matter protests in 2014. Berkeley police were accused of using Excessive Force involving tear gas, rubber bullets and batons to control protesters. Developing news out of San Francisco where a plan to improve tenderloin street lights is on hold again. According to the chronicle it stems from a dispute between pg e and the San Francisco Public Utilities commission which owns the street lights in the tenderloin project area. The commission accuses pg e of quadrupling the connection fees stating the utility wants to charge 107,000 for the work. Pg e says the new service fees were reached after revisiting an expired and outdated agreement and will not resume until the Commission Signs that agreement. It is still bringing tons of rain to floridas west coast and irma is now moving into georgia. Nearly 6 Million People thats about half the state are without power. Number four today, thousands of people expected to attend ceremonies marking the 16th anniversary of the september 11th terror attacks. President trump will preside over his first 9 11 ceremony as president. The first lady will join him in a commemoration at the pentagon. Number five in San Francisco a remembrance ceremony is going to get under way this morning. The Fire Department will hold a momnt of silence. The department has done this on september 11th every year since the attacks. Number six, a pretty big issue if youre trying to get out of the Central Valley up to 1 30 into dublin all due to this crash westbound 580 before north flynn. We did just talk to chp. Only the far left lane blocked at this point but youre slow for about ten miles. Number seven, amazon may have slashed the prices of avocados at whole foods but that is the only place theyre getting cheaper. In fact, the wholesale price is up 125 since january and that is the highest price ever. Wildlife experts are pleading with homeowners to stop using newly designed rat traps outdoors. It comes after a skunk had to be rescued from two traps here in the bay area. Crews had to save this little guys life after it was drawn to a pair of the traps near an outdoor grill. Out traps have round edges that allow larger animals to slip away. The new ones use serrated edges that clamp down on the animals. They are intended for indoor use. Wildlife services called for better labeling so people know to keep them indoors. This time the skunk survived. Check this out, a rare animal spotted in wood side last week. A photographer snapped this photo of a long tailed weasel. The chronicle reports there are few photos of them ever taken but theyre likely to come out this year because of the wet winter bringing out small rodents which is their source of food. They started in the south bay about an hour and a half, two hours ago now through concord and fairfield and over the next 45 minutes or so will be completely out of here. Helping keep our temperatures up with the cloud cover. 62 to 70 degrees. The cloud cover and extra hume, 70s at the coast, mid80s around the bay. 93 inland. A chance of thunderstorms in your neighborhood coming up. Heres alexis. If you are just waking up and joining us a pretty big issue if youre trying to get out of the tracy area. A crash involving a motorcycle down to just the far left lane blocked. We have had two lanes blocked the last 30 minutes. Its just before you get to north flynn road on 580. Just a terrible spot to have any lanes down. Youre down to 6 miles an hour, 4 miles an hour approaching. That is over an hour and a half right now if youre leaving tracy trying to get to dublin, Patterson Pass road an alternate starting to fill in as well. No official word the metering lights ae on yet. On top of these two slow spots we also have a slowdown for the san mateo bridge and in sunol. Well talk about those up next. The big news nationally is in florida as Hurricane Irma gets downgraded to a Tropical Storm. Well get to florida in just a second. First we do have some severe local weather to deal with. The winds have significantly died down. Over the past hour or so here in the south bay, but the work continues. You can see a pg e crew is here right at the exit ramp at lark avenue in los gatos and 17. They are working to get the power back on in this area. A lot of wires went down during this freak wind storm. You can see just how powerful these winds were. This is in los gatos. You can see how windy it was. Santa clara fire got more than 20 calls this morning of power lines and trees down starting at about 2 40. San jose fire, a lot of other Fire Departments getting calls. More than 11,000 customers were without power. Theres about 4,500 here in the south bay without power. Check out this video near peach hill road. This tree went down during the wind storm landing on a power line. A very dangerous situation. Be careful as you head out. This intersection, the stoplights are on. We have power here but there are many stoplights that do not have power so when you approach them make sure youre treating 24e i as a fourway stop and doublecheck the cars in the other directions are stopping as well. Reporting live in los gatos, matt keller, abc news. And now to the developing news in florida where Hurricane Irma has been downgraded to a Tropical Storm and is now moving into georgia. A live look from orlando and disneyland was forced to close because of the weather conditions. Now here is the latest and there you have a look at what were talking about. This isnt orlando because orlando isnt on the ocean but im assuming this is maybe Port Canaveral or something in the area. Ill check on that. Police in lakeland say a family with small children was rescued from a car that was submerged in water with the water reaching the childrens car seats. How frightening. People are being reminded to stay inside and observe the curfew. Many are without power