Hillman Garage 50 years later: How Annapolis is once again solving its downtown parking problem

Annapolis has had a parking problem practically since the invention of the automobile. In 1972, the structure that became known as Noah Hillman Garage was the solution. But as the hulking structure started to deteriorate, city leaders struggled for years to find a solution. The process to build a new garage, which starts Monday, was nearly as complicated as building the original one.
