Brent how a new project here in berlin are bringing young refugees and locals together and giving them a new lease on life. Brent i am brent goff. It is good to have you with us. Tonight, germanys political leaders are trying to build bridges to places they have never seen before. Today, german chancellor Angela Merkel began reaching out to other Political Parties with the goal of forming a new coalition government. She has done this several times before, but this time she is trying to bring four parties together to form one federal government. It has never been done. If it works it would be called a Jamaica Coalition is the colors of the Political Parties here are the same as the flag of jamaica. Reporter black, yellow and green. For now, the colors of the jamaican flag are just hot air on the banks. But exploratory talks are underway. Chancellor merkels conservative parties met with the business friendly ftp party in later with the environmentalist greens. The Jamaican Coalition would be an exotic combination that has never existed before at the national level. The talks were reasonable. There was no tension. But we all know how hard it will be and how different our political cultures are. The cdu and csu have major differences over a number of key issues including the European Union and austerity policy, migration, and energy. This could become the most complex series of negotiations in decades. The talks were shaved with the intention of looking for solutions about how to reach a cohesive society. But it is also clear it is a long way ahead of us. On friday, the exploratory talks will continue with teams from the potential Coalition Parties meeting together. It may be weeks before a possible Jamaica Coalition becomes reality. Brent for more of what to pull in our Political Correspondent following the talks for us. So after this first day, can we talk about any kind of progress being made . Guest i think there was initial progress. It was the first time these parties formally met after the election and they were actually just trying to find out where their priorities lie, what kind of policies, what kind of red lines that have. They still have a long, long way to go before they can find Common Ground. One of the parties said after the talks they all knew what they were looking for but they would not know what they would find in the end. This just gives you an idea of what kind of problems we are looking at. The person leading the talks has the huge task of trying to make friends and allies out of Political Parties that in many cases are diametrically opposed. Obviously this is a process that will take a very long time. Brent its like we said at the beginning of the show, we have politicians trying to build bridges to places they have never been before. You wonder if it will work and how long it will take. We heard today it could be sometime in december, it could be christmas before we had a new government. What does that mean for europe and germanys other International Partners . Thomas certainly the analysts here are saying that germany should be happy by christmas if it has a working government. The hefty sort out a wide range of issues, as we saw in our report. And our political leaders have to sort out the political issues which means that germany is now focusing inward, focusing on its own internal problems and debates. At the same time it is also clear that the government is still working, that the government is still reacting to some of the political issues happening not only in the country, but also internationally. You have these two processes happening simultaneously. Political leaders looking at the Current Situation in trying to find a new coalition government. And also still focusing on issues that affect the country internationally and nationally. Brent our correspondent on the story for us tonight. Thank you very much. As the german chancellors party looks for Common Ground after the election, its poor showing in one region has already claimed a casualty. One of the conservative cdus key figures says he is standing down. He says the state needs new leadership to meet future challenges. This comes after the far right afd pushed the conservatives into second place in the eastern german state and last months general election. That was a major embarrassment for the conservatives. He had long been it had long been a conservative stronghold. Here are some other stories making headlines around the world. The russian tv personality has announced she will challenge russian president Vladimir Putin in next years race for the kremlin. The 36yearold socialite said she wants a different russia that is civilized and european. But critics call her move a publicity stunt that could further fragment the countrys opposition. In portugal, members of the countrys parliament has observed a minute of silence to remember more than 100 People Killed by recent forest fires. The fires have swept across large swaths of the country since early in the summer. Officials say an italian priest kidnapped at gunpoint in nigeria has been released after five days. This, as Police Report four british missionaries had been kidnapped in the countrys southern delta state. They are said to be a doctor, his wife and two preachers. Militants are believed to be responsible. Tonight, the head of kenyas Election Commission has said it will be difficult to guarantee that next weeks president ial election will be free, fair and credible. He said it was due to interference from politicians. He spoke after an Election Commission member quick and left the country. The vote would not be free and fair because the commission was quote, under siege. Last week, Opposition Leader while odinga he quit the race. He raised the prospect of confrontation between protesters and voters. I am joined now from nairobi by our kenya correspondent. It is good to see you. The election board, the chairman, said he cannot guarantee a free and fair election. Can the vote go ahead . Guest the vote is up in the year at this point because this is what we know we know he says he is under siege and the people to blame are the ruling party in the main opposition, the National Super