Today the Sheriffs Department is mourning the loss of one of its own. They say Deputy Carlos francis drowned. He was paddleboarding and kayaking. Somehow his sister and the friend ended up in the water. The sister was okay but francis thought his friend was struggling. He jumped into the lake to help but drowned trying to do so. He was our colleague and frie friend. We are proud to say he was a deputy sheriff. His family says he was a talented athlete who played college and arena football before joining the Sheriffs Department. The man he was trying to help did survive. The San Francisco board of education will hold an emergency meeting tonight for students who finished school but are being blocked from getting a high school diploma. Reporter dan, the board is expected to take matters into its own hands this afternoon and issue diplomas despite state law requiring an exit exam. Both state lawmakers and local leaders think this is bureaucracy at its worse with students caught in the middle. Let me break down the issue for you. This is how it goes. The state legislature is in the process and expected to pass a bill that would no longer require the exam as requirement for High School Graduation but the bill wont reach the governors desk until this fall. As it stands district legally cannot issue diplomas until students pass an exit exam. The state cancelled the july exit exam date expecting the bill to pass. For example there are about 104 students in San Francisco who need to make up or retake the test but cant. Many run the risk of losing college admission. The superintendent says majority of kids involved are low income students or immigrants who already overcome incredible barriers. These students have in many cases cobbled together the Financial Resources to go to the university and to be told that we will have a solution in october so just go to Community College or just take a semester off and then you will know is just not acceptable. Reporter the school board is expected to vote in favor of foregoing the exit exam requirement. The superintendent does not expect back lash and says the board should step up for these students. The emergency meeting takes place at 5 30 this evening. We will head inside and talk with a student involved and have more details for you live at 6 00. The red cross is trying to find places to live for 20 people burned out of their homes in oakland. The blaze broke out about 2 30. It burned a business and spread to a neighboring duplex. Crews knocked down the flames within an hour. Several apartments and businesses were destroyed. The jerusalem fire keeps growing. Cal fire says the fire charred more than 24,000 acres. On the plus side the blaze is now 52 contained. More than 2,000 firefighters are still working the blaze. Crews hope to have it fully contained next week. Crews are trying to get full containment on the rocky fire. Firefighters have it 95 contained for a couple of days now. They hoped for full containment earlier this week. It burned more than 69,000 acres. Cal fire is blaming car exhaust for sparking last months big fire. Investigators determined the exhaust ignited the grass and spread so quickly. The fire broke out on july 22nd and burned more than 8,000 acres, destroyed one home and two outbuildings before it was stopped. Fire a big concern with temperatures hitting triple digit temperatures. High fire danger is likely with us through the weekend as temperatures spike a bit. Here is live doppler 7 hd. San Francisco Superior Court judge denied an injunction that would have shielded three physicians for prosecution for administering lethal doses of medication to terminally ill patients who want the right to die. Reporter an emotional outcome for at least one terminally ill woman and her supporters. Judge earnest goldsmith decided this issue belongs to the legislature and not the court. I am disappointed but i want to make clear that my crying does not reflect that i am hopeless because i am not. Reporter she is one of several people fighting for the right to die in San Franciscos superior court today. Attorney Katherine Tucker is representing physicians who support her wishes. Tucker and the other plaintiffs attorneys were seeking an injunction to protect the physicians from prosecution for giving a lethal dose of medication to a mentally competent terminally ill patient. We represent physicians who have patients who are dying horrible deaths who want the option of a peaceful death. Reporter you said it, Yosemite National park is teaming with tourists from all over the world. It is hard to believe that something so tragic happened in such a beautiful place. It happened at 5 00 this morning in the very popular and crowded upper pines camp ground. Its just beyond Curry Village for those who are familiar with the park. We have very limited information so far but what we do know is that these two young people, were asleep in their tents at 5 00 in the morning a limb from a black oak came crashing down. Here is what one witness told us about the loud noise that it made. I heard a loud boom almost like a gunshot when it came down.
