Raising millions to help all those affected by Hurricane Harvey. And donations are still pouring in. Jason derulo here this morning to do his part. Good morning, america. And youre looking at beaumont, texas, still under water as you can see. Its been almost a week since that deadly storm hit and were seeing an incredible outpouring all across the country for those affected by harvey. People have said that were seeing the worst of Mother Nature and the best of human nature. And the staggering scope this morning, many people still stranded. The coast guard has rescued 9,000 people. And 1,000 pets this week. Nearly 100,000 homes destroyed and that number is likely to rise and perhaps dramatically. Meanwhile, this morning, new fears this is ominous, were watching a major Hurricane Irma intensifying over the atlantic. All this as a new threat of whats left of harvey is still causing so many problems. Lets go to our chief meteorologist ginger zee with new possible flash floods. Ginger. Robin, i just got the numbers in from nashville. 50 homes evacuated this morning and the rain still falling north of you here. You can see the center of whats left of harvey. Bowling green, kentucky, in the flash flood warnings because harvey is not done with us yet. Overnight whats left of harvey pouring on tennessee. Up to 8 inches of rain shutting down interstate 40 forcing evacuations and at least 25 water rescues. Emergency conditions. You can see somebody moving in there. Reporter this local memphis tv crew taking matters into their own hands when they spot a car going under. Oh, good grief. Thats a little girl. Thank god he got her out. Thank you, lord. I had to back up. Reporter a tornado in pickens county, alabama, wiping out homes injuring four people. That tornado, one of nine reported in alabama, mississippi and tennessee. Already a half foot of rain falling in some places especially in the area you see in red, lexington, louisville south of cincinnati youre not out of the woods. Some heavy rain is moving toward you as we speak or on top of you already. Actually well eventually see along the east coast some of the relatively lighter rain from harry through the weekend. Thats saturday night there getting pretty wet from pennsylvania to new york. Quick look, more than a half foot. All right, robin, more coming in just moments. Begin e. The worst may be over in texas but many are still suffering from relentless floods seeking air rescues. Abcs matt gutman is with them in beaumont, has the latest. Good morning, matt. Reporter hey, good morning, robin. Even the Evacuation Centers here are being evacuated. This river still cresting. Look at those rapids over there. This means that hundreds of people still need to be rescued. Officials saying the worst is yet to come. This morning, beaumont is an island surrounded by that giant moat of brown water. The only way in by boat or by air. All right. Were about to take off. So we joined a navy search snd rescue flight, many hundreds begging for rescues, choppers buzzed the beaumont kai. The Baptist Hospital completely evacuated. Some 200 patients, many of them airlifted. Rescuers here lift an entire hospital bed onto an airboat and everywhere the water is still rising. With the help of this website, the crew chief and pilot try to pinpoint rescues. Our black hawk bouncing down at the pine forest elementary school. Theres a tremendous amount of activity here. Helicopters landing. Two of them. The school was a shelter. Now it too has to be evacuated. Hands clamped over their faces, the families couldnt contain the tears or the fear. Apparently there are a lot of people in this school are still in fear of whats going on. All of them stranded, congregating because this is one of the few dry areas around here. Basically nowhere for them to go but up. We rush inside. There Dorothy Mitchell and her family are frantic. We help them gather the essentials. You need your medicine . Yeah, i got to have my medicine. So take it. Take whatever you need. Take the medicine theyre saying. Itll be okay. Folks leaving behind what little they had but not those dogs. What you cant hear above the rotors is what mitchell is saying, where do we go now . We pack them in. 14 evacuees and four dogs on our way to higher ground. We land near another shelter. Hustled out of the chopper. Its dry but its not home and the families thank their navy heroes and even a reporter with a round of hugs. And shockingly, the water supply here is the main issue. Officials here told me this morning they likely wont have Running Water for at least a week. Theyre not concerned about what people will bathe in. Theyre concerned about what theyre going to drink. There are Distribution Centers being set up just to hand people a few bottles of water. This also means that the lone operating er in the city will have to be shut down and evacuated. Dan. A huge problem. Harrowing scenes there. Matt, thank you. Now to the victims of harvey in texas still stranded by those overflowing rivers. Abcs gio benitez is in orange county, texas, with the latest. Gio, good morning to you. Reporter dan, good morning to you. This is where the highway