alliance. On the one hand you have the main opposition, which is trying to ensure there are reforms, and they have the 12 euros fusible minimums. On the other hand you have accusations that the ruling party has at least four of beef of the seven commissioners in their hands and they are refusing to move forward and make reparations for this particular vote. Operationalwise the chairman says he is ready, but if there is still meddling going on in the commission, then he cannot assure an election on the 26th of october. Brent we have already seen protests in the streets. How divided is the country tonight . Kathryn the nation is very divided because you have an incumbent who resigned earlier early today, and she says, as much as there are issues inside the Electoral Commission, you have some kenyans who are looking at her resignation as something that is political residents of that is pointing towards an issue within the Electoral Commission that needs to be changed before the elections. That you have another side of the country that says they do not want to participate in the elections. In fact, those in training Election Commission officials in western kenya we had a lot of trainers from the Electoral Commission showed off from where they were supposed to have training. You see a country where one side does not want to have elections in will participate in protests, and none other and another side of the country that is willing to have elections irrespective of reforms. Brent the tension it sounds like is read is growing. Figuring much. Thank you very much. Chinas president xi jinping has declared a new era for his country and says it is time for china to quote, take center stage in the world. The first session of the communist Party Congress in beijing, xi also pledged to open his countrys during the weeklong congress and new person to run congress for five years will be selected. Xi praised chinas achievements during his stewardship within the country must not stand still. China has made major breakthroughs in its reform campaign. We are now in high gear in full steam with deepening, comprehensive reforms and resolutely removing all problems. These reforms have been carried out in a fundamental and indepth manner. Reporter his speech may have been light on details, but xi promise to continue economic reforms, fight corruption, and opened the door to more Foreign Investment as part of a new era. Xi also said the tone for chinas role on the International Stage in the coming years. One focusing on Economic Development and environmental protection. But xi also cautioned world powers against taking his words as a sign of weakness. China pursues an independent Foreign Policy of peace and respect the rights of other countries to choose their own development road. China will never suit development at the expense of others interest and will never give up his legitimate rights and interests either. No one should expect china to swallow anything that undermines its interests. Reporter xi is widely seen as chinas most powerful leader since mao zedong. But hes still trying to rally support for a new term in office and his message to the assembly was clear stay the course, in clear the way for a new era of prosperity. Brent chinas president putting a lot of faith in the free market. He also had a message to International Businesses today. Xi jinping is at it again, taking a beautiful picture of china as a land of business opportunity, which few outsiders recognize. In his opening speech he promised to protect the rights of foreign investors, saying all businesses would be treated equally. So far, foreign firms in china complain of unrealistic bureaucratic hurdles and say chinese subsidies give Domestic Companies the upper hand. Another example of those hurdles to business is monitoring of communications. Foreign Companies Inside china tries their secure data connections with their headquarters. That way they can keep Sensitive Information within the firm. But now china is set to ban the technology that makes this much easier. Many see it as yet another obstacle to doing business in china. Reporter m kahn is a German Company that provides data systemthe beijing government is planning to block access to vpns. Encrypted connections that data traffic to a proxy server. Vpns cost just a few euros and have become a critical tool for security communication between four andbased companies and their headquarters. They are also used by millions of individuals to circumvent chinas censorship system. Most of our clients are very concerned. If not horrified. Because of how dependent they had become on vpns. Reporter the authorities have interfered with vpns before, especially in the runup to Congress CommunistParty Congress. In the new year beijing will order Telecom Providers to close data comes. This is serious. This time they mean it and they will go through with it, too. Reporter many Details Remain unclear. But for the European Business community in beijing, chinas internet pace policy has always been troublesome. We see it as kind of attacks on doing business in china and that is not good for china. Were looking at creating more productivity, more efficiency in the economy, certainly ensuring that companies have readily, timely and stable access to information. And it hurts for the Companies Even more. Reporter there is more in store for those companies. A new law on some security introduced even more laws to an already highly Restricted Technology regime. Certain data may now only be stored on the mainland. For Foreign Countries in particular, the adjustments involved will be a major burden. Ultimately, the Cyber Security law means not being compliant can get your company into serious trouble. It could even mean the company being closed down or having to disclose all of its data, and no Company Wants that. Reporter what is already clear is that the new law will make life difficult for smaller, four andbased enterprises and prevent others from even starting up here. Daniel billionaire investor george soros have given a whopping 18 billion to his charity, the open Society Foundations. That amount represents a huge chunk of the hungarian born