Kathy Hochul's opportunity on ethics: Cuomo's demise should lead to progress

Attorney General Tish James’ report substantiating the harassment charges leveled against Gov. Cuomo painted a picture of an out-of-control executive staff that created a “toxic” work environment and used personnel records to retaliate against the governor’s critics. But this is the end of the beginning, not the beginning of the end, of a reckoning with the Cuomo administration’s alleged abuses.