turns into a river. Beyond this small towns are being flooded out like people here have never seen before. It could get worse and thats why mandatory evacuations are in effect right now. This morning, an urgent crisis unfolding now in small Southeast Texas towns as rivers and bayous reach their breaking points. Here houses and cars are already under water and theres a desperate effort to get people out before the area floods any more. Weve got three rescue boats here. We joined volunteer rescuers working with the local sheriff to find people. Look at that. All those children. And you can just see many of these homes have water nearly up to the roof. So flooded you can only get here by boat. We are on what was a highway and now looks more like a river. Look at that. That right there, thats a car, the trunk is open. This is vidor, texas. The nearby bayou is helping flood this city. Even the livestock are stuck here. Theyve got no place to go. The rescuers coming from all over, getting in the water, going door to do, looking for stranded survivors. Jeff housley lives 3 1 2 hours away. I mean, you guys are just everyday people out here volunteering. Yes, sir. I work at a plant. I mean, i dont do this for a living. I dont have any training or nothing. Reporter in orangeville, texas, one of our boats spotting mike at his window. He and his wife brenda had been stuck here for three days. They get on the boats and to safety with some of their belongings and their pet bird. Thank you. We thought it would never happen to us. Were probably like millions of other people that its happened to. Oh, itll never happen to me. It did. Reporter tough images to see when you consider that about 80 of texans dont have flood insurance. And remember right now we are between two overflowing rivers so the big concern this morning, what happens when one of those rivers reaches those record levels today . Well, Officials Say they have no idea. In fact, that is why they want people out right now. Robin. Okay, gio. As the water begins to recede in houston we are getting a better picture of the scope of the disaster there. Some 100,000 homes suffering damage. About 170,000 are still without power. Schools in houston, though, will now start on september 11th. About two weeks late. Abcs tom llamas is there in houston this morning for us. Good morning, tom. Reporter robin, good morning. Houstons mayor says the city is mostly dry and open for business but not for everyone. You can see all the water still behind me here in northwest houston where the boats are still out, the search is still on, and there are still 19 people missing in the houston area. In houston, First Responders going door to door. Watch here as they fight a fire in chest deep waters to rescue a family from a burning home. Fire hydrant. Reporter going underwater to connect the hose. Were about a hose short right now. Reporter using a boat engine to propel water into the flames. One firefighter in this mission injured. Right now were in the pine point section of houston and all the water is still on the ground here but take a look at this. Even though houston has turned a corner, there are so many neighborhoods still flooded out. But the rescue effort is so difficult because the area is so widespread. Outside teacher Michele Hayes home, her students are helping her not only clean up, but gut the part of her home flooded by harvey. Didnt even have to call. They just showed up. Unreal. I feel like this isnt even my house. Its something i never thought would happen. Reporter this is her video and thats her home when the water started to rise. This photo shows what she saw when she opened her sons room who was sleeping in his toddler bed less than three feet off the floor. Seeing the water at my sons mattress, and having to tell my children to put on bathing suits and life jackets because we need to leave our home is something i see every time i look in there. Reporter as for the tens of thousands in shelters like Iashia Nelson who we met earlier this week, theres no end in sight. We dont know whats next for us. We dont know how long well be able to stay in this shelter. I want to leave the shelter but theres nowhere for us to go. Reporter we also want to mention theres that Chemical Plant where they had explosions and fires here in the houston area. A 1. 5mile perimeter remains in effect. The epa says that testing of some of the smoke in the area so far shows no cause for alarm. Dan. Thank you. That teacher talking about the water reaching her toddlers mattress is truly scary. Tom llamas whos been leading our coverage all week, thank you. Now to the latest on the white house response to the catastrophe, President Trump personally pledging 1 million of his own money for disaster relief. And he will be returning to the storm zone this weekend. Vice president pence was there on thursday meeting with flood victims and surveying the damage. Our chief White House Correspondent jon karl was right there. Reporter we joined the Vice President on a v22 osprey as he flew above the area Hurricane Harvey first came ashore. From above you get a sense of how much damage is out