Host thank you for joining us. European Union Leaders have made the decision britain has been waiting for. The Eu Council President tusk says brexit talks have made enough progress to move to the second phase of negotiations. The two sides will focus on future negotiations for trade but they are warning the next phase is likely to be even tougher than the first. This is what relief looks like on the faces of european Council President donald tusk. The European Union gives for in the goahead for phase two of the brexit negotiations but warns it will be dramatically difficult. For sure the second phase will be having more demand and challenges than the first phase. Without the british premiere present, the other states signed off on the commissions recommendation. London had given enough guarantees for the most important issues. Angela merkel and the french president talked about the words of putting on a united front. We can only do well in these negotiations and build a strong relationship with Great Britain if we stand together as 27. If we fight over different interests, it will not end well for anyone. That is what unites us. The agreement to move talks also came as a relief to british Prime Minister, who responded from her home district. I am pleased that we can make progress on this, which will give certainty to businesses and individuals. There is still more to do, but we are well on the road to delivering a brexit that will make britain prosperous, strong, and secured. Well todays decision was a formality, it is an important milestone after moments where it looked as if negotiations between britain and the eu might collapse. But now, as many leaders today stressed, now comes the hard part. Phase two will focus on the nittygritty of the transition and future trade relations. It will be conducted largely on the terms of the European Union. Host david turner jocharter jos us in the studio. He wrote two books on brexit. Thank you for the year with us. Tell us more about what the next stage will look like. We are hearing it will be tougher than the first. The eu is saying it will be tougher than the first because the british side of the European Union side have yet to agree on what they would like to achieve in this next round. The European Union side is saying first of all, we want to hear from you, britain, where you would like to go, what relationship you want us. That is going to be agreed in the first months of next year, but there are some very hard brexiteers within the ruling British Conservative Party who would like to have. , as much as possibl have as much as possible in a trade relationship, not just good but also services on the e. On the eu side, there are those who say you cannot have all the benefits you once had because you are leaving, and that means we would like to trade as well as we can but services, financial services, well, perhaps we do not want to have banks based in britain and Financial Companies based in britain having the access they had before. Host trade is going to be a key issue in the next space. What are the sticking points going to be moving forward . Guest britain would like to have access for its airlines to fly around the European Union as it does now. But i think there is pressure from some of the big european airlines, such as germany and air france that they perhaps would like to get the hands on some of those landing and taking off slots that are enjoyed by british airline. That is not a given. That is something that will have to be negotiated on the airline front and on the migration and immigration front. Britain is not set out what the future access will be for eu citizens coming to travel and look for work in Great Britain. The european side needs to know how open will Great Britain be . Will they need visas . Will they respond with their own system . Will they need visas to go to the eu . Host this is all coming against the backdrop of theresa may suffering a defeat at home. Members of her own party backing a move that would allow parliament to vote on any brexit deal. How is that going to play out for her . Guest this was theresa mays first defeat of Prime Minister in the house of commons. It was really a threat or authority over her own party with the rebels joining the other side and being accused of treachery and being traitors. However, despite all the pressure, they did vote with the other side and what analysts are saying that gives them a taste for rebellion, which does not bode well for future votes. And there are a lot of votes that will be necessary to get brings it through the house of commons. Host does whats next week, they will decide on the date of brexit march 20 9, 2019. Is that set to be another challenge . Guest yes, but it looks like there may be a solution. The conservative party does not want to suffer another internal rebellion as it had last week. Even now, the government whips are trying to work out of a form of words that will sabotage a form of words that will satisfy these rebels. So her authority is not being stopped sapped even further at this date. It wasnt the dates of the legislation giving some possibility. Host the big picture, how much pressure is theresa may under and how much is this next age going to challenge her authority . Guest she has improved her position with todays and last nights agreement in brussels. She is on slightly firmer ground and seen by the European Union side as a Prime Minister who can steer through this very complicated and challenging situation. Having said that, there are a large number of much harder brexiteers and her own party who would like to have a Prime Minister in place who is perhaps even tougher than her. She has still to steer a very difficult horse to keep her job for the next year coming up. Host all right. The berlin correspondent of the times. Thank you for joining us in studio. Tillerson has told a meeting of the Un Security Council a sustained sensation of north koreas threatening behavior is needed before talks and starts between washington and pyongyang. North korea must earn its way back to the table. The Pressure Campaign must and will continue until denuclearization is achieved. We will, in the meantime, keep our channels of communication open. Host now to a hugely controversial decision, this could influence the way we use the internet going forward. That is right. A decision met with overwhelming dismay. Democrats say the republicans are handing the keys to the internet to a handful of multibilliondollar corporations. The Communications Regulator has ditched the longtime