Jefferson Chalmers floodplain designation may hurt federal funding for commercial developments

The U.S. Army Corps of Engineers' determination last year that virtually all of the Jefferson Chalmers neighborhood sits in a floodplain may cause problems for more than just homeowners in the east side Detroit neighborhood bordering Grosse Pointe.
