Humbled in victory, Councilor Garcia says it's back to work

An enthusiastic cyclist, challenger Phil Lucero peddled the slogan "Ride with Phil." His message went flat, as did his half-baked charges incumbent Michael Garcia wasn't a decisive councilor.