there, damage as far as the eye can see. On the ground in a neighborhood mangled by harveys winds, we saw pence roll up his sleeves and get to work. Meeting facetoface with victims, even helping clear the brush from a damaged home. Is it worse than you thought it would be . I think the scope is truly breathtaking. Reporter contrast to the president s trip earlier this week, pence made a point to see the devastation himself. We are with you. Reporter does it do something for them to be able to see firsthand . Absolutely. You can describe it to people but unless youre here, you dont really know. Reporter pence promises that texas will get everything it needs from the federal government. But what about that threat the president made shortly before the storm, that hed force a Government Shutdown if congress doesnt fund his border wall. Any shutdown now would almost certainly hurt Recovery Efforts. This is obviously not the time to have a Government Shutdown, is it . I mean, is the president going to withdraw that threat . Well, look, the administration has its priorities going forward. But i will tell you President Trump has made it clear our top priority right now is dealing with Hurricane Harvey and its aftermath. Reporter President Trump will get another update on Recovery Efforts later today. In an Oval Office Meeting with relief organizations, and the vicepresident told me that when the president and first lady come back to texas tomorrow, they will visit with families in the houston area. Robin. All right, jon, thank you. Now to Texas Governor greg abbott. He joins us from austin, texas. Governor, you know that the thoughts and prayer are with you and everyone there in the state of texas. Weve been talking with the mayor in houston and he says that that city, the mayor says the city is mostly dry. But theres great concern that now that the floodwater is receding that its going to reveal the extent of the damage. Are you getting a better gauge of that extent of damage . We are. And first of all, we do appreciate the thoughts and prayers of people across the country and, in fact, across the world and the support that weve seen galvanized because of this horrific flooding and hurricane has really transformed the state and our nation. As the waters recede in houston, of course they are still rising over in beaumont. So we are having to first of all deal with the aftermath of the receding waters in houston while also dealing with the emergency of rescuing people in the beaumont, texas area. But this is going to be a massive, massive cleanup process. Its going to be far larger in scope than katrina was because the Geographic Area covered was far larger and people need to understand this is not going to be a shortterm project. This is going to be a multiyear project for texas to be able to dig out of this catastrophe. And there are many, governor, that are now in shelters, some 30,000 and counting that are in shelters and having to move around and they want to get back to their homes and when they get back they may be unsalvageable but also knowing that about 80 in the hardest hit areas do not have flood insurance, so what do you say to those families who are trying to get back home, they know their homes may not be there, and they dont have the flood insurance, what can they expect . How can they be helped . Sure, they can expect help from fema. Fema has been very aggressive in making sure well have a close collaboration and swift activation to make sure we will be able to get these people from the evacuation facilities to temporary facilities to permanent facilities. And so this has been the most impressive response to a catastrophe weve seen, people can expect us to continue that very swift effort. And we are seeing that some of the schools are saying theyre going to be reopening in a couple of weeks, just a couple of weeks behind schedule and having grown up in the mississippi gulf coast, i remember i was like 8 years old after hurricane camille and its so important to get the schools back open. People are just craving normalcy and i know that its a real balancing act and what youre trying to do, governor. Well, it is. And getting back to school is one of the most important things and once people start returning to school, people will feel that sense of normalcy. Weve received waivers from the u. S. Department of education and the state of texas has triggered those waivers to make sure that that process will be more seamless and more easily achieved. But returning to school, returning to work, returning to normalcy, you will begin that see that pick up, but during that process, we will be working swiftly to try to normalize the situation, not just in houston, not just in beaumont, but where the hurricane originally hit back near the Corpus Christi area. Yes, its such an extensive storm as you said. Theres so many people coming to your aid and theres somebody with texas ties, youre going to be back with us later in our 8 00 hour and a major contribution because as you said, this is years in the making in the recovery effort and so many people are helping and well see you a little bit later this morning, governor, but thank you. Oil refineries shut down in the wake of harvey sending gas prices soaring across america. So talk a little about whats driving this. So, dan, this storm hit the heart of energy country. 