How six years of Oakland's equity program has impacted local cannabis businesses

In the spring of 2017, the City of Oakland began the first cannabis equity program in the nation to address the racial and social inequities caused by the War on Drugs. Six years later, some equity applicants have reported that the program has failed them because of little oversight and a delayed bureaucratic process.
