The lack of access to essential healthcare technologies during the COVID-19 pandemic has highlighted the issues of inequity in healthcare, particularly in low- and middle-income countries (LMICs). The 74th World Health Assembly adopted the resolution WHA74.6 on strengthening local production of medicines and other health technologies to improve access, signalling the important role local production plays in improving timely, equitable access and safeguarding health security. In this context, the Local Production and Assistance Unit, in the Regulatory and Prequalification Department Access to Medicines and Health Products Division from WHO, launched the World Local Production Forum (WLPF) initiative, providing a regular global platform to foster synergies and partnerships in strengthening sustainable quality local production and technology transfer to improve access to quality, safe and effective health products and technologies, and to safeguard global, regional, and national health security, including during health emergencies. The first WLPF was held virtually in June 2021 with the participation of high-level representatives from over 100 Member States leaders of WHO, other UN agencies, and the industry. The Forum came to a closing with three key recommendations that aimed at strengthening sustainable local production of quality assured health products and improving access. At the closing of the Forum, WHO announced that the Kingdom of the Netherlands will host the second WLPF. The 2nd edition of the WLPF will take place from 6 to 8 November 2023 in The Hague, the Kingdom of the Netherlands under the overall title of the agenda: Leveraging regional partnerships for local production and equitable access, worldwide. It will provide a global platform for discussion, and stimulate industry engagement and collaborations, identify priority health technologies with the greatest need for transfer to LMICs, explore mechanisms and opportunities to promote sustainable local production capacity, and tackle the bottlenecks of sustainable local production of quality, safe and effective health products and technologies. The agenda of the second WLPF will be available in due course. The thematic areas of the Forum include modelling the ecosystem for sustainable local production to improve access; leveraging existing regional initiatives and promoting convergence and partnerships; reaching the most vulnerable in the regional production context; strengthening local production capacity of quality health products; and strengthening local production for global health security and emergency preparedness. It is expected to convene up to 800 physical participants, including relevant ministers and senior-level government officials, leaders and representatives of international organizations and other development partners, senior representatives from international and regional finance institutions, representatives of the private sector and civil societies, technology and subject matter experts from academia, industry, and other institutions; and allow a broader number of virtual participants to attend from all over the world. The three-day event will be structured with plenary sessions, panel discussions, workshops and showcases with interactive participation from the audience. This second WLPF will spur discussions on the significance of local production and technology transfers achieved thus far and approaches to enhance impact on access and global health security. A report will be developed after the conclusion of the second WLPF.
