Judge throws out manslaughter charges against retired Portsmouth officer

It was the second time in less than a year that retired Portsmouth police officer Vincent McClean was found not guilty of assault charges that prosecutors had sought against him. A jury acquitted him the first case and this time the judge tossed the charges before the case even went to the jury.