principl thate all web traffic must be treated equally. Small website have not had to compete with the likes of facebook, youtube, or netflix until now. Everyone has been treated the same. The overhaul means providers could begin charging websites and Online Services for their data volumes, which could lead to preferential treatment, meaning a fast lane and a slow lane for internet traffic. Startups without the resources a Bigger Companies would feel the pain and be knocked out of the race. Fewer choices for consumers and major corporations could simply pass on the added costs to consumers. In other words, streaming movies and music could be set to get more expensive. This is part of Donald Trumps push to undo Barack Obamas work and scale back regulation in several economic sectors. Net rules band internet providers from giving preferential treatment to certain websites. After the fcc votes, that seems to be a thing of the past. The ending of Net Neutrality has been met with fury by millions of internet users, both online, through social media, and offline at this protest outside the fcc headquarters. They say consumers will be forced to stop up the costs of, say, paying for faster access to their sites are paying to access certain websites that will. At all. Lebron say they will saddle platforms with costs they will the forced to have to their consumers. The chairman of the fcc says it is not the role of the regulator to do this. It is not the job of the government to be picking winners and losers anin the internet economy. We should have a level Playing Field and let the users decide who prevails. But it signaled a demolition of duty. The public can plainly see that a soontobe toothless fcc is handing the keys to the internet, the internet, one of the most remarkable, empowering, enabling and benches of our lifetime come over to a handful of multibilliondollar corporations. The Companies Argue they need the money. Internet users are demanding faster connections forever more devices and the infrastructure will add billions in costs to their balance sheets. There has already been legal opposition to the ruling. But for now, it is a victory of light touch regulation of Big Government of Corporate America over the average internet user. The debate over Net Neutrality continues to rage online. For more, i am joined by someone from our social media desk. The debate is simply huge online, as well. Net neutrality defenders are not willing to give up on this. That is not just companies, but also lawmakers. We are actually hardpressed to find supporters of thewe have o. Republican politician, ted cruz. He posted a rather sarcastic message, saying, oh my god, Net Neutrality. The internet is gone. He was trying to say until 2015, the internet was growing up wonderfully without government regulation. So this is just going back to the status quo. But many more lawmakers are opposing the amendment, and were sitting here democratic senator ed markey, he announced plans to introduce legislation to reverse the fccs decision, which he calls a historic mistake adding the fight is far from over. The debate is revolving around democracy and how this move could affect it. A lot of people are afraid this could further deepen the divide between rich and poor. We have a rather strong message here by a youtube star, alana p. She says i cannot even begin to explain how devastated i am by the loss of Net Neutrality today. The internet is the only bridge that Success League next ball of all in comes of low incomes to those of high incomes to have near equally weighted voices. There are fears that this decision could have farreaching repercussions . Absolutely. There is that in another issue. As we saw in the 2016 president ial election, it seems there were attempts to influence that fccs decision from the outside, both by supporters and opposers of the move. Before it was made, they created a website to chart Public Opinion on this matter. Regular americans can go to that website and post their opinion. But several think tanks have been looking into those responses, and to those messages and found the hundreds of thousands of them were actually not posted by real people but by bots. They were automated messages. To make this clear, let me show you a couple of examples of the. We j of that. We have a common tear that is a website and one that was allegedly posted by a man called jason expressing support for repealing Net Neutrality. But the actual jason tweeted this, saying he never sense that email. We have another example. It is the exact same message, same wording allegedly sent by a woman named monica. But a real monica later wrote an entire article about how she never sent that email. There is more studies that also showed a lot of the s it is were sent by russian email addresses. Once more an example of technology being misused to try to influence political decisionmaking, and russia allegedly getting involved. Thank you so much. And now to an issue that remains to be a great source of pain for people here in berlin. It was meant to be the capitals Star Infrastructure project but it is yet to take off and will not for some time. The airport has a new official opening date of october 2020. That is a delay of the years from the original of 8 years from the original opening time. The plan includes the complete renovation of the airport and test operations by august year. The costs have rocketed from 2 billion to 6. 5 billion euros. Host here in germany, the head of the social democrats says his party has agreed to exploratory talks on possibly forming a coalition with Angela Merkels conservatives. The sides have governed germany together for the last four years. They have been under pressure to reconsider joining another coalition and end the countrys political deadlock. Speaking to reporters, he stressed his party is still undecided about whether and how they might support merkels conservatives. And is an open question whether these talks will lead to forming a new coalition. We muster people this again in all seriousness. The fact that we are having exploratory talks does not mean we have committed to any particular coalition. Host let us get more from our political correspondents covering this story. Simon and kate. Good to see you both. Martin schulz sound like he is driving a hard bargain. What exactly do the social democrats want . Schulz is at pains to keep stressing that these talks are beginning without any presumption that they will lead to a grand coalition with Angela Merkels conservatives. He says they could be under minority