Earlier this year, the state legislature passed a law legalizing historical horse racing machines. The bill, signed into law Feb. 22 by Kentucky Gov. Andy Beshear, changes the definition of pari-mutuel wagering in Kentucky statutes to include HHR machines, which resemble slot machines.
A unanimous Kentucky Supreme Court decision in September determined at least one brand of HHR was not pari-mutuel, calling into question the legality of the machines.
