International Overdose Awareness Day recognized at City Hall ceremony

LOWELL — Thursday was International Overdose Awareness Day and local officials, representatives of local substance abuse treatment centers, mourners and people in recovery from substance abuse gathered at City Hall to recognize the tragedy that is the opioid crisis.