investors wealth of 23 billion. His charity promotes education, and public health. Other american billionaires like bill gates and Mark Zuckerberg have also donated huge chunks of their wealth. Sophie scimansky is following this for us from new york. How does this charitable contribution stack up to other donations from billionaires . Sophie quite well. His foundation is now the secondbiggest after the bill Gates Foundation and what really makes them unique is that he has he is a political donor, very different from dates, from gates. There are not many donors on the left side of the political spectrum. I think he is he only one of this magnitude on the side. The Koch Brothers on the right side. But soros has always been known as he basically has strong opinions and acts accordingly no matter what. Doubling down is his way of investing into his foundation. The open Society Foundation has been under a lot of pressure lately from hungary to india. As a statement, soros is just doubling down. Daniel talking of solid foundations, the Federal Reserve has revealed a snapshot of the u. S. Economy. What is the outlook . Sophie yes, i think the most interesting and important thing is definitely the inflation. The quite interesting thing about inflation is even a stable economy and the tightest market in years did little to move the market on inflation. Increase in wages and the cost of material was modest in this report. No one really seems to know why inflation is remaining where it is. But the feds 2 inflation target still appears out of reach. Daniel defying expectations, but not the way they would like. Sophie, thank you. Greeces Prime Minister is defying followers of his countrys financial fortunes saying he expects the country to grow up to 2 in 2017. That is despite new figures out today saying the economy actually contracted last year. The thing is he is now starting to convince his creditors with his optimism. Reporter a warm embrace for the head of one of the institutions keeping his country afloat. The greek Prime Minister and the imf chief both want greece to return to selfreliance as soon as possible. With that in mind, he presented an optimistic outlook for the future of the greek economy. After several years of economic depression, greece is turning around. Acute risks and uncertainty have subsided. Economic recovery is gaining traction. Indeed, the 2017 expected growth rate of approximately 2 has not been seen, Something Like that, since 2007. Reporter but is the outlook really that rosie . Lets take a look at the numbers. One in five greeks are still out of work. The economy actually contracted last year. And gdp at 176 billion euros was down from the year before. Those figures have come at a surprise to lenders, who were expecting modest growth. Despite that, the imf seems ready to support greeces desire to exit a program. I believe resolute implementation of this program together with an agreement with greeces European Partners on debt relief, are essential to support greeces return to Sustainable Growth in a successful exit from any official financing as soon as next year. Reporter after three bailouts and years of austerity, greeks are keen to wave goodbye to their predecessors their creditors. But the numbers will have to match the optimism. Daniel i wonder if that greek drama would make a good musical. Brent lets see if we can do that. It is a musical that is bringing refugees and young germans together. It is all part of a project here in berlin called welcome voices. In our next report, we meet some of the performers of the production, flying high, as they prepare to take to the stage. Reporter the last rehearsals before opening night. Flying high is turning these teens into singers, actors and friends. I have made new friends. That was really great for me. I did not really know anyone before. We rehearse just once a week. And when i am here, i forget the whole world. I am just here with my friends. Reporter he is 18 and she is 17. Two years ago he arrived in germany alone from syria. Xena is german and has lived in berlin for eight years. For her, the musical provides creative balance with exams. They had been rehearsing together for half a year. They developed the musical from their own ideas. The plot a peaceful people are attacked, hostages are taken, and adventures ensue. Director Todd Fletcher wrote the script taste on the teens ideas and compose the songs. He has been working with youth for 30 years. My aims are to show the kids that they are capable of more than they ever imagined possible. These people who have ended up in europe who have come from somewhere else can contribute, not just be here, not just be integrated in the easy sense of the word integrated, but contribute, which is beyond integration. And i think that is what people want to do. Reporter even at break time the teens learn each others languages. I have never had anything to do with refugees before, and it was interesting to get to know another side of them. See what kind of people they really are. Reporter then a quick costume check. The performers even sewed their own outfits. I have acted in a few theater groups before, so this was like more training for me. Not in my case. I am doing all of this with first time. Acting and singing are now my main hobbies. Reporter he is playing the lead role. He emerges as the hero of the story. I told my parents about it and they were pleased. They are proud of me. Reporter they are doing all of this in their free time and often for the first time. For this particular project, the art is a means to an end, an d so, weve strangely achieved that goal of integration and bringing people together, and we now have to still working on the means. Of course it would be nice if the musical works out, and i am sure it will, but it is not really about that. Reporter for Todd Fletcher, this project is much more about bringing teenagers together, helping them discover new perspectives, and sharing them with the wider world. Brent thats what we call good news. Youre watching dw news. After a short break and we back to take you through the day. First, new images from an exhibition in italy of dadaist art.
