How detectives tracked down man suspected of killing, dismembering Pennsylvania woman

Records show several witnesses saw Robert Kessler throwing black garbage bags and a red-pink tote into McKay Bay. Surveillance video from the Port of Tampa also shows the suspect throwing an object in the water, according to new documents.
