Moiseev has told the same fact to dozens of tourists since launching a war tourism excursion shortly after Russian troops retreated from Kyiv Oblast on April 3, 2022, leaving behind decimated towns and villages. The Kyiv local, who works for Capital Tours, saw an opportunity to utilize his decade-long experience as a guide to inform foreigners about Russia’s brutal invasion and raise money for the war effort.