20 of our nations refineries are now shut down which is why youre starting to see those shortages of gasoline, the lines that weve seen, the very long lines in dallas and thats why the department of energy has taken the extraordinary step of releasing some oil from our Nations Strategic Petroleum reserve which they only do in emergency situations. What will we see drivers out on the road this Holiday Weekend in terms of prices . Already this morning americans are paying the highest amount for gas that theyve paid all year. The National Average this morning, 2. 52. It has spiked 18 cents since preharvey and were expecting to see another 20 to 30cent jump in the coming weeks. But well begin this half hour with that deadly accident in the floodwaters of houston. Two rescuers electrocuted and two more missing after they went back into the disaster zone. This morning the dangers of going back to your home in the wake of harvey. Abcs Victor Oquendo is in houston with that side of the story. Good morning, victor. Reporter good morning, robin. You can add this to the list of dangers for the people of houston who have been through so much. Now a warning for anyone who plans on making their way through high waters. A new threat in the floodwaters. They couldnt help my son. They couldnt resuscitate him. He was in electrified water. Reporter andrew pasek returning to this houston neighborhood to look for his sisters cat and stepped into his familys flooded yard unaware the water had been electrified and his mother says he used his last words to warn his friend shawn. No, no, im dying. And get away and told shawn to get to higher ground. Reporter as displaced residents and rescue workers wade through the flooded streets, they face the dangers of electrified water. Two rescuers dead and two more missing after their boat was electrocuted by submerged power lines. These reporters with the dailymail. Com were electrified. I heard this electric shock and i looked up and we were about 20 feet away from these downed power lines and the current was taking the boat into the downed power lines. Reporter the occupants jumped off. The boat crashed into the power lines. I heard it hit the wires. A bug zapper is the best way to describe it, amplified probably 10 million times. Reporter but they couldnt avoid the electricity. I jumped off the boat, you know, scared for my life and thinking well go straight for the power lines and, yeah, i just the next thing i realized im being shocked in the water. Something on the wires exploded and then i started being electrocuted. I still dont know how im alive. Reporter they managed to grab on to a tree and call for help to no avail. We saw a bunch of helicopters and i thought, oh, man, were going to be saved because i thought somebody may have seen the boats. I had some real hope that we were going to be rescued but sadly, no, and then darkness fell upon us. Reporter surviving for nearly 18 hours in torrential rain and winds losing hope. I came to terms with the fact that i was going to die and there was nothing i could do about it. Reporter it wasnt until the next morning that they were rescued. And i looked up and there was the boat and its like, wow, you know, help. And then they saw me and then they came over and i jumped into the boat. Reporter the Buffalo Bayou is still rising this morning although the city is houston is drying out. Now the major flooding concerns are across other parts of texas. Robin, dan. The story continues, victor, thanks so much. After the storm you think, ooh, but the dangers are still there even after the storm has passed. So many dangers in the water. The penn state hazing case involving the horrifying death of this 19yearold fraternity pledge. A judge could decide in the next few hours if his frat brother also stand trial for Involuntary Manslaughter and other charges and abcs linzie janis is here with the latest. Good morning to you. Reporter good morning. Later this morning a judge will decide if 16 former frat members should go to trial or if some or all of the charges against them should be dropped. Prosecutors say they need to be punished for their alleged roles in the death of Timothy Piazza. But defense lawyers say this was an accident and these young men had no criminal intent. Reporter this morning evelyn and jim piazza are on pins and needles awaiting the verdict of a pennsylvania judge who says today will be the day he reveals whether or not more than a dozen penn state frat members will stand trial in connection with the death of their 19yearold son timothy. At the close of a preliminary hearing thursday, the d. A. Telling the judge the frat brothers acted like savages on the night piazza fell head first down a flight of stairs following an alcoholfueled hazing ritual at the Beta Theta Pi house. No one called the police for 12 hours. We have a friend whos unconscious. Hes hasnt moved and hes probably going to need an ambulance. Reporter prosecutors