Jacksonville hosts 5th annual Black History Month Youth Speech Competition

Officials with the National Association for the Advancement of Colored People Jacksonville hosted the 5th annual Ivory Tillman Black History Month Speech Competition commemorating the late Ivory Tillman Saturday.