government or there could be new elections. Who knows . He has been pretty clear about ideas of what he would want to see in a coalition agreement. He was talking today about a new political culture in germany with dialogue between politicians and the general public. He was also saying that germany needs new investment for education, and care for seniors, affordable housing, and many other specific policy ideas. He has also said to the European Union that the European Union needs to be relaunched. He has some fairly clear things on his agenda that he would want to see and any Coalition Agreements that he might ultimately sign. Host listening to that, chancellor merkel has been speaking to conservatives where you are. What did she have to say and how united is her part in going into the stocks . This talks. . The unity was the core message of Angela Merkel today at the conference here in bavaria. Even the fact that she came here for the first time in two years showed how far the two parties have come but there are still divisions. She did, however, receive a lot of applause and support today from the bavarian conservatives mentioning the social democrats praising them and saying that she respected the decision in the past that they have taken since the elections. At the same time, she did shoot down any of the spds proposals, particularly about the proposed Public Health service. She said that simply would not work in germany and that is something she got a lot of support from from the group today. They are going into these exploratory talks and really on a really united front but they will be put to the test when they really do get to that table with the spd. Host just briefly if you can, when can we see a new government in germany . The talks, the exploratory talks will start right in the new year. They will not only take a couple of weeks if they get the goahead from the spd membership, they could move to full coalition talks. It will probably take another few weeks after that. No one in berlin is expecting a new government in place before march. If the talks are really tough and difficult, as we expect them to be, it might even drive on longer than that. Host all right. Our political correspondents, simon young and kate brady. Thank you both. A german teenager is awaiting trial in baghdad after being captured in the stronghold of the islamic state. Linda traveled to iraq after converting to islam. She married a fighter who was later killed. Now, she says she wants to come home. Even if she makes it back to germany, her future is uncertain. Was a conscious reunion with a family who traveled from germany to baghdad to see the 17yearold who is in custody awaiting trial. Pictures of her arrest in july were beamed around the world. Identified only as linda w, she left her home in eastern germany to join the socalled islamic state. Now, she regrets it. I do not know how i came up with such a dumb idea. Ive completely ruined my life. Linda says she did not take part in any fighting. Shes as after the death of the member she married, she stayed in various womens shelters and almost never stepped outside. Hundreds of women have left europe to join is. Many of them are now in custody in iraq. According to research by german media, at least seven germans are among them. Until now, german women who were not in combat but married to is militants were rarely prosecuted back home. Now, a different legal approach is likely. We are of the opinion that these women are guilty of membership of a Foreign Terrorist Organization because they helped to strengthen the internal structure of the socalled islamic state. But this question will ultimately have to be clarified by germanys a court of justice. Is not clear whether linda w. Will be prosecuted if and when she returns. An investigation is underway. But there is no warrant for her arrest in germany. Host a journalist met linda for an interview in iraq and he is with us in studio. Tell us when and where you met linda . The last time, because i met her once before, the last minute her in baghdad was in the office of the judge in central baghdad. Her mother and her sister were with her. They wanted to visit her and they allowed us to be with them. Linda was different from the last visit i saw her. Somehow stable, more stable than before. She got medical treatment. She looks stable. She understood what she is going to face, what she did, and what happened to her. It was not clear for me the last time months before. The first time i met her, she was unstable, she was naive, she did not understand what she did, what is awaiting her. Host what changed in that time for her . I think the prison time and also thinking of or rethinking about what has happened. Why she did follow the islamic state. I think that has made her clear that this is a huge problem for her. This is the most mistake that happened in her life. And she told us. I destroyed my life, i destroyed my reputation, no one is going to give me any chance to work or to study. I think she understood really that this situation is very tough for her, and she is going to face a very difficult trial in iraq. Host why did she decide to make this move . When she say to you about her motivation . This is the most important question that i want myself to understand, why she did that. From her answer to her mother the first time that she saw her after two years, she told her mother because of you i left home. She had problems with her family inside the family. She was 15 years old. She felt that the mother could not understand her guard take care of her. And also, she could follow the rights but instead she followed the islamic state. Host what happens now that she is in iraq . Will kind of sentence could she expects better . According to the judge that we talked to, he said he is not she will not face execution but i think she will face two important things. First, illegal crossing of the borders and also a membership of islamic state, which would be according to the iraqi law between three and five years punishment. Host a very serious punishment. Very briefly, she were to return to germany, what could she face here . According to the situation, she will not be put in a prison. I think the situation could change in the next months because the German Government or authorities are thinking in a different legal way how they are trying and going to deal with women coming back to germany. Host thank you so much for sharing your experiences with us. You are watching dw from berlin. We will have more at the top of the hour. Stay with us.