playing Surveillance Footage from inside the frat house in court and say it shows piazza visibly drunk, falling down the stairs then struggling and in pain for hours and that frat brothers can be seen ignoring him, even hitting him. Then trying to get rid of all the alcohol before police arrive. The video shows them convening and talking amongst themselves. When they finally get around to doing anything for him 40 minutes later theyre concerned about themselves. Reporter Defense Attorneys pushing back blame on the school for authorizing alcohol in the first place. We just want to establish the fact that there was an individual there who was an adviser and there was a permit for the consumption of alcohol that was issued by the interfraternity council. Thats a part of penn state. Reporter piazzas parents pray something positive might come out of todays verdict. Tim is i said this earlier not just our son anymore. Hawaiian airlines is telling us it appreciates the court ruling which is allowing it to recoup some of its costs and the airline is telling us that it will seek restitution any time a passenger causes costly damages to the airline with some behavior on board. I want you to take a look at this right now. We went out with volunteers working with the local sheriff to rescue people and saw yet another city under water, vidor, texas, homes almost completely submerged, the highway becoming more like a river and theres a mandatory evacuation for most of orange county, texas, this morning because of fears of more flooding from those rivers and into the far from here beaumont still underwater. Facing a major water crisis this morning. The water supply was knocked out by floods. People still dont have any water there. Evacuees have now been bused over to san antonio. And over at the hospital in beaumont, 200 patients had to be airlifted out because of that lack of water. The hospital now operating under what they call extreme emergency conditions. Officials just dont know when theyll be able to fix the water supply issue or when the water will recede. Robin, so much of this is just the unknown. What will happen when those rivers rise . Will we see more flooding . It could get worse before it gets better. Robin. That is the unknown. Gio, thank you. The issue with running out of water is really treacherous. Gio, thank you. The death toll is unfortunately rising. At least 39. Our senior meteorologist rob marciano who has been since harvey raged ashore as a ferocious category 4 continues our coverage from just west of houston in richmond. Rob, good morning to you, sir. Good morning, dan. It hasnt rained here in three days, thankfully, but the river still rising and not expected to crest until sunday now. Back behind me that beautiful old building you see, historic building, thats the Police Department surrounded now on three sides by water so they only have one way to get in and out to protect us and keep people out, the river, we took areals, recently showed you just how swollen it is now beginning to encompass the town, fort bend county, other towns evacuated. Tens of thousands in beaumont now that are under evacuation orders including my veteran abc field producer gina sunseri who knows water is lapping at her door likely to get inside. A painfully slow process. While the story in east texas is a more immediate one, the disaster here is one in slow motion but it is a disaster nonetheless. Dan. I40 shut down for a time. People were pushing their cars through the high water there on an actual interstate. Harvey not done with us yet and then the tornadoes, thats pickens county, alabama northwest of tuscaloosa. All the damage, four people injured and there were tornadoes reported in three different states in the south. So, yes, the threat is still on for flash flooding all the way through central ohio, Northern Kentucky. You can see louisville is even in that flash flood watch. But the rain eventually moves east and will be a lot lighter by the time it gets here but will start to rain on your Holiday Weekend in the northeast. And, you know, this is going to be a major effort to rebuild texas. And we know that there are so many people that are reaching out and doing whatever they can and you and susan are doing that today. Its not so much that kids are playing sports at a young age, its that theyre asked to be specialized in one sport. Were talking 5, 6, 7 years old and picking one sport when they should be climbing trees, playing tag, having fun, not thinking about the pros. There are so many benefits. There are so many benefits especially involved in team sports and i know not everybody is going to be a twotime olympian like you and kudos for you for that, jessica, but are we kind of losing sight of the purpose of team sports when it comes to kids . Robin, if i had to pick one sport when i was their age i would have picked the wrong sport. I would have picked basketball. For me i was the tallest kid when i was young and its not even just the injuries and financial strain, its that emotional, psychological, if youre going all in at a young age, the burnout comes so quick and for me i played all sports.
