Further talks about turkey joining the Customs Union. And Emergency Services in houston, texas, go housetohouse as the u. S. Government counts the cost of the devastation caused by harvey. Im sarah kelly, thanks so much for joining us. Kenyas Supreme Court annuled last months president ial election and ordered a rerun within 60 days. The vote was won by the incumbent. The decision is a major victory for the Opposition Leader, who claims that the results had been manipulated in kenyattas favor. Jubilation inside kenyas Supreme Court. The court agreed that there was irregularities. For the first time in the history, a ruling has been made by the courts nullifying irregular elections of the president. The judges voted 42 in favor of the petition. The chief justice did not accuse of vote rigging but blaming the Electoral Commission for failing to transmit results. Opposition supporters couldnt contain their joy. The entire nation had awaited todays rulings amid protests and violence but notes the opposition are celebrating. I believe this court of justice now. President kenyatta urged all sides to remain peaceful and said he would accept the courts ruling. I personally disagree with the ruling that has been made today. But i respect it. Reporter kenyattas tone changed by the time he met supporters later in the day. His crooks have decided to nullify the election he told an adoring crowd. Under kenyan law, the authorities now have 60 days to organize a new vote. The Electoral Commission has promised to root out any personnel found guilty of misconduct. The commission intends to make internal changes to our personnel as we prepare for the fresh president ial election in 60 days. Reporter there was doubt that the commission would be fit to conduct new elections. It is now clear that the entire commission has eroded. Clear evidence shows that the commission was taken over by criminals. Reporter while the supporters rejoice, many are hoping that the electoral wrangling does not escalate again into political violence. Anchor lets bring in d. W. s reporter who joins us live. Katherine, we know that the Supreme Court here that they cited irregularities in the transmission of these election results. But in the meantime, international monitors say that the vote was free and fair. What do the people of kenya think of this disparity . Reporter kenyans are questioning the integrity of International Observers, more so the african yunnan the commonwealth, which were probably closer home. They say that they gave the election a clean bill of health when they knew that there was some irregularities, although there are some that said that the observers said this in order to maintain peace so the country doesnt slip back to what we saw in 2007 where at least 1,300 people were killed in postelection violence. But then the opposition or the main Opposition Leader said that once you have a credible election then peace obviously follows suit. So there are questions as to why the election observers were so quick to give this election a clean bill of health, although we have had some responses from especially the carter organization saying they did give the election a clean bill of health up until the counting process, but they did note there were issues within the tallying process and they are glad that the Supreme Court has given such a ruling. Anchor given what you just said there, given the questions and the general sense of unease in the country, how realistic is a 60daytime frame for the next vote . Is kenya ready for that . Reporter its a tall order. It never had such a situation in the entire Multi Party Democracy that started in 1990. But now the question is funding, do we have enough money to run this election. The last election actually cost the country about 500 million. And this election will definitely cost more, because the Electoral Commission must now see through the process as well as you know, educating voters on what this election means and hows how its going to be conducted and there are discussions whether the Electoral Commission has the capacity to deliver free and Fair Elections in the next 60 days. There are those who say they want International Observers conducting the election. So there are so many questions around this. And its a tall order and such a short time frame given that the verdict itself by the Supreme Court will be released in 21 days, giving further instructions. Anchor katherine, thank you so much for your reporting. In germany, the Foreign Ministry said turkey has arrested two more german nationals what germany says are political reasons. And diplomats have been unable to contact the pair. 12 german citizens are now being held in turkey. Chancellor merkel promised to act decisively. Reporter the turkish resort is a holiday mecca for german tourists. It was here at the airport that the two germans were arrested according to Airport Police. Why, however, remains unclear. Germanys reaction, indignation. Chancellor merkel announced she would intensify her countrys policies against turkey. Now we have two further people in addition to the 10 that have been detained to political reasons. We believe in most cases there is no justification for this. Therefore, we must react for me, further negotiations over an extension of the Customs Union are out of the question under these circumstances. Reporter head of the social democrats, schulz, who is running from chancellor went further demanding e. U. Payments to turkey be stopped and calling for a travel warning. This is no longer a question of weeks and months but the immediate future. I think in the next few days we must assess how fruitful diplomatic efforts have been and we must ensure they do bear fruit. Reporter but information the opposition green party, that doesnt go far enough. They want the government to take a far tougher stance. We are currently building a tank factory in turkey. Thats the true face of germanys turkish policies. We need to send other messages and end for niceities and we need to make it clear without the release of german hostages, there can be no return to normal relations between germany and turkey. As yet, theres been no response from turkey. The government is keeping mum on the arrests, at least for now. Anchor lets get more from our correspondent who is standing by for us in berlin. What goes through this situation . How did the news of these detentions reach the German Authorities . Reporter this is an important point because German Authorities did not find out about these arrests or these detentions directly from turkish authorities. They say they found out at the german consulate in izmir by nonstate organizes. We dont know which what that means but it does mean that the initial contact was not by the turkish government. The consulate decided to contact Airport Police and it was there through Airport Police they finally got an official confirmation and got an official confirmation there that the two people detained have sole german nationality. So this is one important aspect, how the german government, how german officials actually found out about this case in the first place. Anchor given that they are german nationals, what does germany seem to be prepared to do about it . Reporter political pressure. Thats something we heard today from Angela Merkel who said they wanted to react decisively, not only trying to make sure, to make clear what the german position is. Anchor thomas, thank you. And one of the german citizens being held in turkey is a newspaper reporter who has been behind bars 200 days. Turkish authorities accuse him for spreading propaganda and his case have strained ties.
