WILLMAR - The Kandiyohi County Commissioners are expected to vote Thursday on the final 2011 budget and levy.
The action is on the agenda for the board's 10 a.m. meeting, which is being held Thursday this week rather than Tuesday, to allow the commissioners to attend the annual convention of the Association of Minnesota Counties.