right now. That number has grown to nearly 6 million customers. Wind and rain from irma have moved into South Carolina and officials are warning residents there to be very careful throughout the day. Mike nicco is tracking irma as it slowly loses strength but i think its too early to say this is all over, right, mike . That is correct, reggie. It will dump a lot of rain and has winds fast enough to cause damage. Notice behind me on live doppler 7 and also tampa, and you can see the eye opening as it unwinds due to the fact its been over land and because its unwinding like a skater who throws her arms out to slow down her spin or his. Thats what were seeing happen right now. Notice the moisture being pulled off the atlantic into South Carolina, georgia, and florida. And thats where were going to see the flooding. Winds 70 miles an hour so that is still very dangerous that trees could come down and once you get into georgia and South Carolina they have a ton of pine trees that are easy to snap. Monday at 2 00 this afternoon you can see its right over albany, georgia, heading right up to columbus, georgia, and then heading up by tomorrow afternoon into birmingham, alabama. Its also going to run into some mountains in northern alabama and georgia, and that is where we could see even more flooding. Guys . Hi, everyone. I do want to show you this incredible flooding actually in jacksonville, florida. This was overnight, but we just got word here moments ago on my computer that storm surge is the problem there and has actually set a record. It has surpassed levels set by Hurricane Dora back in 1964, and officials there are warning another 1 to 2 feet are possible. There have been at least 125 water rescues in that area. So a major problem there this morning and irma setting records, reggie. Thank you so much. Members of a San Francisco bay area urban search and rescue team are in florida to respond to the needs of residents facing the hurricane, now Tropical Storm. 30 members of task force three prepared to bed down after arriving shortly before 9 00 last night. An additional 51 members were scheduled to arrive early this morning. The task force left Early Saturday Morning loaded with 18 vehicles carrying 60,000 pounds of search and rescue equipment. This morning President Trump will mark the anniversary of the september 11 terrorist attacks. You are looking live at the National September 11th memorial in new york city where it will be the center of todays commemoration which is already getting under way. The names of almost 3,000 People Killed are inscribed along the edges of the reflecting pool there. 16 years ago today al qaeda militants flew two hijacked planes into the twin towers of the old World Trade Center. Mexican Officials Say the trip is intended to send a message to the administration that the country should work together. California is home to about 4 Million People born in mexico. Law enforcement searching for suspects, possibly two women accused of shooting an offduty police officer. This happened in lathrop around 2 00 yesterday afternoon. The officer was shopping at a target store when one, possibly two suspects tried to carjack him. He was shot twice and is recovering from surgery and is expected to survive. Its not clear if the suspect or suspects got away with his vehicle. Friends and fans are remembering a popular deejay 40z killing shocked members of San Franciscos transgender community. Abc 7 news was in the tender loin for a vigil honoring anthony torres. Many knew him as bubbles. He was playing music as he often did when an argue many erupted and he was shot Early Saturday Morning. Nobody deserves to be treated like this. So were here to his friends and want to be sure his voice is remembered. Friends describe torres as an artist and activist in the transgender community. They feel he may have been targeted because of how he identified. That was a hate crime. We need the city of San Francisco to respond accordingly. We need the Police Department to respond accordingly. Police say there is no evidence to suggest a hate crime took place. Detectives believe the shooter came from the new strip club before firing the shot. Lets go back a couple hours on live doppler you can see they were rotating to the north and northwest when a thunderstorm collapses, the heavier air, the colder air from the top of it sinks down, hits the ground and accelerates. There you see the four sites where 16 years ago terrorists struck at the World Trade Center, families of the victims are gathering to read the names of the nearly 3,000 people who died in that attack. People also gathered at the pentagon also hit. Vice president pence in shanksville, pennsylvania, and, of course, President Trump at the white house before heading to the pentagon. There you see him with the first lady. We will observe a moment silence now at 8 46 that marks the Moment American Airlines flight 11 hit the north tower World Trade Center. And the home of the brave you hear the bagpipes there at ground zero. After america pauses to remember the victims of those terrorist attacks 16 years ago. The names will be read at the World Trade Center. Memories also at the pentagon and shanksville, pennsylania, and of course the white house. And then theres five or six or seven during the evening commute overnight through tomorrow morning and you can see by the end of tomorrows commute most Storm Chances to the north and then another chance redeveloping tomorrow. Just not quite to the extent we have today. Scattered storms today to isolated thunderstorms tomorrow to wednesday and thursday being our coolest days with temperatures in the 60s and 70s. To the south a little bit use Patterson Pass road that will save you likely at least half an hour and were start to go improve northbound 680. All lanes cleared
