Harvey has soaked some areas around houston with more than 50 inches of rain. That is nearly a u. S. Record for a Tropical Storm. Didnt expect this much water to fall. This is houston, were used to weather like this, but i believe this is a little more than we expected. Also just learned that the largest refinery in the nation near houston is being shut down right now. That means gas prices across the country are expected to rise another 10 to 20 cents. On a related note just in to our live desk, we got new video a few moments ago from houston. This time a different type of devastation. Stores have been turned upside down by looters. Houston police say they have arrested 14 alleged looters. That has prompted houstons mayor Sylvester Turner to order a curfew that runs from midnight to 5 00 a. M. It was announced last night, enforced throughout these overnight hours. The police chief of houston has said anyone who violates the kerr view will be stopped, questioned, searched, and arrested. Houstons District Attorney says convicted looters face stiffer penalties during a crisis, anywhere from five years to life in prison. The three people, captain john kelly, captain randy clark, and major sheryl clark are from the hayward and antioch corps. Theyll head to texas to provide emotional and spiritual care where disaster teams are located. The three are familiar with working in emergency disaster areas. Its just incredible, and sometimes the only thing you can do is give them a hug and let them cry on your shoulder or listen to them. The Salvation Army has more than 50 mobile kitchens to texas. Since Hurricane Harvey hit, volunteers from livermorebased wings of rescue have been helping to clear animal shelters from central and south texas to louisiana. The pets were flying out, these are dogs and cats that no one is coming for. They have been in the shelter system. They dont have homes. The charitys founder, cindy smith, a pilot herself, says more than 200 dogs and dozens of cats are getting a Second Chance with rescue organizations across the country. To help the smallest refugees of harvey. We make room for the pets who have been displaced so they can be safe, be fed, get Veterinary Care until theyre reunited with their families. New this morning, a fear that four men who volunteered to rescue harvey flood victims have now become missing themselves. They have not been seen since monday afternoon. In fact, the wife of one of those missing men says they jumped into the water to avoid electrocution. Seven volunteers were on a small boat in the greens bayou area. I want to note this is not particularly video of that area or of these rescuers, but this is the type of situation theyre dealing with, the flooded streets and roadways. The wife told reporters that those men were trying to avoid hitting a power pole, an electrical pole, and three of the seven men on the boat were found yesterday morning clinging to some nearby trees. Right now, those other men are not have not been found. The three men who were indeed rescued, they are hospitalized, and theyre also being treated for burns. Unfortunately, while the weather is clearing up, harvey was such a disastrous slowmoving storm that the water levels here remain catastrophic. Americas fourth largest city is at a standstill. Reeling from the 100 trillion gallons of water harvey left behind. First responders and volunteers alike are racing against rising floodwaters. What can i do for my neighbor . Everything else goes out the window. You know, its just about helping your neighbor. More than 13,000 people have been rescued so far. Many plucked from their roofs, desperately clinging to coast guard baskets. But the calls for help keep coming in. I hate to think that there are people in these houses. Reporter at least 1,000 people are still in urgent need of help. Dont give up on us. Seek the higher ground. We will get to you. Reporter linda was trapped in her car on the highway for two days. All i can say is there are angels out here. Those rescued often left with only the damp clothe on their back and anything they could grab. Shelters are beyond capacity. The Houston Convention center with 10,000 taking shelter inside, nearly double their limit. Now the nrg center will open its doors to thousands more. With harvey moving on, theres the fear of whats left to find once the water begins to recede. Authorities confirm harvey has taken the lives of at least 11 people, with many more unaccounted for. Its been a nightmare just waiting. The communities now relying on each other and the kindness of thousands of strangers who have kept the donations pouring in. Houstons mayor says the main focus today remains on rescues and safety. He did put a mandatory curfew in place here in houston between midnight and 5 00 a. M. And says it will go on indefinitely. We knew this building was being used, but this is really our first look inside. Its incredible to see, something that ordinarily wouldnt be used as a shelter, but residents there are desperate. Reports of 50 to 60 people using the building. You see some folks actually sleeping on the alleys themselves. This is happening in port arthur, texas, east of houston. Unclear how many people are in there. And how they gained access inside the building. Its not an official shelter. Also unclear if they will be moved soon or if perhaps supplies will be brought there. Reggie. Thanks. Lakewood church in houston is now helping people seek shelter. Critics say it took too long for one of the largest congregations in the country to pitch in. This morning, joel osteen is responding, explaining why his megachurch didnt immediately open its doors to desperate evacuees. The famous tv preacher talking about it on good morning america. I dont know, i think somebody created that narrative that somehow we were high and dry. One of that is true. This building, there was a safety issue, and we took people in from the beginning. We were fearing it would flood. The last thing we would do is put people in it at the beginning. He said the church began taking people in as soon as the water receded. A team of firefighters is in san antonio. As we heard, harvey is still wreaking harvick along the gulf coast. Mike, we just looked at the anniversary yesterday of katr a katrina, and now the folks in louisiana getting hit. Thankfully its on the wednesday side right now, not in new orleans yet, and it looks like the heaviest of the rain is going to fall in the western part, which still is going to cause flooding. Unfortunately, the center looks like its just over lake charles. If you look at the lower lefthand side of the screen, thats houston, and look how much drier it is, but it takes days for that water to accumulate and reach its destination, so more flooding is likely in that area. We talked about alabama the last couple days. Theres the finger of moisture moving up that way. Thats an area thats going to deal with possibly 4 to 8 inches of rain from mobile northward. Also, the Lower Mississippi river valley into the ohio river valley. 4 to 6 inches of rain. There could be flooding around memphis and possibly up towards lexington, kentucky, and evansville, indiana, but nothing like what we saw in houston, reggie. Ort, mike, thank you. Reporter reggie, firefighters were able to save the building, but its what is inside that really has the value here. Old classic cars are inside this warehouse. This business is called crown customs vintage speed shop. The owner restores classic cars. The fire here on van dyke avenue in the Bay View District was called in at 1 23 this morning. Firefighters kept it to a onealarm fire and had it out by 2 00 a. M. No one was hurt, and all the firefighters are okay. They havent released a possible cause of the fire. The damage looks like it is all inside the building. The owner isnt here yet to assess how much damage was done. We can see standing water inside the building. New developments in contra costa county. Overnight, the board of education decided not to approve a plan to create a new school district. Members said that proposal to break up the mt. Diablo Unified School District and form a new one didnt meet all the criteria. Supporters say the new district would help meet the needs of students. In newark, a man said he was stopped at a red light when two strangers got in his car and ordered him to driechb at gun point.
